In announcing a new Vision for the US space program, President George Bush committed the USA to “a long-term human and robotic program to explore the solar system”, via a return to the Moon, leading to exploration of Mars and other destinations. He also stated that other nations would be invited to join the vision. Many other nations have, or are developing, ‘exploration visions’ of their own. The potential for international cooperation therefore exists, both at the vision and program/project levels. This paper, based on Working Group discussions as part of an AIAA space cooperation workshop,1 presents an approach for maximizing the return on all global investments in space exploration. It proposes an international coordination mechanism through which all these various national activities could be integrated into an inherently global enterprise for space exploration, a ‘virtual program of programs’. Within the context of the coordination, individual activities would utilize the full range of cooperative mechanisms for implementation. A significant benefit of this mode of conducting cooperation is that it would not require the negotiation of complex overarching international agreements as a precondition for initiating international activity.  相似文献

The US civilian space program is focused on planning for a new round of human missions beyond Earth orbit, to realize a ‘vision’ for exploration articulated by President George W. Bush. It is important to examine this ‘vision’ in the broader context of the global enterprise of 21st century space exploration. How will extending a human presence into the Solar System affect terrestrial society and culture? What legal, ethical and other value systems should govern human activities in space? This paper will describe the current environment for space policy making and possible frameworks for future space law, ethics and culture. The European Space Agency (ESA) is pursuing an independent strategic planning process for consolidating a destination driven (LEO, Moon, Mars) space exploration strategy. ESA's space exploration strategy is driven by the goals to maximise knowledge gain and to contribute to economic growth. International cooperation is a key pillar of ESA's strategy as it is considered both, an enabler for achieving common goals and a benefit, opening new perspective for addressing future challenges. The achievement of ESA's space exploration strategy is enabled through international partnerships. The interagency coordination process conducted within the framework of the International Space Exploration Coordination Group (ISECG) plays an important role in laying the foundations for future partnerships. It has achieved so far the development of a common vision for space exploration, a common plan for implementing the vision in the form of the Global Exploration Roadmap, as well as a common approach for articulating the value of global space exploration. ESA has been a strong promoter and supporter of the interagency coordination process conducted within ISECG and thanks to its unique expertise in international cooperation the Agency has contributed to its success.  相似文献

US space exploration policy deliberations tend not to include citizens who lack direct, vested financial interests in the space enterprise. Could expanding the circle of US space policy development players to involve citizens more aptly serve space exploration and the interests of American democratic society in the 21st century? I evaluate the merits and feasibility of citizen participation, drawing upon democratic theory and scholarship analyzing public participation in techno-scientific matters, previous experiences of public involvement in space exploration policy formation, and reflections on my professional experiences in space policy development. I argue that public engagement will enrich the debate surrounding the US future in space and may point toward a program American citizens will support as a meaningful future in the cosmos. I suggest three guiding principles and outline four mechanisms that, if embraced by US space policy makers, could foster meaningful public participation in informing the US space exploration agenda.  相似文献

On 14 January 2004 President George Bush announced his vision for space exploration, to include a human return to the Moon. He argued that, with a moderate increase in NASA's annual expenditure, such a return was possible. This paper is an exploration of how the President's space initiative can be realised on an international co-operative basis along similar lines to those already existing with the international space station (ISS). By abandoning the concept of a lunar landing as the major goal of a lunar programme, the initiative is made feasible. The three-stage plan here presented meshes with the currently evolving plans for the US space initiative to provide a realistic, affordable and sustainable strategy for manned lunar exploration. It represents a significant opportunity for the USA to unite and lead the world on this grand, civilisation defining adventure.  相似文献

As the US Founding Fathers laid down the basic principles which are the foundation of US society, the Commission has articulated certain basic principles which reflect the fundamental values of the American people. The space sector gathers together people from a variety of fields who work in the industry on different levels and with different expertise. What is often forgotten is the impact and role of the current young generation. Their engagement is of great importance as undeniably today's young ‘space generation’ will be defining the direction of future space exploration.Today's vision of future human and robotic space exploration has been set out in the Global Exploration Roadmap (GER). This focuses on sustainable, affordable and productive long-term goals. The strategy begins with the International Space Station (ISS) and then expands human presence into the solar system, including a human mission to Mars.This paper presents a general overview of the role of today's youth within the space exploration sector and the challenges to overcome. To complete this perspective, we present results from a survey made among students and young professionals about their levels of awareness of the GER. The respondents presented their opinion about current aspects of the GER and prioritised the GER's objectives. It is hoped that the paper will bring a new perspective into the GER and a contribution to the current GER strategy.  相似文献

This paper analyzes the objectives and activities of space exploration programs, and presents action plans and guidelines for a future sustainable global space exploration platform. While new cooperative mechanisms have emerged in recent decades, the now-unfolding era of global space exploration will lead to new models of cooperation, reflecting the legacy of partnerships and the evolution of a global endeavor. Consequently, the successful alignment of national and international stakeholders along lines drawn by commonality of purpose will be crucial to achieve a basis for marshalling sufficient resources for ambitious space projects, and to create necessary new political, economic, and legal frameworks. For the development of a successful global space exploration program, traditional approaches may need to be supplanted by a new paradigm including focus on information exchange, organizational knowledge, and human capital – as practiced in high-performance organizations (HPOs) – that go well beyond the current international working groups and multinational space efforts.  相似文献

The year 2004 could be seen as the turning point for the realignment of international space cooperation for the 21st century. At the very core of this readjustment, the US space exploration initiative strives to define a new scheme for such a broad array of aspects as international scientific cooperation, the role of the space industry and the organizational framework for international space applications. This paper argues that the success of this new outline of international space cooperation depends on several conditions. First, the US initiative needs to demonstrate its long-term continuity and reliability for international partners, which will depend to no small degree on the future of the ISS and its utilization for international research. Second, international cooperation between industrial partners will continue to need political frameworks and depend on a balanced handling of know-how partnerships. Third, cooperation in space applications will need a truly international structure to further its global acceptance and outreach.  相似文献

