The UN Office for Outer Space Affairs, through the IHY Secretariat and the United Nations Basic Space Science Initiative (UNBSSI), assists scientists and engineers world-wide to participate in the International Heliophysical Year (IHY) 2007. A major thrust of IHY/UNBSSI is to deploy arrays of small, inexpensive instruments such as magnetometers, radio telescopes, GPS receivers, all-sky cameras, etc. around the world to allow global measurements of ionospheric and heliospheric phenomena. The small instrument program is envisioned as a partnership between instrument providers and instrument hosts in developing nations, with the former providing the instruments, the host nation the manpower, facilities and operational support, typically at a local university. Funds are not available through IHY/UNBSSI to build the instruments; these must be obtained through the normal proposal channels. All instrument operational support for local scientists, facilities, data acquisition, etc. will be provided by the host nation. The IHY/UNBSSI can facilitate the deployment of several of these networks and existing databases and relevant software tools will be identified to promote space science activities in developing nations. Extensive data on space science have been accumulated by a number of space missions. Similarly, long-term databases are available from ground-based observations. These data can be utilized in ways different from those originally intended for understanding the heliophysical processes. This report provides an overview of IHY/UNBSSI, its achievements, future plans and outreach to the 192 member states of the United Nations.  相似文献

Principal Investigators of small and medium sized space and earth science missions face many challenges during formulation, design, development, integration and test, launch, and operations; these challenges may be more easily met by team leaders with prior mission experience. This paper reports the results of the first known demographic study of NASA's Principal-Investigator-led missions and makes recommendations for preparing additional space scientists to lead. The addition of a Deputy Principal Investigator to proposal teams could reduce the burden on the Principal Investigator and provide an opportunity for additional scientists to gain mission leadership experience useful on future missions. The pool of mission-knowledgeable scientists could further be expanded to include scientists earlier in their careers via carefully managed Participating Scientist Programs. Adding Deputy Principal Investigators and Participating Scientist Programs to missions as a matter of course would reinforce effective management practices, open the field of proposers, and provide concrete ways to mentor the next generation of Principal Investigators.  相似文献

The Faculty of Engineering at The University of Nottingham, UK, has developed interdisciplinary, hands-on workshops for primary schools that introduce space technology, its relevance to everyday life and the importance of science, technology, engineering and maths. The workshop activities for 7–11 year olds highlight the roles that space and satellite technology play in observing and monitoring the Earth's biosphere as well as being vital to communications in the modern digital world. The programme also provides links to ‘how science works’, the environment and citizenship and uses pixel art through the medium of digital photography to demonstrate the importance of maths in a novel and unconventional manner.The interactive programme of activities provides learners with an opportunity to meet ‘real’ scientists and engineers, with one of the key messages from the day being that anyone can become involved in science and engineering whatever their ability or subject of interest. The methodology introduces the role of scientists and engineers using space technology themes, but it could easily be adapted for use with any inspirational topic.Analysis of learners’ perceptions of science, technology, engineering and maths before and after participating in ENGage showed very positive and significant changes in their attitudes to these subjects and an increase in the number of children thinking they would be interested and capable in pursuing a career in science and engineering. The National Space Biomedical Research Institute (NSBRI) encourages open involvement by scientists and the public at large in the Institute's activities. Through its Education and Public Outreach Program, the Institute is supporting national efforts to improve Kindergarten through grade twelve (K-12) and undergraduate education and to communicate knowledge generated by space life science research to lay audiences. Three academic institution Baylor College of Medicine, Morehouse School of Medicine and Texas A&M University are designing, producing, field-testing, and disseminating a comprehensive array of programs and products to achieve this goal. The objectives of the NSBRI Education and Public Outreach program are to: promote systemic change in elementary and secondary science education; attract undergraduate students--especially those from underrepresented groups--to careers in space life sciences, engineering and technology-based fields; increase scientific literacy; and to develop public and private sector partnerships that enhance and expand NSBRI efforts to reach students and families.  相似文献

