The following paper reports the results of a research work carried from 2008 on the topic of strategies and determinants of space technology Transfer (TT). In particular, the aim of this study is to present: 1. The policies and strategies the major space agencies adopt for TT, 2. The operational mechanisms and determinants involved in the transfer of space technologies to other industrial sectors. To this extent we have conducted in the last five years: six case studies of large space agencies, four TT case studies concerning the construction of scientific satellites, two case studies focused on space to earth TT programs undertaken by the Japanese aerospace agency, and two TT case studies examining Italian space companies.The comparative and comprehensive analyses of these studies indicate that the space agencies of the more industrialized countries aim primarily at consolidating and developing the industrial systems in their own countries, which include the use of technology transfer programs, and that the transfer of space technologies follows the route “Earth–Space–Earth”. With regard to the determinants of the TT process, the most important of these correlate with the type of technology in transfer, whereas organizational, economic and financial determinants have less significance.  相似文献

This paper identifies new ideas for using existing space technologies as spin-offs and considers the effectiveness of the use of such technologies for various industries and applications. It then explores the dissemination of knowledge and information about such spin-off technology and applications to various audiences. It proposes methods to improve the dissemination of such knowledge and information. The paper concludes with some recommendations on how the dissemination of information about space spin-offs can increase awareness and use of such technology and, in the long term, increase support for space activities. The perspective of this article is that of the world's various space agencies and the UN Committee on the Peaceful Uses of Outer Space (UNCOPUOS). It is recognized that truly effective spin-offs depend on the involvement of those outside the space arena, particularly the commercial, academic and governmental sectors. These sectors and the general public must see the value and cost efficiency of ‘spin-offs’ and of developing new technology and systems through space research programs or they will not succeed. This may require space agencies to stay more focused on research and to hand over functions and activities to these ‘outside sectors’ once ‘seeds are planted’.  相似文献

An initiative was undertaken by the European Space Policy Institute (ESPI) on 10–11 December 2007 to shed new light on the various threats to long-term sustainability on Earth using an interdisciplinary approach. The main objective of this conference was to analyse how space could be a tool for prediction, management or mitigation of threats and risks in six sectors (environment, security, mobility, knowledge, resources and energy) defined by ESPI as the main areas for sustainability. For each sector, one (non-space) speaker from a think-tank covering the respective sector and two speakers from the space sector exchanged views and ideas in order to identify common needs for action to ensure sustainability in the field. Such a dialogue between sector specialist and space experts permitted a detailed examination of the way space has become a crucial tool in solving a variety of today's problems. It also identified areas where space applications could better respond to sectoral and future challenges.  相似文献

The ISU held its 9th annual symposium in Strasbourg from 30 November to 2 December 2004, with the theme ‘Civil, Commercial and Security Space: What will drive the Next Decade?’ Speakers from industry, academe, space agencies, international organizations and the military presented a range of views on where the different sectors that make up space activity might be headed and, on the final day, sectoral discussion groups attempted to draw together some of the themes that had emerged. This report is an edited version of ISU President Michael Simpson's closing speech, in which he summed up the findings of the discussion groups. The growing importance of user demand was considered likely to present the biggest change to the way space activity is carried out.  相似文献

