The concept of generating electricity using satellite solar power (SSP) has recently enjoyed renewed interest as a source of non-fossil fuel energy. First proposed in the 1960s, then studied sporadically in the past decade, SSP offers a potentially large supply of power but without the carbon emissions associated with evidence of global climate change. SSP faces challenges: competition from other non-fossil renewable energy, such as wind power, and the lead-time and costs required to assemble, test, and deploy an SSP system. At the request of a consortium of electric utilities, of NASA, and of the US National Science Foundation, this paper estimates the value of SSP in four distinct geographic regions, each differing in terms of their resource base for conventional renewable energy. Because deployment of SSP would be sometime in the future, we explicitly incorporate uncertainty in the model. We find the cost-effectiveness of SSP is highly sensitive to geographic region, to the reliability of SSP, and to the cost of carbon damages avoided by its use. The results offer guidance for decision makers in space, energy, and environment programs who must allocate scarce budgetary resources among competing public investment alternatives for clean energy.  相似文献

This report summarizes the findings of a report entitled Can Power from Space Compete? produced for NASA by Resources for the Future (RFF). In considering how well satellite solar power (SSP) is likely to compete in the market for electricity from the present to 2020, it finds that neither perceived shortages of fossil fuel nor climate change factors are likely to be major issues in this time frame. Moreover, the high costs of SSP and possible concerns over public health and national security will continue to constrain its development. This does not mean, however, that R&D into the subject should cease; it may well have a future in the short term when applied to non-terrestrial systems. The full report is available at http://www.rff.org.  相似文献

The scientific community has long embraced the concept of globalized collaboration, recognizing that scientific inquiry knows no borders and that scientific theory transcends nationality. With respect to translating scientific and technological innovation into practical application, however, national, political, and ideological barriers suddenly arise. At a time when the worlds of economics and finance are rapidly globalizing, the world of applied science lags behind — despite increasingly urgent need for global energy solutions. In the context of considering space solar power (SSP) systems, the author contends that these solutions require new ways of determining costs and benefits; that scientific experts should seek active engagement in the policy arena; and that SSP's scientific community has a critical role to play in advocating for consideration of space-based energy solutions.  相似文献

Those in the space community interested in deploying space solar power (SSP) need to know whether it would make economic sense. This article aims to develop a conceptual model of the economic value of SSP as a source of power to in-space activities, such as spacecraft and space stations. We offer several estimates of the value based on interviews and published data, discuss technological innovations that may compete with or be complementary to SSP, and consider alternative institutional arrangements for government and the private sector to provide SSP.

With the vast experience gained by Aerospace Community in the last five decades, the natural future course of action will be to expand Space Exploration. Our understanding of Moon is relatively better with a number of unmanned satellite missions carried out by the leading Space Agencies and manned missions to Moon by USA. Also a number of unmanned satellite missions and surface rover missions were carried out to Mars by those Space agencies generating many new details about Mars. While the future exploration efforts by global community will also be centered obviously on Moon and Mars, it is noteworthy that already NASA had declared its plans for establishing a Surface Base on Moon and developing the technical infrastructure required. Surface Bases on Moon and Mars give rise to a number of strategic, technical and ethical issues both in the process of development, and in the process of establishing the bases. The strategic issues related to Moon and Mars Surface Bases will be centered around development of enabling technologies, cost of the missions, and international cooperation. The obvious path for tackling both the technological development and cost issues will be through innovative and new means of international cooperation. International cooperation can take many forms like—all capable players joining a leader, or sharing of tasks at system level, or all players having their independent programmes with agreed common interfaces of the items being taken to and left on the surface of Moon/Mars. Each model has its own unique features. Among the technical issues, the first one is that of the Mission Objectives—why Surface Bases have to be developed and what will be the activity of crew on Surface Bases? Surface Bases have to meet mainly the issues on long term survivability of humans on the Mars/Moon with their specific atmosphere, gravity and surface characteristics. Moon offers excellent advantages for astronomy while posing difficulties with respect to solar power utilization and extreme temperature variations. Hence the technical challenges depend on a number of factors starting from mission requirements. Obviously the most important technical challenge to be addressed will be in the areas of crew safety, crew survivability, adequate provision to overcome contingencies, and in-situ resource utilization. Towards this, new innovations will be developed in areas such as specialized space suits, rovers, power and communication systems, and ascent and descent modules. The biggest ethical issue is whether humankind from Earth is targeting ‘habitation’ or ‘colonization’ of Moon/Mars. The next question will be whether the in-situ resource exploitation will be only for carrying out further missions to other planets from Moon/Mars or for utilization on Earth. The third ethical issue will be the long term impact of pollution on Moon/Mars due to technologies employed for power generation and other logistics on Surfaces. The paper elaborates the views of the authors on the strategic, technical and ethical aspects of establishing Surface Bases and colonies on Moon and Mars. The underlying assumptions and gray areas under each aspect will be explained with the resulting long-term implications.  相似文献

