Overview of the legal and policy challenges of orbital debris removal   总被引:1,自引:1,他引:1

Much attention has been paid recently to the issue of removing human-generated space debris from Earth orbit, especially following conclusions reached by both NASA and ESA that mitigating debris is not sufficient, that debris-on-debris and debris-on-active-satellite collisions will continue to generate new debris even without additional launches, and that some sort of active debris removal (ADR) is needed. Several techniques for ADR are technically plausible enough to merit further research and eventually operational testing. However, all ADR technologies present significant legal and policy challenges which will need to be addressed for debris removal to become viable. This paper summarizes the most promising techniques for removing space debris in both LEO and GEO, including electrodynamic tethers and ground- and space-based lasers. It then discusses several of the legal and policy challenges posed, including: lack of separate legal definitions for functional operational spacecraft and non-functional space debris; lack of international consensus on which types of space debris objects should be removed; sovereignty issues related to who is legally authorized to remove pieces of space debris; the need for transparency and confidence-building measures to reduce misperceptions of ADR as anti-satellite weapons; and intellectual property rights and liability with regard to ADR operations. Significant work on these issues must take place in parallel to the technical research and development of ADR techniques, and debris removal needs to be done in an environment of international collaboration and cooperation.  相似文献

The paper discusses the mathematical modeling of long-term orbital debris evolution taking into account mutual collisions of space debris particles of different sizes. Investigations and long-term forecasts of orbital debris environment evolution in low Earth orbits are essential for future space mission hazard evaluation and for adopting rational space policies and mitigation measures. The paper introduces a new approach to space debris evolution mathematical modeling based on continuum mechanics incorporating partial differential equations. This is an alternative to the traditional approaches of celestial mechanics incorporating ordinary differential equations to model fragments evolution. The continuum approach to orbital debris evolution modeling has essential advantages for describing the evolution of a large number of particles, because it replaces the traditional tracking of space objects by modeling the evolution of their density of distribution.  相似文献

The growth of new space systems and the continued creation of orbital debris could in a few years make activities in Earth orbit unsustainable, so finding cost-effective ways to sustain space activities in Earth orbit is essential. Because outer space activities serve the needs of the military–intelligence, civil, and commercial communities, each with their own requirements, creating the necessary international agreements for reaching and maintaining a condition of sustainability will not be easy. This paper summarizes the primary issues for the international space community regarding our future ability to reap the benefit of space systems in Earth orbit. It explores several of the efforts to develop international agreements that would lead to or support the sustainability of space activities and examines the benefits and drawbacks of each approach. In particular, it reviews progress within the UN COPUOS, and examines the EU's proposal for an international Code of Conduct for Outer Space Activities. It also notes the need for states to establish or expand their own space legal infrastructure to conform to the UN treaties and guidelines for space activities.  相似文献

The growth of the orbital debris population has been a concern to the international space community for several years. Recent studies have shown that the debris environment in Low Earth Orbit (LEO, defined as the region up to 2000 km altitude) has reached a point where the debris population will continue to increase even if all future launches are suspended. As the orbits of these objects often overlap the trajectories of satellites, debris create a potential collision risk. However, several studies show that about 5 objects per year should be removed in order to keep the future LEO environment stable. In this article, we propose a biobjective time dependent traveling salesman problem (BiTDTSP) model for the problem of optimally removing debris and use a branch and bound approach to deal with it.  相似文献

随着国内外天基观测空间碎片研究的展开,文章提出了利用跟踪卫星的CCD(Charge
Coupled Device)相机对空间碎片进行轨道探测的方法,首先建立了CCD照相观测模型和基于 照相观测 的空间碎片批处理轨道确定模型。通过对CCD相机底片归算方法的分析可知,利用
CCD相机所获得的观测数据与跟踪卫星的姿态无关,且其精度只与测量和坐标转换计算的精 度有关,在测量和计算中可获得较高的精度。分别对分布密度较高的低轨道和地球同步 轨道区域的空间碎片进行了定轨分析。仿真结果表明,定轨时采用两个跟踪弧段的照相数据 定轨精度大大高于一个弧段照相数据的定轨精度;跟踪卫星距离空间碎片越近,定轨精度越 高;低轨道空间碎片的定轨精度高于地球同步轨道上的空间碎片定轨精度。

