Government organizations have to justify high expenditure during periods of financial crisis such as the one we are experiencing today. Space agencies have attempted to increase the returns on their investments in space missions by encouraging the commercial use of advanced technologies. This paper describes two technology transfer (TT) cases promoted by JAXA, in order to identify the organizational models and determinants of TT. The development of a TT process from space to Earth not only benefits the aerospace industry but also the network of national companies. The aim of the paper is to investigate who the actors are and the nature of their role, as well as the determinants of the TT process in the Japanese space sector. The case studies confirm the typical path of transfer as ‘Earth–space–Earth’.  相似文献

Strategies, policies and methods by which technologies can he cross-fertilized between the space and non-space sectors were examined by students of the design project "Technology Transfer--Bridging Space and Society". This project was undertaken by students attending the 1997 10th Anniversary Summer Session Program of the International Space University. General issues relating to transfer of technology were discussed including definitions and mechanisms (push, pull, interactive and pro-active). As well as looking at case studies and the impact of national policies on space agencies, the design project also sought to look at technology transfer on a country-by-country basis, selecting various countries for scrutiny and reporting on their technology transfer status. The project report shows how transfer of technology varies between nations and when analyzed with the case studies identifies the general strategies, policies and methods in use and how they can he improved. Finally, the report seeks to recommend certain issues to governments, space agencies and industrial organizations to facilitate the transfer of technology. These include the development of a generic metrics system and the implementation of better appropriate procedures and mechanisms for a positive diffusion process between space and non-space sectors.  相似文献

The paper reports research into the transfer of technology typically used in the construction of scientific satellites. Four case studies are analyzed to clarify some basic mechanisms of the transfer of space technology to the industrial system. The paper finds that the technologies analyzed in the construction of satellites for the most part stem from the integration of technical processes already known in various industrial sectors; the use of these processes in space involves their substantial strengthening and upgrading in terms of performance; and this upgrading permits them to return to industrial sectors that use the technological advances acquired for coping with complex problems in the space sector. This research has helped validate some of the determinants of technology transfer already noted in the literature, while increasing the number and content of these. Useful indications emerge for policy makers and agents involved in technology transfer programs.  相似文献

The aim of this paper is to systematically review the Space technology transfer literature and to suggest directions for future research. The range of research and studies in the literature on this topic requires a systematic review to summarize the results in an unbiased and balanced manner and to interpret these in a way that highlights the research gaps. This article presents an overview of the dominant thinking (explicit in selected articles from 1995 to present), indicating the problems of analysis, research gaps and a future research program.  相似文献

Korea’s space development program was created almost 40 years behind those of the advanced countries but it has nevertheless made remarkable progress. Korean space development has been focused on technology catch-up, where commercialization and growth of industrial competitiveness are important rationales. However, the program has several problems, including: lack of a space equipment manufacturing industry, total system companies in the space manufacturing industry and communication between industry and researchers, and much concentration of projects and initiatives in the Korean Aerospace Research Institute (KARI). This study analyzes the problem by comparing space agencies and programs in Korea and other countries, particularly Japan and the USA. It is shown that the role of a national laboratory is critical in space industry development and argued that KARI should make greater efforts to promote the Korean space industry by encouraging technology transfer, sharing equipment and communication between companies. For successful space development, the main organization – usually the national research institute – should change its role from a research-only laboratory to manager and supporter of space development and industry. Such a move would invigorate Korea’s space industry and allow it to catch up with countries with a similar environment.  相似文献

That basic scientific research often leads to new insights, concepts, and inventions that can have important practical applications and benefits is an established element of the rationale for federal government investment in research and technology. The way in which scientific studies of the Earth from space make their way into practical approaches to environmental measurements and management presents an enlightening case study of the research-to-applications transfer process. This article discusses how fundamental concepts of technology transfer and diffusion are illustrated in the process of transitioning Earth science research into operations at the US National Aeronautics and Space Administration (NASA) and the National Oceanic and Atmospheric Administration (NOAA), particularly as it is presented in the National Research Council study, Satellite Observations of the Earth's Environment: Accelerating the Transition of Research to Operations. The authors assert that successful and efficient transitions of this type require not only a detailed understanding of the technologies involved but an appropriately developed social structure to better facilitate those transitions.  相似文献