Space solar array reliability: A study and recommendations   总被引:1,自引:0,他引:1
Providing reliable power over the anticipated mission life is critical to all satellites; therefore solar arrays are one of the most vital links to satellite mission success. Furthermore, solar arrays are exposed to the harshest environment of virtually any satellite component. In the past 10 years 117 satellite solar array anomalies have been recorded with 12 resulting in total satellite failure. Through an in-depth analysis of satellite anomalies listed in the Airclaim's Ascend SpaceTrak database, it is clear that solar array reliability is a serious, industry-wide issue. Solar array reliability directly affects the cost of future satellites through increased insurance premiums and a lack of confidence by investors. Recommendations for improving reliability through careful ground testing, standardization of testing procedures such as the emerging AIAA standards, and data sharing across the industry will be discussed. The benefits of creating a certified module and array testing facility that would certify in-space reliability will also be briefly examined. Solar array reliability is an issue that must be addressed to both reduce costs and ensure continued viability of the commercial and government assets on orbit.  相似文献

Space solar power (SSP) has been broadly defined as the collection of solar energy in space and its wireless transmission for use on earth. This approach potentially gives the benefit of provision of baseload power while avoiding the losses due to the day/night cycle and tropospheric effects that are associated with terrestrial solar power. Proponents have contended that the implementation of such systems could offer energy security, environmental, and technological advantages to those who would undertake their development. Among recent implementations commonly proposed for SSP, the modular symmetrical concentrator (MSC) and other modular concepts have received considerable attention. Each employs an array of modules for performing conversion of concentrated sunlight into microwaves or laser beams for transmission to earth. While prototypes of such modules have been designed and developed previously by several groups, none have been subjected to the challenging conditions inherent to the space environment and the possible solar concentration levels in which an array of modules might be required to operate. The research described herein details our team's efforts in the development of photovoltaic arrays, power electronics, microwave conversion electronics, and antennas for microwave-based “sandwich” module prototypes. The implementation status and testing results of the prototypes are reviewed.  相似文献

This paper is partly a tutorial, telling systematically how one goes about calculating the total annual costs of a satellite communications system, and partly the expression of some original ideas on the choice of parameters so as to minimize these costs. The calculation of costs can be divided into two broad categories. The first is technical and is concerned with estimating what particular equipment will cost and what will be the annual expense to maintain and operate it. One starts in the estimation of any new system by listing the principal items of equipment, such as satellites, earth stations of various sizes and functions, telemetry and tracking equipment and terrestrial interfaces, and then estimating how much each item will cost. Methods are presented for generating such estimates, based on a knowledge of the gross parameters, such as antenna size, coverage area, transmitter power and information rate. These parameters determine the system performance and it is usually possible, knowing them, to estimate the costs of the equipment rather well. Some formulae based on regression analyses are presented. Methods are then given for estimating closely related expenses, such as maintenance and operation, and then an approximate method is developed for estimating terrestrial interconnection costs. It is pointed out that in specific cases when tariff and geographical information are available, it is usually better to work with specific data, but nonetheless it is often desirable, especially in global system estimating, to approximate these interconnect costs without recourse to individual tariffs. The procedure results in a set of costs for the purchase of equipment and its maintenance, and a schedule of payments. Some payments will be incurred during the manufacture of the satellite and before any systems operation, but many will not be incurred until the system is no longer in use, e.g. incentives. In any case, with the methods presented in the first section, one arrives at a schedule of costs and payments for all the items and the years in which they will be incurred. The second category of costing problems is one of financing or engineering economics. All the costs are first “present valued” to some reference period using rates of return appropriate to the particular situation. One finally arrives at sets of annual costs which can be used as the basis for setting lease costs or revenue requirements and tariffs. The correspondence between methods using discounted rates of return and capital recovery formulae on one hand and those using various depreciation schedules, such as is typical of regulated industries on the other hand, is discussed. The remainder of the paper is devoted to discussing the relationship between critical parameters, such as replacement schedules, design lifetime, satellite power and Earth station antenna size, and the overall costs. It is shown that optima for these parameters may exist and can be calculated. In particular, the optimization of satellite replacement schedules to minimize the present value of total investment over a very long period is presented, along with simplified versions of the theory suitable for system planning. The choice of EIRP is also discussed and a procedure for choosing the value that minimizes the costs is shown.  相似文献