In November 1986, more than 20 years ago, an H8 upper stage of Ariane 1 exploded in orbit nine months after the end of its mission. So as to avoid the generation of debris in low Earth orbit, a dedicated complementary development modified the design, introducing systematic passivation of the stage. Ever since this event, space debris mitigation has been a major concern for all launcher activities in Europe.After a short recall of the launchers currently operated by Arianespace as well as those currently developed by ESA with CNES, particularly for the safeguard authority, including the most promising future evolutions, the set of applicable regulations is described. These rules are fundamentally derived from the IADC Guidelines (hence the UNCOPUOS ones), translated into European Code of Conduct and in some more applicable Standards, such as the one prepared by ESA. The process of preparing ISO standards, mainly through the ECSS Working Group, is also described.Three major families can be identified: minimization of Mission Related Objects, Passivation of stages at the end of mission, and orbital protected zones including the so-called 25-year rule.The paper describes how European launchers do or will fulfill these applicable standards, quantifying the efficiency of the mitigation rules, and describing improvement actions currently under study.  相似文献

Active exploration of the space leads to growth of a near-Earth space pollution. The frequency of the registered collisions of space debris with functional satellites highly increased during last 10 years. As a rule a large space debris can be observed from the Earth and catalogued, then it is possible to avoid collision with the active spacecraft. However every large debris is a potential source of a numerous small debris particles. To reduce debris population in the near Earth space the large debris should be removed from working orbits. The active debris removal technique is considered that intend to use a tethered orbital transfer vehicle, or a space tug attached by a tether to the space debris. This paper focuses on the dynamics of the space debris with flexible appendages. Mathematical model of the system is derived using the Lagrange formalism. Several numerical examples are presented to illustrate the mutual influence of the oscillations of flexible appendages and the oscillations of a tether. It is shown that flexible appendages can have a significant influence on the attitude motion of the space debris and the safety of the transportation process.  相似文献

This paper analyzes an example of a three-dimensional constellation of debris removal satellites and proposes an effective constellation using a delta-V analysis that discusses the advisability of rendezvousing satellites with space debris. Lambert?s Equation was used to establish a means of analysis to construct a constellation of debris removal satellites, which has a limit of delta-V injection by evaluating the amount of space debris that can be rendezvoused by a certain number of removal satellite. Consequently, we determine a constellation of up to 38 removal satellites for debris removal, where the number of space debris rendezvoused by a single removal satellite is not more than 25, removing up to 584 pieces of debris total. Even if we prepare 38 removal satellites in their respective orbits, it is impossible to remove all of the space debris. Although many removal satellites, over 100 for example, can remove most of the space debris, this method is economically disproportionate. However, we can also see the removal satellites are distributed nearly evenly. Accordingly, we propose a practical two-stage strategy. The first stage is to implement emergent debris removal with the 38 removal satellites. When we find a very high probability of collision between a working satellite and space debris, one of the removal satellites in the constellation previously constructed in orbit initiates a maneuver of emergent debris removal. The second stage is a long-term space debris removal strategy to suppress the increase of space debris derived from collisions among the pieces of space debris. The constellation analyzed in this paper, which consists of the first 38 removal satellites, can remove half of the over 1000 dangerous space debris among others, and then the constellation increases the number of the following removal satellites in steps. At any rate, an adequate orbital configuration and constellation form is very important for both space debris removal and economic efficiency. Though the size of constellation of debris removal satellites would be small originally, such a constellation of satellites should be one of the initial constellations of removal satellites to ensure the safety of the future orbital environment.  相似文献

