以荷兰、德国为例,对其危险物品航空运输的法律体系、培训、管理机构与监察制度等方面进行了分析.这两个国家代表了欧洲危险物品航空运输的体制不同却同样有效的管理模式.通过与中国现状比较分析,得出中国民航危险品航空运输在上述方面已接近,甚至在某些方面超过发达国家水平,中国民航有能力确保危险品航空运输安全.

Study on Domestic & Foreign Dangerous Goods Air Transportation Management System

Taking Netherlands and G erman s practice as an example, the paper analyses their law systems, training programs, management organizations and inspection/supervision systems of dangerous goods transportation by air. The two countries represent the management modes of several different systems. Although systems vary,their efficient is all as the same in Europe in the air-transportations of dangerous goods. The paper shows that China has,partly or completely, arrived at,or even exceeded what the said advanced countries have achieved in this regard and has the ability to ensure the safe transportation of dangerous goods by air.