Space Exploration educators worldwide are confronting challenges and embracing opportunities to prepare students for the global 21st century workforce. The National Space Biomedical Research Institute (NSBRI), established in 1997 through a NASA competition, is a 12-university consortium dedicated to space life science research and education. NSBRI's Education and Public Outreach Program (EPOP) is advancing the Institute's mission by responding to global educational challenges through activities that: provide teacher professional development; develop curricula that teach students to communicate with their peers across the globe; provide women and minority US populations with greater access to, and awareness of science careers; and promote international science education partnerships.A recent National Research Council (NRC) Space Studies Board Report, America's Future in Space: Aligning the Civil Program with National Needs, acknowledges that “a capable workforce for the 21st century is a key strategic objective for the US space program… (and that) US problems requiring best efforts to understand and resolve…are global in nature and must be addressed through mutual worldwide action”. [1] This sentiment has gained new momentum through a recent National Aeronautics and Space Administration (NASA) report, which recommends that the life of the International Space Station be extended beyond the planned 2016 termination. [2] The two principles of globalization and ISS utility have elevated NSBRI EPOP efforts to design and disseminate science, technology, engineering and mathematics (STEM) educational materials that prepare students for full participation in a globalized, high technology society; promote and provide teacher professional development; create research opportunities for women and underserved populations; and build international educational partnerships.This paper describes select EPOP projects and makes the case for using innovative, emerging information technologies to transfer space exploration knowledge to students, engage educators from across the globe in discourse about science curricula, and foster multimedia collaborations that inform citizens about the benefits of space exploration for life on Earth. Special references are made to educational activities conducted at professional meetings in Austria, Canada, France, China, Greece, Italy, Russia, Scotland and Spain.  相似文献

The paper reports research into the transfer of technology typically used in the construction of scientific satellites. Four case studies are analyzed to clarify some basic mechanisms of the transfer of space technology to the industrial system. The paper finds that the technologies analyzed in the construction of satellites for the most part stem from the integration of technical processes already known in various industrial sectors; the use of these processes in space involves their substantial strengthening and upgrading in terms of performance; and this upgrading permits them to return to industrial sectors that use the technological advances acquired for coping with complex problems in the space sector. This research has helped validate some of the determinants of technology transfer already noted in the literature, while increasing the number and content of these. Useful indications emerge for policy makers and agents involved in technology transfer programs.  相似文献

针对深空探测中的转移轨道问题,提出一种星际多目标交会转移轨道设计方法。该方法基于Tisserand原理,采用能量曲线确定交会目标的序列,由Pork-Chop图确定设计参数的可行域和时序,避免了传统方法在交会目标序列和初始轨道段设计中的缺陷。将多目标交会转移轨道设计问题归结为一种非线性多约束多变量搜索寻优问题,通过梯度下降法,选取目标函数的负梯度方向作为每步迭代的搜索方向,逐步逼近目标函数的极小值点,从而使转移轨道优化问题得到简化。最后,将本文的设计方法用于解决欧空局的ROSETTA任务深空转移轨道的设计,设计结果与欧空局公布的结果一致,从而验证了该设计方法的可行性和正确性。  相似文献

Government organizations have to justify high expenditure during periods of financial crisis such as the one we are experiencing today. Space agencies have attempted to increase the returns on their investments in space missions by encouraging the commercial use of advanced technologies. This paper describes two technology transfer (TT) cases promoted by JAXA, in order to identify the organizational models and determinants of TT. The development of a TT process from space to Earth not only benefits the aerospace industry but also the network of national companies. The aim of the paper is to investigate who the actors are and the nature of their role, as well as the determinants of the TT process in the Japanese space sector. The case studies confirm the typical path of transfer as ‘Earth–space–Earth’.  相似文献

The Sasakawa International Center for Space Architecture (SICSA) is undertaking a multi-year research, planning and design study that is exploring near- and long-term commercial space development opportunities. The central goal of this activity is to conceptualize a scenario of sequential, integrated private enterprise initiatives that can carry humankind forward to Mars. Each development stage is planned as a building block to provide the economic foundation, technology advancements and operational infrastructure to support others that follow. This report presents fundamental issues and requirements associated with planning human Mars initiatives that can transfer crews, habitats and equipment from Earth to Mars orbit, deliver them to the planet's surface, and return people and samples safely back to Earth. The study builds in part upon previous studies which are summarized in SICSA's: Commercial Space Development Plan and the Artificial Gravity Science and Excursion Vehicle reports. Information and conclusions produced in this study provide assumptions and a conceptual foundation for a subsequent report titled The First Mars Outpost: Planning and Concepts.  相似文献