As space commercialization is becoming a reality, and with the growing tendency for such activity to be transferred to the private sector, it is time for developing countries to assume a role in space. Space law could be of help if the interpretation of terms such as ‘common heritage’ were agreed on and sensible rules for the regulation of competition in space elaborated. But it is up to the developing states themselves to become aware of the situation, educate their public and train their personnel through participation in cooperative space ventures with the developed world.  相似文献

This paper assesses the impacts that changes in the US presidency have had on the civilian space program during the post-Apollo period. It suggests that the White House has lost influence over space issues relative to other interested sectors. The primary factors causing this are a long-term shift to lower priority for these issues, and an inevitable widening of the scope of influence over this sector of activity. Key post-Apollo decisions are discussed for their substantive content and also for what they reveal about the extent to which the president chose to be involved. These findings have implications across all science and technology issue areas as the USA, in the aftermath of the Cold War, reexamines its post-World War II social contract with science.  相似文献

This article presents a plan for reconfiguring the US-international Space Station, which could be used to undertake exploration of Mars. The author believes that there is an urgent need to give a unified purpose to the US Shuttle, Space Station and space science activities, and that planning for an international Mars sample return mission along the lines outlined here could start the US space programme moving again within budgetary requirements.  相似文献

The commercialization of space activities would increase if countries or companies could get more financial support. Space activities involve a high level of risk, however, which is why financial institutions are reluctant to advance credit. The International Institute for the Unification of Private Law (Unidroit) is interested in finding legal ways to satisfy commercial and financial needs by improving creditors’ guarantees and it has been proposing a draft Protocol on matters concerning space assets. This article aims to show why this subject has attracted the attention of both developing and developed countries. In November 2000, the National Aeronautics and Space Administration (NASA) and its partners in the International Space Station (ISS) ushered in a new era of space flight: permanent human presence in low-Earth orbit. As the culmination of the last four decades of human space flight activities. the ISS focuses our attention on what we have learned to date. and what still must be learned before we can embark on future exploration endeavors. Space medicine has been a primary part of our past success in human space flight, and will continue to play a critical role in future ventures. To prepare for the day when crews may leave low-Earth orbit for long-duration exploratory missions, space medicine practitioners must develop a thorough understanding of the effects of microgravity on the human body, as well as ways to limit or prevent them. In order to gain a complete understanding and create the tools and technologies needed to enable successful exploration. space medicine will become even more of a highly collaborative discipline. Future missions will require the partnership of physicians, biomedical scientists, engineers, and mission planners. This paper will examine the future of space medicine as it relates to human space exploration: what is necessary to keep a crew alive in space, how we do it today, how we will accomplish this in the future, and how the National Aeronautics and Space Administration (NASA) plans to achieve future goals.  相似文献

Globalization is creating an interdependent space-faring world and new opportunities for international partnerships that strengthen space knowledge development and transfer. These opportunities have been codified in the Global Exploration Strategy, which endorses the “inspirational and educational value of space exploration” [1]. Also, during the 2010 Heads of Space Agencies Summit celebrating the International Academy of Astronautics’ (IAA) 50th Anniversary, space-faring nations from across the globe issued a collective call in support of robust international partnerships to expand the frontiers of space exploration and generate knowledge for improving life on Earth [2].Educators play a unique role in this mission, developing strategic partnerships and sharing best educational practices to (1) further global understanding of the benefits of space exploration for life on Earth and (2) prepare the next generation of scientists required for the 21st Century space workforce. Educational Outreach (EO) programs use evidence-based, measurable outcomes strategies and cutting edge information technologies to transfer space-based science, technology, engineering and mathematics (STEM) knowledge to new audiences; create indigenous materials with cultural resonance for emerging space societies; support teacher professional development; and contribute to workforce development initiatives that inspire and prepare new cohorts of students for space exploration careers. The National Space Biomedical Research Institute (NSBRI), the National Aeronautics and Space Administration (NASA) and Morehouse School of Medicine (MSM) have sustained a 13-year space science education partnership dedicated to these objectives.This paper briefly describes the design and achievements of NSBRI's educational programs, with special emphasis on those initiatives' involvement with IAA and the International Astronautical Congress (IAC). The IAA Commission 2 Draft Report, Space for Africa, is discussed as a model for developing sustainable partnerships and indigenous programs that support Africa's steady emergence as a global space-faring force. The IAC will provide timely: 2011 South Africa will provide timely feedback to refine that report's strategies for space life sciences education and public engagement in Africa and around the globe.  相似文献

