This paper examines the debate within the USA over how to meet the perceived competition from the successful European Ariane launcher and the loss of US market share for space launch services that it represented. In particular, it explores the origins of the 1983 Reagan Administration policy to turn over expendable launch vehicle production and operation to private industry. The Administration's other decisions to: (1) use the Space Shuttle to fly all government payloads, and (2) allow NASA to market Space Shuttle services commercially, conflicted with this commercialization policy. These policies effectively caused US industry to delay entry into the international competition for launch services until after the loss of the Space Shuttle Challenger in January 1986.  相似文献

This article follows the story of Shuttle development, in the context of the history of the US space programme from Apollo to the Space Station. The Shuttle was chosen as one of a series of ‘space spectaculars’ and has proven to be prohibitively expensive and unreliable, practical only for a very limited number of specialized missions. The Space Station, too, cannot be economically supplied, even if the USA could afford to build it. The author concludes that NASA should cancel the Space Station and the replacement orbiter for Challenger, and engage on a major programme of launch vehicle development, independent of the US military. The aim should be a dramatic reduction of launch vehicle costs, making spaceflight practical, and a truly independent NASA which could restore the USA to space preeminence.  相似文献

In this Viewpoint — an edited version of a statement made to the US House Committee on Science's Subcommittee on Space and Aeronautics' hearing on ‘US launch strategy’ — the President of Arianespace, Inc analyses the overriding importance of US government policies and executive decisions on the shaping and behavior of the international market in commercial space launch services. Chief among these is the overruling of commercial imperatives by foreign policy and national security interests and the consequent regular intervention of the US government in launch decisions. The ability of Arianespace successfully to compete in a market severely distorted as a result of these interventions, including the encouragement of joint ventures between US and Russian or Ukrainian companies, is explained.  相似文献

The following is the executive summary of Volume 1 of Euroconsult's four volume study, Space Industries and Markets in Russia and Other Countries of the Former Soviet Union. The material reproduced covers space policy and industry in CIS countries, providing a transversal view of CIS space activities and organizations. Generic problems across all fields of applications are analysed; the final focus is on trade with foreign countries. The other volumes cover prospects for satellite communications in the CIS to 2000; prospects for Earth observation satellite systems in Russia and Ukraine to 2000; and prospects for space transportation systems in the CIS to 2000. The 2003 Columbia accident demonstrated that spaceflight remains a risky and dangerous human endeavor, yet there have been few ‘unofficial’ investigations into astronaut safety. This report summarizes the findings of one such study by George Washington University's Space & Advanced Communications Research Institute—e.g. that simplicity of design may be better than complexity, that cargo missions would be better carried out robotically and that all new space transportation systems should be developed to common international standards—before examining ways that international cooperation can advance the cause of space safety. In establishing future space safety standards input from a wider range of participants (industry, universities and private research institutes, as well as space agencies, etc.) will need to be sought.  相似文献

The concept of a storable liquid monopropellant blend for space applications based on ammonium dinitramide (ADN) was invented in 1997, within a co-operation between the Swedish Space Corporation (SSC) and the Swedish Defense Research Agency (FOI). The objective was to develop a propellant which has higher performance and is safer than hydrazine. The work has been performed under contract from the Swedish National Space Board and ESA. The progress of the development has been presented in several papers since 2000.ECAPS, a subsidiary of the Swedish Space Corporation was established in 2000 with the aim to develop and market the novel “high performance green propellant” (HPGP) technology for space applications. The new technology is based on several innovations and patents w.r.t. propellant formulation and thruster design, including a high temperature resistant catalyst and thrust chamber.The first flight demonstration of the HPGP propulsion system will be performed on PRISMA. PRISMA is an international technology demonstration program with Swedish Space Corporation as the Prime Contractor.This paper describes the performance, characteristics, design and verification of the HPGP propulsion system for PRISMA. Compatibility issues related to using a new propellant with COTS components is also discussed. The PRISMA mission includes two satellites in LEO orbit were the focus is on rendezvous and formation flying. One of the satellites will act as a “target” and the main spacecraft performs rendezvous and formation flying maneuvers, where the ECAPS HPGP propulsion system will provide delta-V capability.The PRISMA CDR was held in January 2007. Integration of the flight propulsion system is about to be finalized.The flight opportunity on PRISMA represents a unique opportunity to demonstrate the HPGP propulsion system in space, and thus take a significant step towards its use in future space applications. Competition between the providers of space transportation has become intense with the distinct possibility of governments providing both direct and indirect subsidies in order to influence transportation user choices. This bodes well for users of transportation services but has serious ramifications with regard to the future makeup of the international space transportation industry. This paper addresses the following key issues: selecting a launch service given a decision to establish a business to provide satellite communication services; establishing the price that should be bid by a launch provider in order to have a specified chance of being awarded the launch contract; and assessing the possibility that a launch provider is utilizing unfair or predatory pricing in order to increase the likelihood of winning launch contracts and thereby increasing market share. A method is developed and results presented based upon establishing ‘value in use’ pricing that explicitly takes into account the multiple attributes of alternative launch services. This leads to an assessment of ‘predatory’ pricing in terms of the value in use pricing.  相似文献

