Facing harsh realities--in space, air, and war

Current legislative activity in Washington includes plans for hearings and proposed changes to NASA after the publication of the Columbia Accident Investigation Board report in August, 2003. Also reviewed are legislative interest in airline safety and armed forces expansion.     

Lawmakers battle for reform on many fronts

In Washington, much of the attention of the nation's leaders is focused on the economy, on next year's election, and on the war's aftermath in Iraq. Polls show that a restive nation wants more jobs and fewer casualties in the war on terror. In the world of aerospace, few topics seem to be headline-grabbers lately, but the lawmakers are always working on air and space issues--some of them very familiar to Americans. The U.S. program for manned spaceflight remains controversial and a firm date for a return to flight elusive. The little-known air war in Colombia is receiving more attention than many in Washington would like. And the Air Force plan to lease air-refueling tankers continues to draw flak from the Hill.     

Space, security in the forefront

The Washington Watch column reports on President Bush's recently announced human space flight program, which includes new policies for returning the shuttle to flight, finishing the International Space Station by 2010, and developing a new space vehicle to return to the Moon; challenges in the airline industry; and selection of a helicopter for use by the President.     

Decisions, endings, and new beginnings

The Washington Watch column examines NASA shuttle developments, airline pilot age issues, development of a personnel recovery vehicle, and includes an obituary for retired Air Force General Bernard Schriever, remembered as an air and space pioneer. The discussion of NASA shuttle developments reports on the space shuttle flight schedule and NASA's ability to deliver hardware to the International Space Station, funding levels and equipment development schedules related to President Bush's mandate to visit Mars, a report on the space program by the American Academy of Arts and Sciences, and top-level management changes at NASA. The discussion of airline pilot age issues examines efforts to change mandatory retirement requirements. The discussion of personnel recovery vehicles reports on development of an aircraft designed to rescue survivors during combat search and rescue missions.

This Washington Watch column briefly reviews spaceflight decisions to be made in Congress, improvements in air travel, and production of helicopters for the Marines which meet the new UH-1Y and AH-1Z standards.     

3-D Radar Based on Phase-in-Space Principle

A height-finding technique utilizing the relative phase between a series of point sources of a traveling-wave array is described. The point sources in the focal region of a torus antenna are used to control the phase of the antenna elevation pattern in space. Signals received from a given beam angle will arrive at each terminal of the traveling-wave feed with a different phase. By comparing this phase with a reference phase, the angular direction of an arriving plane wave can be measured with considerable accuracy. Thus a radar system with a single antenna and feed structure can be employed to yield instantaneous height coverage along with the usual range data.     

Renewal, reform, and return to flight
