Public Attitudes Towards Space Science

Astronomy and space science, including their associated basic research activities, enjoy broad popular backing. People generally support them, and say that they follow their results with interest. This article summarizes some of the detailed results of public surveys in the United States, focusing on popular opinions and attitudes, and the somewhat paradoxical finding that despite being interested and supportive, people are often ignorant about the basic facts. I explore some of the reasons for the popularity of space science, and suggest ways of justifying space science research in the broader context of science research. I argue that vigorous and innovative education and outreach programs are important, and can be made even more effective. 关于危险品运输的紧急救援

危险品运输是技术要求最高的一类特种货物运输。在运输、装卸及贮存保管过程中,稍有不慎便会发生事故,造成人身伤亡和财产毁损。笔者认为:灾害=事故十损失。严格执行危险品运输规章,减少事故发生率,从技术上进行要求。仅是问题的一个方面。而另一方面还应立足于事故发生后的紧急救援,以最大限度地减少损失,两者并重才不致酿成灾害。为此,提出了建立“危险品运输紧急救援中心”的建议。     

国内外危险品航空运输管理体系的探讨

以荷兰、德国为例,对其危险物品航空运输的法律体系、培训、管理机构与监察制度等方面进行了分析.这两个国家代表了欧洲危险物品航空运输的体制不同却同样有效的管理模式.通过与中国现状比较分析,得出中国民航危险品航空运输在上述方面已接近,甚至在某些方面超过发达国家水平,中国民航有能力确保危险品航空运输安全.     

中国香港特区与新加坡新公共支出管理的特点及其启示

随着中国城市经济的迅速发展与城市财力的壮大,加强城市公共支出管理成为一个重要课题。作为典型的发达城市经济体,中国香港、新加坡在公共支出管理方面有其成功的经验。与它们相比,我国内地城市应在以下方面加以改进:按照弥补市场失效原则确定和调整财政支出范围;按照落实科学发展观和构建和谐社会的要求,大力调整财政支出结构;改进和完善城市财政支出管理模式;加强财政支出管理的法制化建设,等等。     

Who’s supporting space activities? An ‘issue public’ for US space policy

Using data from the General Social Survey, this research identifies the issue public of US space policy. Highlighting the need to understand and identify the portion of the public that supports space activities, this study underscores the limited appeal of space for the public as a whole. We find that those who support space activities tend to be younger, male, Republican, and have a higher level of education and socioeconomic status. Because these characteristics make up a relatively small proportion of the American population, those supporting space activities must broaden the appeal of space, making it more accessible and understandable for those with whom the issue does not have much saliency.     

基本公共服务均等化研究现状与展望

基本公共服务均等化概念一经提出,迅速成为学术界研究的热点之一。学者主要从宏观社会政策、社会公正、公共财政等视角对基本公共服务均等化的内涵、供给问题、供给内容与途径等方面进行了研究。完善社会政策、注重社会公正、合理重构公共财政体制是公共服务均等化的必要途径。目前基本公共服务供给协调机制尤其是激励机制的研究亟待加强,基本公共服务均等化与大部制改革研究有待推进和深化。     

民用航空器优先权研究

在民用航空器权利中，民用航空器优先权是一种重要的权利，然而该荐权利仅仅规定在特别法中，在中国还没有设立统一的优先权制度。随着中国物权法的立法步伐的加快，深入研究优先权这一传统担保物权已成为不容回避的问题。为此，拟通过对民用航空器优先权的研究，推动物权方法，指导司法实践。     

Human Mission from Planet Earth: finding a rationale for exploration of the Moon and Mars

This paper advances scenarios for an evolutionary approach to the establishment of a Human Mission from Planet Earth involving exploration and utilization of the Moon and Mars. Of critical importance are the concepts of robotic–human and Moon–Mars synergies. The paper discusses the rationale variables that have an influence on types of space activities pursued and thus the policy that leads to particular scenarios. In this regard, the technological, scientific, and sociopolitical/socioeconomic impacts and consequences related to a Human Mission from Planet Earth are examined.     

公共场所火灾公众责任险风险评估及核保模型研究

介绍了目前我国公共场所火灾的现状及火灾公众责任险强制性实施的必要性.通过建立公众场所火灾风险评价指标体系,运用多层次模糊综合评价理论对公众场所火灾危险性进行综合评估.最后依据评估结果对火灾公众责任险费率进行浮动,确定科学合理的费率水平和责任限额.     

我国创业板的设立与风险投资退出渠道的选择

风险投资对于一国的经济增长特别是高新技术的发展有十分重要的意义 ,而风险投资的退出对于风险投资的发展则起到了决定性的作用。通过对风险投资的退出渠道及其影响因素的分析认为 ,创业板的设立对于一国风险投资的发展具有决定性的作用 ,因而我国应积极推进创业板的设立 ,同时应采取各种措施来防范创业板市场的风险。