Globalization is creating an interdependent space-faring world and new opportunities for international partnerships that strengthen space knowledge development and transfer. These opportunities have been codified in the Global Exploration Strategy, which endorses the “inspirational and educational value of space exploration” [1]. Also, during the 2010 Heads of Space Agencies Summit celebrating the International Academy of Astronautics’ (IAA) 50th Anniversary, space-faring nations from across the globe issued a collective call in support of robust international partnerships to expand the frontiers of space exploration and generate knowledge for improving life on Earth [2].Educators play a unique role in this mission, developing strategic partnerships and sharing best educational practices to (1) further global understanding of the benefits of space exploration for life on Earth and (2) prepare the next generation of scientists required for the 21st Century space workforce. Educational Outreach (EO) programs use evidence-based, measurable outcomes strategies and cutting edge information technologies to transfer space-based science, technology, engineering and mathematics (STEM) knowledge to new audiences; create indigenous materials with cultural resonance for emerging space societies; support teacher professional development; and contribute to workforce development initiatives that inspire and prepare new cohorts of students for space exploration careers. The National Space Biomedical Research Institute (NSBRI), the National Aeronautics and Space Administration (NASA) and Morehouse School of Medicine (MSM) have sustained a 13-year space science education partnership dedicated to these objectives.This paper briefly describes the design and achievements of NSBRI's educational programs, with special emphasis on those initiatives' involvement with IAA and the International Astronautical Congress (IAC). The IAA Commission 2 Draft Report, Space for Africa, is discussed as a model for developing sustainable partnerships and indigenous programs that support Africa's steady emergence as a global space-faring force. The IAC will provide timely: 2011 South Africa will provide timely feedback to refine that report's strategies for space life sciences education and public engagement in Africa and around the globe.  相似文献

Today's space operations involve co-working of people with different ethnical, professional and organisational backgrounds. The aim of this study was to examine the implications of cultural diversity for efficient collaboration within the European Space Agency (ESA), and between ESA employees and representatives from other agencies. ESA employees from European countries (N=576) answered to the CULT Ground Survey. The results showed that differences in relation to leadership and decision making were the most important issues thought to interfere with efficient co-working within ESA, and between ESA employees and colleagues from other agencies. Employees who collaborated with more than three nationalities within ESA indicated most challenges in co-working due to differences in compliance, behavioural norms and competitiveness. Challenges in co-working differed between agencies, and these differences were consistent with value differences in the national populations. The results may have applied value for training of European employees working in international space program teams.  相似文献

Space agencies and governments have been long striving to find justification for the budgets allocated to non-commercial space missions. The most frequent justifications were scientific discoveries, technological development as well as national prestige. The current study aims to have a different look at the question “Which are the benefits brought by space?” by investigating/sampling/interrogating the public opinion and identifying the perception and view of the generation that form the bulk of the taxpaying citizens for the immediate future and will be actively financing any future missions. The study focuses on the answers provided to an online survey by an international sample of population. The target individuals are in the age range of 25–44 and are users of social networks. They are either employed or students, but they are not directly involved with the space sector. The survey aims to establish whether the promotional activities of ESA, NASA and other space agencies are aligned with the perceived benefits of this sample population. Is space contributing to what the target people consider important? What could be done to improve/change this perception? How did the public perception evolve? Which are the biggest problems humanity is confronted with today according to the sample population? Could space help addressing these major problems? The paper will firstly present the statistical analysis of the sample answers and the conclusions that can be drawn from them. In a second step it will compare the perceptions and expectations of the public in regards to space with the current space agencies strategies and identify the gaps and discontinuities.  相似文献

