From 2006 to 2007 14 space agencies developed a Global Exploration Strategy outlining the rationales, goals, and timelines for space exploration. As more nations gain support for exploration programs and begin executing missions, the informal meetings of the Global Exploration Strategy ‘partners’ should be formalized through the establishment of a new international collaboration mechanism for space exploration. This paper outlines a set of desirable criteria a new collaboration mechanism should meet to encourage participation by the major space powers. The criteria were developed by synthesizing information from interviews with space agency representatives, government representatives, and space policy professionals from 10 of the Global Exploration Strategy countries. The criteria give an insight into the current requirements for international collaboration in space exploration.  相似文献

This article is based on the French space centre's (CNES) new strategic plan, which marks a shift in strategy. Guided in particular by changed political circumstances and the growing maturity of the space industry, the agency plans to renegotiate its relationships in all major sectors. While the inevitability of European integration and hence cooperation is acknowledged, there is a firm commitment to ensuring that French national and foreign policy is well served.  相似文献

The space programme of the former USSR has been in disarray since the disintegration of the Soviet empire and it faces formidable economic and political problems. Attempts are being made, however, to formalize a programme for the Commonwealth of Independent States (CIS) and a Russian space agency has been established. A senior Russian scientist here gives his personal view of the past, present and future of his country's space activities. He emphasizes the need to take advantage of new opportunities for cooperation, argues for the lifting of US restrictions on technology transfer and stresses the importance of space technology in monitoring environmental problems. Over the past few years, the view has been expressed in some quarters that Africa should establish a continental space agency. Various arguments are advanced for this, but they are generally not compelling and rely mostly on pointing to the existence of other regional space cooperation organisations, or to benefits that are debatable. The article considers these arguments and concludes that there is an insufficient case for the establishment of an African space agency at this point in the development of the space arena in Africa. Instead, greater emphasis should be placed on strengthening nascent national space programmes, fostering intra-regional cooperation and raising the profile of space activities in Africa's national and regional political structures.  相似文献

Political and economic changes in the USSR are having a dramatic impact on the nature and direction of the Soviet space programme. This article describes the main elements of what can now be seen as a sprawling and fractured bureaucracy. Some voices within the USSR are calling for the creation of some kind of national space agency, but the forces making for further fragmentation seem stronger. Whatever the eventual outcome, new opportunities for international commercial contact are likely to arise.  相似文献

The Japanese administrative reform which took place in recent years integrated NASDA and ISAS to create a larger space agency. Why was such an agency called for? What was the purpose behind the administrative reform? This article examines the motivations, objectives and responses to the reform process by using policy logic and institutional analysis to examine the evolution of the Japanese space programme. It argues that the reform aimed to rationalize the national administrative system and salvage the government from financial crisis. Thus, the reform was not designed to strengthen space activities in Japan, and as a result, Japanese space policy making is confused.  相似文献

The Space Age is causing new applications to the concept of culture, a human coping tool. The exploration and exploitation of outer space resources are altering human culture both on Earth and in orbit. For the first time in history, our species need not merely react and adapt to environment, but plan for a space culture appropriate for extraterrestrial migration. The impact of culture can be analyzed in terms of how space developments alter human perceptions and behavior on this planet; the emergence of a new culture to suit the orbital environment; the organizations that build spacecraft and deploy people aloft; and the technological systems created for spacefaring. This article presents a paradigm for analyzing some of the non-technical human factors involved in space undertakings. It also offers a method for classifying a culture according to ten categories which may be applied both to a macroculture, such as a lunar base; or a microculture, such as a space agency or crew. Human enterprise in space is viewed as both altering the species, and providing a challenge for expanded behavioral and biological scientific research on living and working in space.  相似文献

Based on a joint study initiated in 2007–2008 by the Policy planning staff (CAP) of the French Foreign Ministry and the space agency CNES, which brought together experts, researchers and industry insiders, this article considers the factors behind Russia's recent resurgence and the possible revival of its space programme. It examines how far the latter will require international cooperation in order to progress further and discusses likely areas of profitable collaboration with Europe in general and France in particular, given that country's long history of space cooperation with Russia and the need in the mid-term future to share the burden of developing ambitious new space programs. While there is in principle much potential, especially in the area of space transportation, there are also numerous challenges and uncertainties. How these are resolved will affect the level and success of any cooperative efforts of both sides.  相似文献

It is becoming increasingly clear that space activities can benefit from international cooperation, but concerns about national interests remain. This article examines the experience of the Inter-Agency Consultative Group (IACG), which achieved striking success in coordinating the efforts of the USA, the USSR, the European Space Agency and Japan to study Halley's Comet. Subsequently the IACG has undertaken a new project, focused on solar-terrestrial science, and further expansion could follow. However, tje group's success has depended on scrupulous respect for members' national autonomy, and so it is unlikely to herald the formation of a supranational space agency in the near future.  相似文献

The ability of the US government to carry out future space policies depends upon the maintenance of a technically capable space flight agency. During its first decade of operation the National Aeronautics and Space Administration (NASA) developed an organizational culture supporting very high levels of reliability. This ‘technical culture’ stressed the importance of in-house technical capability, ‘hands on’ activity and extensive testing. Forces at work on the agency since 1970 have tended to erode the original culture. This article explains the ways in which the beliefs and norms guiding NASA operations have changed since the agency's first decade of operations.  相似文献

