The widely distributed nature of the Space Station Freedom program, plus continuous multi-year operations will force program planners to develop innovative planning concepts. The traditional centralized planning operation will not be adequate. It will be replaced by multiple small planning centers working within guidelines issued by a central planning authority. Plans will not be optimized; rather, operating efficiency and user flexibility will be blended to satisfy program goals. The key to this new approach is the application of new planning methodologies and system development technologies to accommodate distributed resources that must be integrated. Resources will be distributed to the multiple planning entities in such a way that, when the several plans are built and then integrated, they will fit together with minimal modification. The plan itself will be an envelope schedule containing resource limits and constraint boundaries within which users will be free to make choices of the specific activities they will execute, up to the time of execution. Some level of margin within program guidelines will be built in to allow for variation and unforeseen change. This paper presents the authors' recommended planning approach and cites two NASA systems being developed that will utilize these resource distribution/integration planning concepts, methodologies and development technologies. 相似文献
Among of the highlights of the 20th century were flights of spacecraft to other bodies of the Solar System. This paper describes briefly the missions attempted, their goals, and fate. Information is presented in five tables on the missions launched, their goals, mission designations, dates, discoveries when successful, and what happened if they failed. More detailed explanations are given in the accompanying text. It is shown how this enterprise developed and evolved step by step from a politically driven competition to intense scientific investigations and international cooperation. Initially, only the USA and USSR sent missions to the Moon and planets. Europe and Japan joined later. The USSR carried out significant research in Solar System exploration until the end of the 1980s. The Russian Federation no longer supports robotic planetary exploration for economic reasons, and it remains to be seen whether the invaluable Russian experience in planetary space flight will be lost. The use of 12 GHz satellites for TV broadcasting directly to individual homes and small communities has been the subject of analysis and design study by groups in many countries. Implementation of the concept has been slow to follow because of the high satellite transmitter powers of from 100 to 450 W that have usually been determined to be necessary. Accumulated experience in Canada with 12 GHz operation and the evolution of technology are leading to changes in the concept of direct broadcasting such that lower power satellites may be capable of meeting the requirements.
Hermes, the Canadian/U.S. 12/14 GHz Communications Technology Satellite, has been in use for over 3 years in a program of experiments and measurements. This program has included an extensive six month experiment in direct broadcasting to 7 small communities. Experience with Hermes has shown that the signal strength is stable over long periods of time and that in Canada, significant precipitation attenuation at 12 GHz is of relatively short duration and typically occurs only during certain seasons. Operation with low propagation margins is feasible if some picture degradation and some outages at these times are acceptable. The frequency and duration of occurrence of outages can be controlled by the Earth station G/T which is cost sensitive. An individual may choose to use a low cost system with a small antenna and accept a degraded picture and outages at some times. A small community may choose to pay more for a larger antenna and lower noise receiver to achieve better performance.
Developments in technology are reducing the noise figure of mass-producible receivers from more than 6 dB to as low as 4 dB. Another technology contribution is the use of reduced bandwidth and other signal processing techniques in low-cost receivers. While use of such techniques may introduce distortions that would be unacceptable in rebroadcasting systems, there is little impact for individual and community reception. Use of both technologies reduce the required satellite EIRP or ground terminal G/T.
A field trial was begun in April 1979 to test these concepts for use in television program delivery. One hundred Earth stations capable of being tuned across a 500 MHz band and having antennas with diameters of either 1.2 m or 1.8 m are being installed for a test in Canada to receive TV signals from the 20 W transponders of ANIK-B (peak EIRP of 51 dBw) on an experimental basis. The acceptability of the video signals and the technical performance of the low-cost terminals in the bands of non-technical users are being evaluated.

