论文分析了返回卫星项目群研制管理过程中实施流程再造的必要性,明确了指导思想,进而建立了流程再造的目标和实施模型,确定了实施流程再造研究的手段和实施步骤。对于返回项目群研制过程,按照设计、总装、电测、环境试验和发射场过程几个阶段,通过实施因子分析,通过流程再造研究与实践,累计缩短研制周期6个月以上,累计节省研制成本1900万元;对于系统工程管理过程,论文从组织结构、进度管理、质量管理和资源管理几个方面对实施流程再造进行了研究,通过流程再造,进度节点完成率连续五年高达99%以上。返回式卫星项目群的流程再造研究和实践,为节约成本,提高进度,提升完成任务能力起到了积极的作用。 相似文献

Building an organization and management structure to create, launch, utilize and protect a satellite solar power energy system will require a global policy for the beneficial use of SSP. The fundamental organizational tasks are: (1) R&D, achieved through a project organization characterized by the integrated management of applied science, development research and construction engineering; (2) investment, generated by a series of groups creating financial vehicles for public and private investment; (3) transmission and distribution, characterized by attention to an engineering and maintenance process emphasizing high reliability; and (4) crisis response, demanding readiness for instant response to potential internal or external scenarios. A differentiated global organization spanning the long timeframe of SSP will need to have a central management core representative of all parts of the organization, with the capacity for self-renewal and re-adaptation. To be successful over its long timeframe, the SSP organization will need to build continuity and public confidence through intergenerational communication, public education, and community outreach. Integrating structures must be created at all levels of the organization, and should encompass joint work tasks and information-sharing among both industrial and government members. Developmental and alliance partners who support the formation and financing of a differentiated satellite solar power organization will share commensurately in the technologies and competencies that are created. 相似文献

The STARDUST Discovery mission will collect samples of cometary coma and interstellar dust and return them to Earth. Five years after launch in February 1999, coma dust in the 1- to 100-micrometers size range will be captured by impact into ultra-low-density silica aerogel during a 6 kms-1 flyby of Comet Wild 2. The returned samples will be investigated at laboratories where the most critical information on these primitive materials is retained. The Jet Propulsion Laboratory will provide project management with Lockheed Martin Astronauts as the spacecraft industrial partner. STARDUST management will aggressively and innovatively achieve cost control through the use of Total Quality Management principles, the chief of which will be organization in a Project Engineering and Integration Team that "flattens" the traditional hierarchical structure by including all project elements from the beginning, in a concurrent engineering framework focusing on evolving Integrated Mission Capability. 相似文献

Are space agencies able to reform the way they are organized? Attempts to reduce the time it takes to conceive new systems and adapt project management while fostering innovation have so far shown mixed results. In this paper, we describe some of the intellectual, strategic and organizational challenges the agencies are about to face in the coming years: managing the ever growing complexity of space systems; defining a knowledge-based strategy as the basis of a renewed organization; and assuming a central role in the innovation process in relation to industry.