Because of the physical scale of human operations at present, we need to extend them into the Solar System for sustainability and into interstellar space for knowledge. Stabilizing the population on Earth, as well as reducing poverty, is vital, as is a more environmentally appropriate demographic transition than the historical one. Space assets can contribute most to strategic threats in areas like power and minerals and can also assist global education. Such public interest is important as education, but it is vital to remember that a certain level of precision in materials and engineering is needed before ideas become realizable. The crucial step is to turn the space environment to an open market and override the present government monopoly constraint. As a start, a Center for International Space Industrialization Research (CSIR) is to be set up as a model for the better understanding of the issues involved, thus making a case for strategic investment for space assets.  相似文献

The NASA/White House Vision for Space Exploration is primarily focused on the development of human and robotic systems that will enable ‘discovery-driven’ investigations in areas important to the scientific community: Mars, the solar system's outer moons, and planets orbiting other stars. Such a portfolio can only be realized if NASA is prepared to target investment at opportunities that are most scientifically compelling. NASA's leaders will have to make decisions in subjective and uncertain environments about the relative long-term value of different kinds of scientific discoveries seen as equally important to different groups. A management paradigm of this kind will imply assessment of heterogeneous priorities and management of interdependent and changing requirements. In order to identify the basis and implications of a ‘discovery-driven’ paradigm, this paper surveys the relationship between the Vision's principles and its programmatic content, the objectives of the Vision's scientific focus areas and their interrelationships, and the public context in which science-focused exploration will proceed.  相似文献

To meet the future needs of energy on Earth, the transmission of solar power from space is being extensively studied. Since the power station will occupy a position in the geostationary orbit and will use radio frequency spectrum for transmission of energy to Earth, the relative benefits of space solar power and space communications should be considered. The resource allocation of orbit-spectrum to a power station requires a sacrifice from space communications as they both utilize similar limited resources. The power station is to energy what communication is to information. While the cost of energy is going up, the cost of information processing, storage, sharing and transmission is decreasing. Also, increased means of communication are used as a measure of energy conservation. With the advent of computer communication and the Large Scale Integrated (LSI) microprocessors, the technique of multiple access, message switching and satellite switching can be cost-effectively combined. The computer-satellite communication will allow information resource sharing among large numbers of users besides the conventional application of space communications. Since space communication means work effectively in many other areas where ultimate energy use and conservation is possible, the space solar power will not be able to compete or substitute on the basis of equality and social benefits. But, as the transmission technology is similar for both areas, the R & D effort for solar power will certainly increase efficiency and reduce cost for space communications.  相似文献

Rosetta was selected in November 1993 for the ESA Cornerstone 3 mission, to be launched in 2003, dedicated to the exploration of the small bodies of the solar system (asteroids and comets). Following this selection, the Rosetta mission and its spacecraft have been completely reviewed: this paper presents the studies performed the proposed mission and the resulting spacecraft design.

Three mission opportunities have been identified in 2003–2004, allowing rendezvous with a comet. From a single Ariane 5 launch, the transfer to the comet orbit will be supported by planetary gravity assists (two from Earth, one from Venus or Mars); during the transfer sequence, two asteroid fly-bys will occur, allowing first mission science phases. The comet rendezvous will occur 8–9 years after launch; Rosetta will orbit around the comet and the main science mission phase will take place up to the comet perihelion (1–2 years duration).

The spacecraft design is driven (i) by the communication scenario with the Earth and its equipment, (ii) by the autonomy requirements for the long cruise phases which are not supported by the ground stations, (iii) by the solar cells solar array for the electrical power supply and (iv) by the navigation scenario and sensors for cruise, target approach and rendezvous phases. These requirements will be developed and the satellite design will be presented.  相似文献