The US RLV program aims to stimulate commercial development of a next-generation heavy-lift launcher and lower launch costs by one order of magnitude from the Space Shuttle. This paper discusses the incentives needed to encourage private investment — income tax relief, investment mitigation, financing assistance — in the venture and uses a specifically developed case study model to evaluate their effectiveness. It finds that an R&D tax credit would be the most practical incentive. Directions for future work are provided. 相似文献
In light of the importance of the neutron contribution to the dose equivalent received by space workers in the near-Earth radiation environment, there is an increasing need for a personal dosimeter that is passive in nature and able to respond to this neutron field in real time. Recent Canadian technology has led to the development of a bubble detector, which is sensitive to neutrons, but insensitive to low linear energy transfer (LET) radiation. By changing the composition of the bubble detector fluid (or “superheat”), the detectors can be fabricated to respond to different types of radiation. This paper describes a preliminary ground-based research effort to better characterize the bubble detectors of different compositions at various charged-particle accelerator facilities, which are capable of simulating the space radiation field. 相似文献
Bacterial spores have been used as model systems for studying the theory of interplanetary transport of life by natural processes such as asteroidal or cometary impacts (i.e., lithopanspermia). Because current spallation theory predicts that near-surface rocks are ideal candidates for planetary ejection and surface basalts are widely distributed throughout the rocky planets, we isolated spore-forming bacteria from the interior of near-subsurface basalt rocks collected in the Sonoran desert near Tucson, Arizona. Spores were found to inhabit basalt at very low concentrations (=28 colony-forming units/g) in these samples. Six isolates identified as being most closely related to Bacillus pumilus and one Bacillus subtilis isolate were recovered from near-subsurface basalt samples. Populations of purified spores prepared from the isolated strains were subjected to 254-nm UV and ballistics tests in order to assess their resistance to UV radiation and to extreme acceleration shock, two proposed lethal factors for spores during interplanetary transfer. Specific natural isolates of B. pumilus were found to be substantially more resistant to UV and extreme acceleration than were reference laboratory strains of B. subtilis, the benchmark organism, suggesting that spores of environmental B. pumilus isolates may be more likely to survive the rigors of interplanetary transfer. 相似文献
The detection of substellar companions of nearby stars is very difficult, because these objects are very faint and are located close to their bright parent stars. One way to attack this problem is to look for small periodic motion of the bright star, induced by the gravitational attraction exerted by the unseen small companion. Over the past decade stellar spectroscopy has been used by a few teams to monitor the radial velocities of several samples of stars, with a threshold for detection of companions well below the substellar limit of about 0.08 M. So far, only a few possible spectroscopic binaries have been identified where the unseen companions might be substellar.Recently, radio observers discovered that the millisecond pulsar PSR B1257+12 displays periodic variations in the pulse arrival times, indicating the existence of at least three unseen companions in circular orbits around the pulsar. This is the first convincing case for an extra-solar planetary system. This discovery suggests that planetary systems can form in very different situations, and therefore may prove to be common. 相似文献

The primary objective of the Laser Interferometer Space Antenna (LISA) mission is to detect and observe gravitational waves from massive black holes and galactic binaries in the frequency range 10−4 to 10−1 Hz. This low-frequency range is inaccessible to ground-based interferometers because of the unshieldable background of local gravitational noise and because ground-based interferometers are limited in length to a few km. LISA is an ESA cornerstone mission and recently had a system study (Ref. 1) carried out by a consortium led by Astrium, which confirmed the basic configuration for the payload with only minor changes, and provided detailed concepts for the spacecraft and mission design. The study confirmed the need for a drag-free technology demonstration mission to develop the inertial sensors for LISA, before embarking on the build of the flight sensors. With a technology demonstration flight in 2005, it would be possible to carry out LISA as a joint ESA-NASA mission with a launch by 2010 subject to the funding programmatics. The baseline for LISA is three disc-like spacecraft each of which consist of a science module which carries the laser interferometer payload (two in each science module) and a propulsion module containing an ion drive and the hydrazine thrusters of the AOCS. The propulsion module is used for the transfer from earth escape trajectory provided by the Delta II launch to the operational orbit. Once there the propulsion module is jettisoned to reduce disturbances on the payload. Detailed analysis of thermal and gravitational disturbances, a model of the drag-free control and of the interferometer operation confirm that the strain sensitivity of the interferometer will be achieved. 相似文献
Earth's subsurface offers one of the best possible sites to search for microbial life and the characteristic lithologies that life leaves behind. The subterrain may be equally valuable for astrobiology. Where surface conditions are particularly hostile, like on Mars, the subsurface may offer the only habitat for extant lifeforms and access to recognizable biosignatures. We have identified numerous unequivocally biogenic macroscopic, microscopic, and chemical/geochemical cave biosignatures. However, to be especially useful for astrobiology, we are looking for suites of characteristics. Ideally, "biosignature suites" should be both macroscopically and microscopically detectable, independently verifiable by nonmorphological means, and as independent as possible of specific details of life chemistries--demanding (and sometimes conflicting) criteria. Working in fragile, legally protected environments, we developed noninvasive and minimal impact techniques for life and biosignature detection/characterization analogous to Planetary Protection Protocols. Our difficult field conditions have shared limitations common to extraterrestrial robotic and human missions. Thus, the cave/subsurface astrobiology model addresses the most important goals from both scientific and operational points of view. We present details of cave biosignature suites involving manganese and iron oxides, calcite, and sulfur minerals. Suites include morphological fossils, mineral-coated filaments, living microbial mats and preserved biofabrics, 13C and 34S values consistent with microbial metabolism, genetic data, unusual elemental abundances and ratios, and crystallographic mineral forms. 相似文献