Knowledge of the observable properties of orbital debris is necessary to validate debris models for both the low Earth orbit (LEO) and the geosynchronous Earth orbit (GEO). Current methods determine the size and mass of orbital debris based on knowledge or assumption of the material type of the piece. Improvement in the knowledge of material is the goal of the research described herein. The process of using spectral absorption features to determine the material type is explored. A review of the optical measurements of orbital debris as well as current research in the area is discussed. Reflectances of common spacecraft materials are compared. The increase in the number of satellites in the Near Earth Orbit is exponential. The consequent increase in pollution of the orbital environment is of growing concern to the international community. There are currently only two observation systems available for measurement of orbital debris. Ground based radar and telescopes can detect objects larger than about 7 cm. Passive space based systems provide an accurate statistical estimation of flux for debris smaller than about 0.1 mm in size. Consequently, there is no way of obtaining information about debris in the millimeter-size range. Considering that the relative speed between objects in space is commonly in the km/s range, millimeter sized debris carry enough energy to be deadly to astronauts or to totally destroy the functioning of any satellite. Then National space agencies have recommended launching orbital spacecraft carrying debris detection experiments for gaining a better understanding of small debris.CNES (the French Space Agency) is developing a new family of micro-satellites, that will make possible to put into orbit a totally new system of radar that could measure in-situ flux of debris. We present results of this system analysis, which would cumulate the advantages of both ground-based radar and in orbit passive experiments.The proposed method for detection is quite original and allows the radar to act like a band-pass filter with respect to the debris diameter. The optimum frequency is shown to be in the Ka-band. Two points are critical in the definition of the radar: the average power available and the false alarm probability in the detection criterion. Therefore, we present a special receiver chain in order to optimize the signal-to-noise ratio. The estimate of the radial velocity through Doppler frequency measurement may be used to discriminate orbital debris from meteoroids. This system could be built today using an existing Continuous Wave amplifier. Several hundreds of objects per year could be detected yielding an accurate statistical estimation.The orbital debris radar would be a major contribution to our knowledge of millimeter sized debris. This experiment would contribute to making the current models more accurate at all inclinations. The micro-satellite concept would make the orbital debris radar mission cheap enough for considering a constellation of such satellites.  相似文献

Since the first space object was launched into orbit in 1957, humankind has been engaged in a constant effort to realise ever more ambitious plans for space travel. Probably the single most important element in this ongoing evolution is the development of technology capable of transporting large numbers of passengers into outer space on a commercial basis. Within the foreseeable future, space will no longer be the sole domain of professionally trained astronauts or the exceptionally wealthy.The prospects for both suborbital and orbital private human access to space give rise to some interesting and difficult legal questions. It also opens up an exciting opportunity to develop an adequate system of legal regulation to deal with these activities. The existing international legal regimes covering air and space activities are not well suited to large-scale commercial access to space, largely because they were developed at a time when such activities were not a principal consideration in the mind of the drafters. The lack of legal clarity represents a major challenge and must be addressed as soon as possible, to provide for appropriate standards and further encourage (not discourage) such activities.This article will examine some of the more pressing legal issues associated with the regulation of space transportation of passengers on a commercial basis, seen in the light of Article 1 of the Outer Space Treaty of 1967, which states that the ‘exploration and use of outer space […] shall be carried out for the benefit and in the interests of all countries […] and shall be the province of all mankind’. An appropriate balance must be found between the commercial and technological opportunities that will arise and the principles upon which the development of international space law have thus far been based.  相似文献

The near-Earth orbital debris population will continue to increase in the future due to ongoing space activities, on-orbit explosions, and accidental collisions among resident space objects. Commonly adopted mitigation measures, such as limiting postmission orbital lifetimes of satellites to less than 25 years, will slow down the population growth, but will be insufficient to stabilize the environment. To better limit the growth of the future debris population, the remediation option, i.e., removing existing large and massive objects from orbit, needs to be considered. This paper does not intend to address the technical or economical issues for active debris removal. Rather, the objective is to provide a sensitivity study to illustrate and quantify the effectiveness of various remediation options. An effective removal criterion based upon mass and collision probability is developed. This study includes simulations with removal rates ranging from 5 to 20 objects per year, starting in the year 2020. The outcome of each simulation is analyzed and compared with others. The summary of the study serves as a general guideline for future debris removal consideration.  相似文献