This paper summarizes the establishment and current development of space activities in the Bolivarian Republic of Venezuela. Space activities in Venezuela are focused on the areas of telecommunications, Earth observation and research on the physical properties of the Earth, and have as a primary goal the satisfaction of social needs. Current development of space activities started in 1999 when the new National Constitution recognized the value of outer space as the common heritage of mankind, and the key role of science and technology in promoting human welfare. The Bolivarian Agency for Space Activities (ABAE) was created in 2007. Its legal framework recognizes three key elements that drive its policy: the participation of society, capacity building and human training, and international cooperation. Indeed ongoing international cooperation with partners such as China, India, Brazil and Uruguay has already expanded Venezuelan space capabilities, allowing the country to launch its first telecommunications satellite, Venesat-1 in 2008, to plan the infrastructure development for the design of small satellites, and to train 1195 local professionals in space science, technology and applications. Our analysis shows that Venezuela has the potential to become a space leadership country, promoting the social welfare, integration, and sustainable development of Latin American countries.  相似文献

This paper examines the relationship between public sector objectives in the Earth observation data market and the economic interests of Earth observation data procedures. The Earth observation data market is treated as a particular example of an information market and the economic incentives created by the cultural characteristics of the market, particularly in Europe, are considered to assess the implications for data pricing policies. The analysis focuses upon implications of the vertical and horizontal linkages in the Earth observation industrial participation chain which includes space segment suppliers, space agencies and operators, data intermediaries and end users. A rebalancing of administrative and market decisions is proposed that would result in a shift in the allocation of public resources from space agencies and data intermediaries to data users whose activities are deemed to be in the widest public interest.  相似文献

The links between Earth and space exploration occur across a broad spectrum, from the use of satellite technology to support environmental monitoring and habitat protection to the study of extreme environments on Earth to prepare for the exploration of other planets. Taking the view that Earth and space exploration are part of a mutually beneficial continuum is in contrast to the more traditionally segregated view of these areas of activity. In its most polarized manifestation, space exploration is regarded as a waste of money, distracting from solving problems here at home, while environmental research is seen to be introspective, distracting from expansive visions of exploring the frontier of space. The Earth and Space Foundation was established in 1994 to help further mutually beneficial links by funding innovative field projects around the world that work at the broad interface between environmental and space sciences, thus encouraging the two communities to work together to solve the challenges facing society. This paper describes the work of the foundation and the philosophy behind its programmes.  相似文献

This paper identifies new ideas for using existing space technologies as spin-offs and considers the effectiveness of the use of such technologies for various industries and applications. It then explores the dissemination of knowledge and information about such spin-off technology and applications to various audiences. It proposes methods to improve the dissemination of such knowledge and information. The paper concludes with some recommendations on how the dissemination of information about space spin-offs can increase awareness and use of such technology and, in the long term, increase support for space activities. The perspective of this article is that of the world's various space agencies and the UN Committee on the Peaceful Uses of Outer Space (UNCOPUOS). It is recognized that truly effective spin-offs depend on the involvement of those outside the space arena, particularly the commercial, academic and governmental sectors. These sectors and the general public must see the value and cost efficiency of ‘spin-offs’ and of developing new technology and systems through space research programs or they will not succeed. This may require space agencies to stay more focused on research and to hand over functions and activities to these ‘outside sectors’ once ‘seeds are planted’.  相似文献

This paper reviews the evolution of CEOS (Committee on Earth Observations Satellites) from the early days, where participating agencies were primarily concerned with compatibility issues and space programs were chiefly technology-driven, up to the present, where complementarity of satellite programs and fulfillment of final user needs are the main goals being pursued.It also analyzes the favorable conditions that allowed continuity and evolution of the efforts carried by the Committee, in both the technical and the administrative areas, and granted the results achieved so far.Finally, it addresses the expectations of the Committee about the cooperation and interaction with other international bodies, with national governments and with the private sector, with the final aim of maximizing the benefits that Earth Observations can provide for Science and for the well-being of humanity, in particular the people of less-favored regions of the earth.  相似文献

