新型农村合作医疗制度分析——以泰安市夏张镇为例

基于对新型农村合作医疗制度实施情况的调查，认为农村合作医疗的推行确实减轻了农民的看病负担，同时对加快基层医疗机构发展，改善农民就医环境有很大帮助。但是，作为新制度，新型农村合作医疗存在筹资渠道不明确、资金规模有限、受益比例设置过低、定点医疗机构服务能力差等问题，影响新型农村合作医疗制度的建立以及可持续运营。因此，加快新型农村合作医疗的法制建设，合理确定筹资水平及补偿水平，加强农村基层医疗机构建设是解决这些问题的关键。

Analysis of New Rural Cooperative Medical System

This paper analyses that New Rural Cooperative Medical System indeed alleviates the burden of peasants and promotes the development of basic-level medical organization and improves the environment of the medical treatment through the investigation.But as a new system,New Rural Cooperative Medical System has many problems such as ambiguous sources of funds,limited capital scale,and the imperfect service ability of appointed medical institutions,which affect its establishment and sustainable operation.So reinforcing the construction of law system,determining a reasonable endowment Level and compensation level and strengthening the construction of basic-level medical organization are the keys to solve these problems.