Private and commercial activity in outer space still poses challenges to space law and policy. Within ‘Project 2001’—a legal research project by the University of Cologne's Institute of Air and Space Law and the German Aerospace Center (DLR)—six international expert working groups examined international and national laws, in order to identify gaps and, where necessary, propose improvements to the present legal framework for private space activities. The results were presented and discussed at an international colloquium in May 2001 in Cologne, Germany, where final conclusions have been drawn. This report presents a summary of the project's work and main conclusions, which are documented in full in a comprehensive book to be published in May 2002.  相似文献

The technical development trend of future launch vehicle systems is towards fully reusable systems, in order to reduce space transportation cost. However, different types of launch vehicles are feasible, as there are
• —winged two-stage systems (WTS)
• —ballistic single-stage vehicles (BSS)
• —ballistic two-stage vehicles (BTS)
The performance of those systems is compared according to the present state of the art as well as the development cost, based on the “TRANSCOST-Model”. The development costs are shown versus launch mass (GLOW) and pay-load for the three types of reusable systems mentioned above.It is shown that performance optimization and cost minimization lead to different results. It is more economic to increase the vehicle size for achieving higher performance, instead of increasing technical complexity.Finally it is described that due to the essentially lower launch cost of reusable vehicles it will be feasible to recover the development cost by an amortization charge on the launch cost. This possibility, however, would allow commercial funding of future launch vehicle developments.  相似文献

The US RLV program aims to stimulate commercial development of a next-generation heavy-lift launcher and lower launch costs by one order of magnitude from the Space Shuttle. This paper discusses the incentives needed to encourage private investment — income tax relief, investment mitigation, financing assistance — in the venture and uses a specifically developed case study model to evaluate their effectiveness. It finds that an R&D tax credit would be the most practical incentive. Directions for future work are provided.  相似文献

Shock–acoustic waves generated during rocket launches and earthquakes are investigated by a method developed earlier for processing data from a global network of receivers of the GPS navigation system. Disturbances of the total electron content in the ionosphere accompanying the launches of the Proton, Soyuz, and Space Shuttle space vehicles from the Baikonur cosmodrome and Kennedy Space Center launch site in 1998–2000, as well as the earthquakes in Turkey on August 17 and November 12, 1999, were analyzed. It was shown that, regardless of the source type, the impulsive disturbance has the character of an N-wave with a period of 200–360 s and an amplitude exceeding background fluctuations under moderate geomagnetic conditions by a factor of 2–5 as a minimum. The elevation angle of the disturbance wave vector varies from 25° to 65°, and the phase velocity (900–1200 m/s) approaches the speed of sound at heights of the ionospheric F-region maximum. The source location corresponds to a segment of the booster trajectories at a distance of no less than 500–1000 km from the start position and to a flight altitude of no less than 100 km. In the case of earthquakes the source location approximately coincides with the epicenter.  相似文献

A series of major accidents - the explosion of the Space Shuttle Challenger, the destruction of Titan and Delta launchers, and failures of the Ariane rocket series - has led to a reexamination of Western space programmes. In the short term, all satellite launches have been delayed. This is not an insurmountable obstacle, although it will inevitably delay the first space-based tests of SDI hardware. The author outlines the growing gap between the immediate needs of organizations which launch satellites and the more uncertain ambitions of the ‘conquerors’ of space. The former are now bearing the costs of the latter, who are aiming at manned space flights and a human presence in space. In the longer term, these objectives have justifications other than simple industrial and commercial logic. The author suggests that an attempt should be made to reconcile immediate military and industrial needs with the human desire to overcome the ‘Icarus complex’ in the long-term future.  相似文献

Major X-33 flight hardware has been delivered, and assembly of the vehicle is well underway in anticipation of its flight test program commencing in the summer of 1999. Attention has now turned to the operational VentureStarTM, the first single-stage-to-orbit (SSTO) reusable launch vehicle. Activities are grouped under two broad categories: (1) vehicle development and (2) market/business planning, each of which is discussed. The mission concept is presented for direct payload delivery to the International Space Station and to low Earth orbit, as well as payload delivery with an upper stage to Geosynchronous Transfer Orbit (GTO) and other high energy orbits. System requirements include flight segment and ground segment. Vehicle system sizing and design status is provided including the application of X-33 traceability and lessons learned. Technology applications to the VentureStarTM are described including the structure, propellant tanks, thermal protection system, aerodynamics, subsystems, payload bay and propulsion. Developing a market driven low cost launch services system for the 21st Century requires traditional and non-traditional ways of being able to forecast the evolution of the potential market. The challenge is balancing both the technical and financial assumptions of the market. This involves the need to provide a capability to meet market segments that in some cases are very speculative, while at the same time providing the financial community with a credible revenue stream. Furthermore, the market derived requirements need to be assessed so as not to impose unnecessary requirements on the vehicle design that add unreasonable cost to the development of the system, yet provides the right capabilities for new markets that could be triggered by dramatically lower space transportation prices.  相似文献