The envisaged future space research programmes, whether in the field of space exploration or Earth observation are becoming more and more technically complicated and so costly that a single nation can hardly afford to realize them. Major non-European space-faring nations, China and India will progressively play an important role besides US, Russia and Japan. The Space Advisory Group of the European Commission recommended that the European Commission supports within Horizon 2020 a comprehensive Robotic Mars-Exploration Programme under European leadership that should become an essential element of a coordinated international space research programme. The International Space Station (ISS) experience shows that cooperative space programmes build links between industries and laboratories from around the world, which then further develop in non-space related activities, with positive impact on the economy and scientific research. Strategies need to be developed to mitigate the gradual increasing risks incurred by climate change. In order to lower their entry barrier to engage in space emerging and developing space nations need to be included in cooperative space programmes. We present the recommendations of the Space Advisory Group of the European Commission concerning Europe's participation to global space endeavours.  相似文献

Government space agencies have the statutory responsibility to suport the commercialisation of space activities. NASA's 1998 report “General Public Space Travel and Tourism” concluded that passenger space travel can start using already existing technology, and is likely to grow into the largest commercial activity in space: it is therefore greatly in taxpayers' economic interest that passenger space travel and accommodation industries should be developed. However, space agencies are doing nothing to help realise this — indeed, they are actively delaying it. This behaviour is predicted by ‘public choice’ economics, pioneered by Professors George Stigler and James Buchanan who received the 1982 and 1986 Nobel prizes for Economics, which views government organisations as primarily self-interested. The paper uses this viewpoint to discuss public and private roles in the coming development of a space tourism industry.  相似文献

The concept of a storable liquid monopropellant blend for space applications based on ammonium dinitramide (ADN) was invented in 1997, within a co-operation between the Swedish Space Corporation (SSC) and the Swedish Defense Research Agency (FOI). The objective was to develop a propellant which has higher performance and is safer than hydrazine. The work has been performed under contract from the Swedish National Space Board and ESA. The progress of the development has been presented in several papers since 2000.ECAPS, a subsidiary of the Swedish Space Corporation was established in 2000 with the aim to develop and market the novel “high performance green propellant” (HPGP) technology for space applications. The new technology is based on several innovations and patents w.r.t. propellant formulation and thruster design, including a high temperature resistant catalyst and thrust chamber.The first flight demonstration of the HPGP propulsion system will be performed on PRISMA. PRISMA is an international technology demonstration program with Swedish Space Corporation as the Prime Contractor.This paper describes the performance, characteristics, design and verification of the HPGP propulsion system for PRISMA. Compatibility issues related to using a new propellant with COTS components is also discussed. The PRISMA mission includes two satellites in LEO orbit were the focus is on rendezvous and formation flying. One of the satellites will act as a “target” and the main spacecraft performs rendezvous and formation flying maneuvers, where the ECAPS HPGP propulsion system will provide delta-V capability.The PRISMA CDR was held in January 2007. Integration of the flight propulsion system is about to be finalized.The flight opportunity on PRISMA represents a unique opportunity to demonstrate the HPGP propulsion system in space, and thus take a significant step towards its use in future space applications. Following previous work on space and internal security as part of the European Space Policy Institute's (ESPI) Space and Security programme, ESPI initiated a workshop dealing with an issue of high political as well as public concern – using space as an instrument in the broader strategic context of maritime security – together with the Austrian Institute for European and Security Policy (AIES), which has special expertise in security matters related to Europe. Over 50 high-ranking professionals took part in the 30 November 2009 event, “Space and Maritime Security - Strategies and Capabilities to Counter Piracy”, held at the Austrian Chamber of Commerce (WKÖ) in Vienna. The use of space assets for maritime security has moved up the political agenda as a result of the reliance of the EU ATALANTA NAVFOR mission on services and data provided by the European Union Satellite Centre (EUSC). The workshop therefore addressed technological capabilities as well as industrial approaches in the context of the political framework conditions. It provided a dialogue between space and non-space security communities.  相似文献