Tethers are being proposed for a growing number of space applications. However, they may be particularly vulnerable to orbital debris and meteoroid impacts. In order to provide useful reference data for tether systems design, detailed analytical and numerical computations were carried out to assess the average impact rate of artificial debris and meteoroids. The specific geometric properties of tethers as debris targets, when compared to typical satellites, are discussed, and the results obtained are presented in tabular form, as a function of debris size and tether diameter.The computations were carried out for six circular orbits, spanning three altitudes (600, 800 and 1000km) and two inclinations (30° and 50°). Tether diameters in between 1mm and 2cm and debris larger than 0.1mm were considered in the analysis. The collision risk of tethers with spacecraft and upper stages in orbit was estimated as well.In the debris interval and orbital regimes considered, artificial debris represent the dominant contributor to the impact rate. At 600km and in the 0.1–10mm size range, the meteoroid and orbital debris impact rates are still comparable; however, at higher altitudes and in the 1–10cm size range, meteoroids contribute 20–30 times less to the collision probability.The results obtained confirm that for single-strand tethers in low Earth orbit the probability to be severed by orbital debris and meteoroid impacts is quite significant, making necessary the adoption of innovative designs for long duration missions.  相似文献

A Space Debris Impact Risk Analysis Tool (SDIRAT) was developed and implemented to assess the orbital debris impact risk on a specified target in Earth orbit, in terms of flux, relative velocity, impact velocity, direction of the incoming particles, debris mass and diameter. Based on a deterministic approach, SDIRAT uses a realistic orbital debris population where each representative particle is identified by its rectangular coordinates (position and velocity) at a reference epoch. Using this information, some geometrical algorithms were developed and implemented to evaluate the contribution of each particle to the incoming flux. The position of the particle with respect to a specified target drives the selection criteria to reject, or select, it as a possible projectile. On the other hand, the relative velocity vector can be used to estimate the impact direction of the incoming flux. SDIRAT was conceived as a general tool for a variety of scenarios, such as low circular and elliptical orbits, up to the geosynchronous ring. This paper presents some examples of possible applications, including the computation of the incoming debris flux on SAX (low Earth orbit), SIRIO (geosynchronous orbit) and the IRIS upper stage (elliptical orbit). Other applications assess the impact risk for the Soviet Radar Ocean Reconnaissance Satellites Cosmos 1900 and Cosmos 1932.  相似文献

Rules for activities in outer space are agreed upon in the Committee on the Peaceful Uses of Outer Space of the United Nations. Several international treaties have been adopted in the 1970s, that is, at a time before space debris became a concern for the international community. In the years 1979–1988 numerous documents were prepared by the UN Secretariat on space debris, but no official discussions of the problem were initiated by states members of the COPUOS. First proposals for introducing the matter to the UN appeared around 1988, after important studies on the subject were published by states and leading intergovernmental organizations. Also the International Telecommunication Union became concerned about the proliferation of space debris in the geostationary orbit and adopted in 1993 a recommendation to restrict the generation of debris and to re-orbit satellites approaching the end of their active lives into disposal orbits beyond the belt populated by active satellites. In 1994, the UN started discussing scientific and technical aspects of space debris. In the following years, with the assistance of experts from prominent space agencies, it elaborated a Technical Report on space debris. Legal aspects of the problem have not yet begun being discussed because the necessary consensus among states members of the COPUOS has not yet been achieved. Very recently, the UN received first information on a wider subject, space traffic management.  相似文献

A state's posture on remote sensing of the Earth by orbiting satellites varies depending upon whether it is a ‘sensing’ or a ‘sensed’ state, upon its present economic status, and upon its economic and political history. This article considers the international legal questions related to remote sensing and discusses the political aspects with special emphasis upon the views of the Third World. The author concludes that, unless Third World states and others who support them alter their views somewhat, it is probable that remote sensing of natural resources will continue without specific legal guidelines.  相似文献