In the wake of its transition to a market economy and the political and social reforms that have accompanied this, Kazakhstan—home to the renowned Baikonur space complex—is experiencing greater demand for space services. This article reports on the drivers behind and main features of the country's current space program and analyzes Kazakahstan's space policy. Key priorities are capacity building, maximizing revenue from the lease of Baikonur, international cooperation, in particular with Russia, as a means of gaining know-how and entering the world space industry, developing Earth observations and broadcasting expertise, and placing the country's activities within a legal framework.  相似文献

The question of how far rockets used for commercial launch services are subsidised by their respective governments remains highly topical. This article traces the history of the first legal challenge to be made on this basis by a US launch service provider against Arianespace, a case which also called into question the pricing of the Space Shuttle. The perceptions, deliberations and negotiations of both sides are traced and it is noted that their most important outcome was not settlement of the case itself but agreement to start serious consultations on defining ‘rules of the road’ regarding government support to the commercial launch industry.  相似文献

The author offers a revolutionary method—non-rocket transfer of energy and thrust into Space with a distance of millions of kilometers. The author has developed the theory and made the computations. The method is more efficient than transmission of energy by high-frequency waves. The method may be used for space launch and for accelerating the spaceship and probes for very high speeds, up to a relativistic speed by the current technology. In all developed countries, once it emerged from the amateur era, Space (and especially rocketry) moved on the public agenda because of its potential significance for both the civil and military policies of governments (coupled with its appetite for new money). In the UK the policy treatment of Space broadly paralleled that in other countries until the post-Empire trauma, the burn-out of the White-Hot Technological revolution of Harold Wilson, and the financial crises of the 1970s exhausted the public appetite for large scale publicly funded projects in high technology. The culmination for Space of these pressures came in 1986–1987 when the UK rejected the emerging international consensus and, almost alone, stayed outside the manned space commitments which developed into the International Space Station. In this paper, Colin Hicks will review the UK political developments which led up to the 1986–1987 decision and how the politics and organisation of UK space activity have developed since then to the point where in 2008 a major government review of the UK involvement in manned space was commissioned.  相似文献

Space Biospheres Ventures is developing technologies for its Biosphere 2 project — a 3 acre materially closed ecological system with human habitat, intensive agriculture and five wilderness biomes — and other life-support testbeds for space habitats in microgravity and the Moon and Mars, as well as for ecological research pertinent to the biosphere of Earth. These include soil bed reactors for air purification and biomass production; aquatic waste processing systems; real-time analytic systems; and computer systems of control and management. Space at Surrey has developed over 25 years from very modest beginnings in 1974 to an international space centre by 1998. It has pioneered small satellites and succeeded in launching 14 low cost but sophisticated microsatellites over the course of two decades. With the new cryogenic upper stage ESC, the European heavy launcher Ariane 5+ is perfectly suited to the space market envisioned for the coming decade: flexible to cope with any payload and commercially attractive despite a fierce competition.Current Arianespace projections for the following years 2010–2020 indicate two major trends:
• satellites may still become larger and may require very different final orbits; today's market largely dominated by GEO may well evolve, influenced by LEO operations such as those linked to ISS or by constellations,
• to remain competitive, the launch cost has to be reduced.
The future generation of the European heavy launcher has therefore to focus on an ever increased flexibility with a drastic cost reduction.Two strategies are possible to achieve this double goal:
• reusable launchers, either partially or totally, may ease the access to space, limiting costly expendable stages; the assessment of their technical feasibility and financial viability is undergoing in Europe under the Future Launchers Technology Program (FLTP),
• expendable launchers, derived from the future Ariane 5+.
This second way started by CNES at the end of year 1999 is called the “Ariane 2010 initiative”.The main objectives are simultaneously an increase of 25% in performance and a reduction of 30% in launch cost wrt Ariane 5+.To achieve these very ambitious goals, numerous major modifications are studied:
• technical improvements :
◦ modifications of the Solid Rocket Boosters may consist in filament winding casing, increased loading, simplified casting, improved grain, simplified Thrust Vector Control, …
◦ evolution of the Vulcain engine leading to higher efficiency despite a simplified design, flow separation controlled nozzle extension, propellant management of the two cryogenic stages,
◦ simplified electrical system,
◦ increased standardization, for instance on flanged interfaces and manufacturing processes,
• operational improvements such as launch cycle simplification and standardization of the coupled analyses,
• organizational improvements such as a redistribution of responsibilities for the developments.
All these modifications will of course not be implemented together; the aim is to have a coherent catalogue of improvements in order to enable future choices depending on effective requirements. These basic elements will also be considered for the development of other launchers, in the small or medium size range.  相似文献
