文章阐述了经济发展与人的发展相协调,经济发展是为了满足人的发展需要,而不是为发展经济而发展经济。而人的全面发展,又是以财产权为基础的。没有财产权,其他一切权利就难以实现。公务员队伍、国企高管阶层和城市部分居民享受较多的财产权,包括股权、房产权;而农民只有30年土地承包权,还要面临"三年一小调""五年一大调"的折腾。因而在农村,经济发展要尊重与确保农民的土地财产权,变农地的"征收补偿"为按市场价"平等交易"。 相似文献

IHPTET计划于1988年正式开始至2005年结束,是迄今为止美国最为成功的预研计划。在该计划开展的18年期间,取得了丰硕的科研成果。IHPTET计划之所以能够取得成功,与该计划实施过程中采用科学有效的项目管理方法GOTChA具有密不可分的关系。GOTChA项目管理方法目标明确,流程清晰,具有先进性、严密逻辑性和通用性。本文从概念、制定准则以及具体应用等方面详细介绍了该方法的主要特点。GOTChA项目管理方法对于预研计划的管理具有重要的参考价值。 相似文献

The design of the CAPE I satellite was underway for approximately three years. This interdisciplinary project incorporates electrical, mechanical, and aerospace engineering, as well as computer science and physics. The project hoped to teach students how to design, develop, and maintain a lower Earth orbiting satellite. This satellite was delivered to San Luis Obispo, California, December 5, 2006, where it passed the final integration test in order to qualify for launch. After qualification, the satellite was loaded into the poly-picosatellite orbital deployer or P-POD, which is the deployment system for the satellite. The P-POD holds three CubeSats. Once all three satellites were integrated, it was delivered to Kazakhstan and loaded into the DNEPR Russian Rocket on March 17, 2007. After a few delays, the rocket was launched on April 17,2007. The team is currently monitoring and decoding the CW beacons transmitted by the satellite. The project was broken into several subsystems including mechanical, communications, control and data handling, and power. Each of the systems proved to have their own unique challenges. Being that the majority of the team was electrical engineering students, the mechanical subsystem presented the most difficulty. There is currently a design in progress for the next satellite project, CAPE II. This new satellite will attempt a new benchmark by incorporating more advanced technologies than CAPE I and include other campus entities such as The Wetlands Research Center. The team hopes to deploy buoys into the Gulf of Mexico that will communicate to the CAPE 11 satellite in space and then send data to the ground station at the University. This data will include subjects such as coastal erosion, water temperatures, and drift currents throughout the Gulf. With this data, we can give other organizations the information obtained for their use as well. 相似文献

焊接是航空发动机制造中的关键技术之一,随着对航空发动机高推重比、高可靠性、长寿命和低成本设计和制造要求的不断提高,现已大量采用新材料、新结构,如风扇整体叶盘、单晶涡轮叶片以及多孔层板结构等,焊接作为主要的加工工艺,其连接工艺性、表面完整性、质量稳定性和使用可靠性已成为决定航空发动机性能的关键因素.从先进航空发动机焊接技术的发展趋势看,过渡液相扩散连接(TLP-DB)、焊接修复及增材制造技术、激光(复合)焊接技术和焊接表面完整性(焊缝性能恢复及增强技术)等会成为今后新结构、新材料连接技术的重要发展方向. 相似文献

The Advanced Composition Explorer was launched August 25, 1997 carrying six high-resolution spectrometers that measure the
elemental, isotopic, and ionic charge-state composition of nuclei from H to Ni (1≤Z≤28) from solar wind energies (∼1 keV nucl−1)
to galactic cosmic-ray energies (∼500 MeV nucl−1). Data from these instruments is being used to measure and compare the elemental
and isotopic composition of the solar corona, the nearby interstellar medium, and the Galaxy, and to study particle acceleration
processes that occur in a wide range of environments. ACE also carries three instruments that provide the heliospheric context
for ion composition studies by monitoring the state of the interplanetary medium. From its orbit about the Sun-Earth libration
point ∼1.5 million km sunward of Earth, ACE also provides real-time solar wind measurements to NOAA for use in forecasting
space weather. This paper provides an introduction to the ACE mission, including overviews of the scientific goals and objectives,
the instrument payload, and the spacecraft and ground systems.

This project is to demonstrate and refine a computer programming concept known as Generalized Data Management as exemplified by the Advanced Data Management (ADAM) System developed by the MITRE Corporation for the Electronic Systems Division/MITRE Systems Design Laboratory. ADAM is designed to provide generalized routines for functions common to a large class of command and management problems. Although earlier implementations of the Generalized Data Management concept have been demonstrated, ADAM has not been demonstrated in an operational application. The Air Force Logistics Command has provided an application (Category I and IIR Consumption Item Requirements Computation System) with which to test ADAM. The Requirements System provides Logistics Command managers with information concerning stock items to buy, procurement contracts to terminate, items to repair, and budgets. ADAM implementation will provide an on-line real-time information system; the present Requirements System operates in a non-real-time batch processing mode. The usefulness of providing an on-line system, which can be easily modified, will be evaluated. 相似文献