Remote sensing scientists work under assumptions that should not be taken for granted and should, therefore, be challenged. These assumptions include the following:1. Space, especially Low Earth Orbit (LEO), will always be available to governmental and commercial space entities that launch Earth remote sensing missions.2. Space launches are benign with respect to environmental impacts.3. Minimization of Type 1 error, which provides increased confidence in the experimental outcome, is the best way to assess the significance of environmental change.4. Large-area remote sensing investigations, i.e. national, continental, global studies, are best done from space.5. National space missions should trump international, cooperative space missions to ensure national control and distribution of the data products.At best, all of these points are arguable, and in some cases, they're wrong. Development of observational space systems that are compatible with sustainability principles should be a primary concern when Earth remote sensing space systems are envisioned, designed, and launched. The discussion is based on the hypothesis that reducing the environmental impacts of the data acquisition step, which is at the very beginning of the information stream leading to decision and action, will enhance coherence in the information stream and strengthen the capacity of measurement processes to meet their stated functional goal, i.e. sustainable management of Earth resources. We suggest that unconventional points of view should be adopted and when appropriate, remedial measures considered that could help to reduce the environmental footprint of space remote sensing and of Earth observation and monitoring systems in general. This article discusses these five assumptions in the context of sustainable management of Earth's resources. Taking each assumption in turn, we find the following:(1) Space debris may limit access to Low Earth Orbit over the next decades.(2) Relatively speaking, given that they're rare event, space launches may be benign, but study is merited on upper stratospheric and exospheric layers given the chemical activity associated with rocket combustion by-products.(3) Minimization of Type II error should be considered in situations where minimization of Type I error greatly hampers or precludes our ability to correct the environmental condition being studied.(4) In certain situations, airborne collects may be less expensive and more environmentally benign, and comparative studies should be done to determine which path is wisest.(5) International cooperation and data sharing will reduce instrument and launch costs and mission redundancy. Given fiscal concerns of most of the major space agencies – e.g. NASA, ESA, CNES – it seems prudent to combine resources.  相似文献

Countries on every continent are making new or renewed commitments to domestic satellite programs. These programs have the potential to address national needs by enhancing access to information, improving infrastructure and providing inspiration to the public. How do countries without local expertise in space technology begin a new satellite program? What is the role of international collaboration in supporting the efforts of a new space fairing country? This paper explores such questions by highlighting outputs from intensive field work in Africa and Asia. Specifically, the study explores case studies of early space activity in these countries to search for lessons about the management of a young space program. The observations from field work are compared to ideas from scholarly literature on technological learning. The findings are organized using principles from systems architecture. The paper presents a model that captures many of the influences and strategic decision areas for a collaborative satellite development project. The paper also highlights the growth of capability among African countries in the area of satellite technology.  相似文献

In the United States in 1996, an estimated 44,560 women died of breast cancer, and 184,300 new cases were diagnosed. Advances in space technology are now making significant improvements in the imaging technologies used in managing this important foe. The first of these spinoffs, a digital spot mammography system used to perform stereotactic fine-needle breast biopsy, uses a backside-thinned CCD developed originally for the Space Telescope Imaging Spectrometer. This paper describes several successful biomedical applications which have resulted from collaborative technology transfer programs between the National Aeronautics and Space Administration (NASA), the National Cancer Institute (NCI), and the U.S. Dept. of Health and Human Services Office on Women's Health (OWH). These programs have accelerated the introduction of direct digital mammography by two years. In follow-on work, RTI is now assisting the HHS Office on Women's Health to identify additional opportunities for transfer of aerospace, defense, and intelligence technologies to image-guided detection, diagnosis, and treatment of breast cancer. The technology identification and evaluation effort culminated in a May 1997 workshop, and the formative technology development partnerships are discussed.  相似文献