This paper discusses the findings for [Interior] configuration options, habitability and architectural aspects of a first human spacecraft to Mars.In 2003 the space architecture office LIQUIFER was invited by the European Space Agency's (ESA) AURORA Program committee to consult the scientists and engineers from the European Space and Technology Center (ESTEC) and other European industrial communities with developing the first human mission to Mars, which will take place in 2030, regarding the architectural issues of crewed habitats.The task was to develop an interior configuration for a transfer vehicle (TV) to Mars, especially a transfer habitation module (THM) and a surface habitat module (SHM) on Mars. The total travel time Earth—Mars and back for a crew of six amounts to approximately 900 days. After a 200-day-flight three crewmembers will land on Mars in the Mars excursion vehicle (MEV) and will live and work in the SHM for 30 days. For 500 days before the 200-day journey back the spacecraft continues to circle the Martian orbit for further exploration. The entire mission program is based on our present knowledge of technology. The project was compiled during a constant feedback-design process and trans-disciplinary collaboration sessions in the ESA-ESTEC concurrent design facility.Long-term human space flight sets new spatial conditions and requirements to the design concept. The guidelines were developed from relevant numbers and facts of recognized standards, interviews with astronauts/cosmonauts and from analyses about habitability, sociology, psychology and configuration concepts of earlier space stations in combination with the topics of the individual's perception and relation of space.Result of this study is the development of a prototype concept for the THM and SHM with detailed information and complete plans of the interior configuration, including mass calculations. In addition the study contains a detailed explanation of the development of the Design process including all suggested design and configuration options.  相似文献

Intended as a contribution to the International Decade for Disaster Reduction, the report is a design proposal for a Global Emergency Observation and Warning (GEOWARN) system to address the growing impact of natural disasters on humans. Both political and scientific motives are involved in the possible re-establishment of the US-Soviet Intergovernmental Agreement on Space Cooperation. This article outlines the policy concerns which would have to be addressed in considering a new agreement, from issues of technology transfer and actual scientific benefits, to US political influence on Soviet policies. Some guidelines are offered for future cooperation, on the basis of past experience, and possible long-range cooperative projects are suggested.  相似文献

The International Space Station (ISS) is a multifaceted international project. Several space agencies from different countries work together in the Outer Space. This paper will illustrate the exciting questions arising from such a venture and therefore the challenge to incorporate a variety of issues into a legal order. The Paper is addressed to lawyers who need not necessarily be experts in space law, and also to space experts who have no legal background. It demonstrates the three layers of the ISS regime—from the “Intergovernmental Agreement” (IGA) as a “frame” with pillars and boundaries, over the “Memoranda of Understanding” (MOU) which rules in a more specific way, to the so-called “Implementing Arrangements” regulating the overall and single aspects of ISS in detail.The paper underlines questions of applicable jurisdiction, utilization rights and the rights on intellectual property onboard of the ISS. Furthermore the problem of liability in space flight is highlighted, also with a view to the different aspects of the liability issue, for example (internal) liability caused by programme delays (e.g. US Space Shuttle delays).In conclusion, the paper illustrates the situation of astronauts by the “Code of Conduct for the International Space Station Crew” and provides an example for the actual ISS Programme—an international cooperation in a highly demanding environment which will be a basis for future space ventures in many ways.  相似文献

This is the text of a report prepared by the UN Secretary-General, International Cooperation in Space Activities for Enhancing Security in the Post-Cold War Era. It discusses what can be done in this field - both by states acting cooperatively and by the relevant specialized agencies of the UN - in areas such as arms control and conversion of military technologies, commercialization and proliferation, environmental protection and scientific and technical cooperation. Various confidence-building measures to increase global security are discussed and the need to improve developing countries' access to space technology via the establishment of regional education centres and an international space information centre is emphasized.  相似文献

A Space Policy Summit of high-level individuals from government, industry and international organizations was held in Houston, TX immediately before the World Space Congress in October 2002. It provided a forum for the discussion of long-term space policy issues in the fields of commercial space exploitation, public good applications and space exploration.