With space now crucial to such a wide range of activities on Earth, the USA must ensure the sustainability of its efforts, a task that involves technological feasibility and political will. Near-term challenges include US human access to space and the Shuttle transition, funding NASA sufficiently in a time of recession, and rebuilding the country's space industrial base. Longer-term challenges will be better protecting the space environment (including the electromagnetic spectrum) from overcrowding and the effects of space weather and NEOs, and defining responsibilities for distributing climate change data and recognition of property rights for the commercial development of in-space resources. As an aid to dealing with these challenges the USA must ask itself whether there is a human future in space and seek to answer the question in the course of human and robotic exploration beyond Earth.  相似文献

This article presents a plan for reconfiguring the US-international Space Station, which could be used to undertake exploration of Mars. The author believes that there is an urgent need to give a unified purpose to the US Shuttle, Space Station and space science activities, and that planning for an international Mars sample return mission along the lines outlined here could start the US space programme moving again within budgetary requirements.  相似文献

Space exploration is an emblematic domain of space activities where traditionally only established space powers have been active. However, new actors are demonstrating great interest in it, principally for international prestige reasons, with an increasing number making ambitious plans. Complementing national endeavours, international cooperation has become a central element of most countries' exploration strategy, since the costs of doing it alone are so great. Europe's development into a fully fledged actor in space exploration requires a shared assessment of the future challenges, threats and opportunities with which it will be confronted in order to derive the best options for cooperation to lead and anticipate rather than follow and endure change.  相似文献

Europe is present in robotic exploration though the European Space Agency?s mandatory space science program and the optional Aurora program. In addition some member states are also involved in projects of non-European space faring countries through bilateral co-operations. Europe is also present in human exploration through the ISS utilization program. ESA and some of its member states participate in the activities of the International Space Exploration Coordination Group (ISECG), a club of 14 space agencies working for the elaboration of a global exploration roadmap. Finally, ESA and the European Union have initiated a political approach with the setting up of an international forum so as to elaborate a commonly agreed vision on space exploration at political level.  相似文献

When US President George W. Bush on 14 January 2004 announced a new US “Vision for Space Exploration”, he called for international participation in “a journey, not a race”, a call received with skepticism and concern elsewhere. But, after a slow start in implementing this directive, during 2006 NASA has increased the forward momentum of action on the program and of discussions on international cooperation in exploring “the Moon, Mars, and beyond”. There are nevertheless a number of significant top-level issues that must be addressed if a cooperative approach to human space exploration is to be pursued. These include the relationship between utilization of the ISS and the lunar exploration plans, integration of potential partners’ current and future capabilities into the exploration plans, and the evolving space-related intentions of other countries.  相似文献

Nearly six years after the launch of the first International Space Station element, and four years after its initial occupation, the United States and our 6 international partners have made great strides in operating this impressive Earth orbiting research facility. This past year we have done so in the face of the adversity of operating without the benefit of the Space Shuttle. In his January 14, 2004, speech announcing a new vision for America's space program, President Bush affirmed the United States' commitment to completing construction of the International Space Station by 2010. The President also stated that we would focus our future research aboard the Station on the long-term effects of space travel on human biology. This research will help enable human crews to venture through the vast voids of space for months at a time. In addition, ISS affords a unique opportunity to serve as an engineering test bed for hardware and operations critical to the exploration tasks. NASA looks forward to working with our partners on International Space Station research that will help open up new pathways for future exploration and discovery beyond low Earth orbit. This paper provides an overview of the International Space Station Program focusing on a review of the events of the past year, as well as plans for next year and the future.  相似文献

Several nations are currently engaging in or planning for robotic and human space exploration programs that target the Moon, Mars and near-Earth asteroids. These ambitious plans to build new space infrastructures, transport systems and space probes will require international cooperation if they are to be sustainable and affordable. Partnerships must involve not only established space powers, but also emerging space nations and developing countries; the participation of these new space actors will provide a bottom-up support structure that will aid program continuity, generate more active members in the space community, and increase public awareness of space activities in both developed and developing countries. The integration of many stakeholders into a global space exploration program represents a crucial element securing political and programmatic stability. How can the evolving space community learn to cooperate on a truly international level while engaging emerging space nations and developing countries in a meaningful way? We propose a stepping stone approach toward a global space exploration program, featuring three major elements: (1) an international Earth-based field research program preparing for planetary exploration, (2) enhanced exploitation of the International Space Station (ISS) enabling exploration and (3) a worldwide CubeSat program supporting exploration. An international Earth-based field research program can serve as a truly global exploration testbed that allows both established and new space actors to gain valuable experience by working together to prepare for future planetary exploration missions. Securing greater exploitation of the ISS is a logical step during its prolonged lifetime; ISS experiments, partnerships and legal frameworks are valuable foundations for exploration beyond low Earth orbit. Cooperation involving small, low-cost missions could be a major stride toward exciting and meaningful participation from emerging space nations and developing countries. For each of these three proposed stepping stones, recommendations for coordination mechanisms are presented.  相似文献

The Global Exploration Roadmap (GER) is driven by several goals and objectives that include space science, the search for life as well as preparatory science activities to enable human space exploration. The Committee on Space Research (COSPAR), through its Commissions and Panels provides an international forum that supports and promotes space exploration worldwide. COSPAR's Panel on Exploration (PEX) investigates a stepwise approach of preparatory research on Earth and in Low Earth Orbit (LEO) to facilitate a future global space exploration program.