Korea now has a rapidly expanding space programme with exploration aspirations. The government is giving priority to the aerospace industry and, to put it on a better footing, recently enacted a New Space Exploitation Promotion Act. The early history and current and future development of Korea's space activities are briefly described in advance of a comprehensive presentation of the contents of the Act, including launch licensing, liability, registration of space objects, use of satellite information, astronaut rescue, third party liability insurance and establishment of institutions and plans to assist the Korean space effort. A call is made for Asian countries to unite and further their space development through a regional space agency.  相似文献

In 1996, the National Research Council's Committee on Risk Characterization argued convincingly for the implementation of more participatory approaches to improve policy making by incorporating a wide range of stakeholder values and concerns in policy decisions. Guidance about how to best carry out such an approach in an agency like NASA is less clear. To address this gap, this paper discusses how the use of a structured approach to involve expert and non-expert stakeholders in policy making can improve the quality of stakeholder involvement and resulting decisions for space policy making at NASA. Supporting this discussion are results from two recent experiments. One compared the quality and type of participants’ input in a conventional stakeholder workshop with that of a more structured participatory process. The results from this experiment showed that a structured decision approach leads to more thoughtful and better-informed decisions. A second experiment showed that structured, participatory decision processes can help to legitimize space policy decisions after they have been implemented, leading to future benefits for the space agency.  相似文献

Since NASA was created in 1958, over 6400 patents have been issued to the agency—nearly one in a thousand of all patents ever issued in the United States. A large number of these inventions have focused on new materials that have made space travel and exploration of the moon, Mars, and the outer planets possible. In the last few years, the materials developed by NASA Langley Research Center embody breakthroughs in performance and properties that will enable great achievements in space. The examples discussed below offer significant advantages for use in small satellites, i.e., those with payloads under a metric ton. These include patented products such as LaRC SI, LaRC RP 46, LaRC RP 50, PETI-5, TEEK, PETI-330, LaRC CP, TOR-LM and LaRC LCR (patent pending). These and other new advances in nanotechnology engineering, self-assembling nanostructures and multifunctional aerospace materials are presented and discussed below, and applications with significant technological and commercial advantages are proposed.  相似文献

Little analysis exists of the interaction between the two most influential modern science-based social movements: space exploration and environmentalism. Since 1970 the term “Spaceship Earth” has been in common usage and the notion that the world requires careful stewardship has been acknowledged. Yet NASA had comparatively little to do with this important process of conceptual change for decades. It was meteorologists and oceanographers, among others, who established new government agencies including the National Oceanic and Atmospheric Administration (NOAA) to pioneer areas like climatology. This paper examines how NASA’s view of itself as a “space” agency long underplayed Earth as a part of the Solar System. Conceptual conflicts continue, to the detriment of political and public support for space.  相似文献

This paper investigates the process through which new technical concepts are matured in the NASA innovation ecosystem. We propose an “epoch–shock” conceptualization as an alternative mental model to the traditional stage–gate view. The epoch–shock model is developed inductively, based on detailed empirical observations of the process, and validated, to the extent possible, through expert review. The paper concludes by illustrating how the new epoch–shock conceptualization could provide a useful basis for rethinking feasible interventions to improve innovation management in the space agency context. Where the more traditional stage–gate model leads to an emphasis on centralized flow control, the epoch–shock model acknowledges the decentralized, probabilistic nature of key interactions and highlights which aspects may be influenced.  相似文献

In 2008 the Australian Senate Economics Committee held an inquiry into the state of Australia's space science and industry sector. One of the most important problems identified by the committee was that Australia lacked both a space agency and a national space policy in order to formulate a whole-of-government approach to space issues. This article briefly discusses Australia's historical political lacuna in relation to space before considering how space issues fit within broader contemporary policy frameworks at both the domestic and international levels. Using some of the findings from the inquiry, the author then addresses some core issues that the Australian government should consider when constructing a national space policy.  相似文献

Space activities in the former USSR were regulated by numerous decisions and regulations, most of them inaccessible to the public. But despite its important space programme the state had no specific space legislation. The country's lawyers for years argued the necessity for a unified space act and the creation of a space agency. The authors of this article discuss the regulation of space activities since the break-up of the USSR. The situation is considered in two aspects: the legal regulation of cooperation within the Commonwealth of Independent States (CIS) in the exploration and use of outer space, and the legal and organizational bases of space activities in Russia after the creation of the Russian Space Agency in 1992. This paper analyses the growing involvement of the European Defence Agency (EA) in the field of space, suggesting that this is symptomatic of the greater importance now being placed on military space by the European Union. It charts the history of the agency in general and its role in space in particular, delineating the many synergetic relations it has with other space-related institutions at EU level. It argues that EDA is as much a response to socioeconomic as strategic considerations, and that it acts to protect European competitiveness in the arms field, thereby highlighting the rising significance of EU military space policy for European security and military institutions.  相似文献