Czechs in space     
This is a nutshell history of the Czech nation's long-standing interest, and achievements, in space science, technology and education. It attempts to show that despite difficult periods, this country has always been able to bring up new ideas and contribute to progress of sciences. The current transition into market economy, democratic society, and preparation for integration into the European Union is one of those difficult periods. However, given the determination of its people, and proven past record, it has all the prerequisites again to contribute significantly to future space exploration on a global scale, and return to the forefront of technology and science.  相似文献

This paper argues the need now to consider defining a vertical or spatial boundary between air space and outer space, which in turn effectively means defining the extent of air law and space law. Technology changes in aircraft, spacecraft, positioning systems and remote sensing, combined with the growth in the number of spacefaring nations, make the situation different from the early days of the space era when it was assumed that a boundary would be defined at a future indeterminate date. This article describes the background to the debates and the growing pressures of the questions of sovereignty concerning air and space law, and argues the case for a vertical or spatial boundary rather than a functional one.  相似文献

Canada's geography made it an early leader in the development of space technology, and generated a civilian-oriented, terrestrially focused space programme with a strong focus on communications and an increasing emphasis on transferring space technology and activity from the government to the private sector. During the 1980s Canada's space programme has strengthened and broadened measurably; its now contains major projects in Earth observation and robotics as well as communications, and has diversified its international partnerships from the USA to Europe. However, persisting weaknesses in launch capability, space science and military space programmes, and the dependence of all three current major projects (Msat, Radarsat, and the International Space Station's Mobile Servicing System) on the USA represent potential vulnerabilities which require national investments and expanded international affiliations if they are to be offset.  相似文献

The impact of confirmation of life outside the small ecosphere we call Earth will be profound on the terran population as a whole. The “Declaration Of Principles Concerning Activities Following The Detection Of Extraterrestrial Intelligence” and the IAA Position Paper “A Decision Process for Examining the Possibility of Sending Communications To Extraterrestrial Civilizations: A Proposal” provide a firm basis for the development of a new body of space law. It is important that space law design and prepare for implementation of a protocol to guide the nations of the world concerning the search for extraterrestrial intelligence (SETI), through the advice and cooperation of scientists, jurisprudential, philosophical, political and sociological scholars. Through the IAA, the IISL, the United Nations and other organizations, formal documentation should be drafted to encode the Declaration of Principles and IAA Position Paper referred to above. In this way, a body of metalaw can be developed to enable human communication with non-terrestrial life. This paper discusses the philosophical and sociological parameters of terran understanding of our place in the universe which will dramatically impact jurisprudential thought and action in light of the realization of the infinitesimally small niche that humankind occupies. A discussion of these interdisciplinary concerns will be necessary to realize a metalegal approach to interstellar communications and relations.  相似文献

Space policy is an area of industrial economic policy. The space economy would vanish without the active role of the state. Although space may appear exotic to economist, it is not impossible to provide a quick economic insight into one of the most important aspects of all economic activities - the people employed. The space industry can attract employees from other industries in two ways. First, according to individual preferences and motivations. Second, on the basis of higher wages. Statistical evidence suggests the latter is more common. Moreover wages do not reflect productivity. NASA employees earn much more than employees in law or medicine. This does not match the social importance of these activities. Space employs many more people that stated by the OECD. Taking all activities together space employs almost half a million people in the USA. $1 billion given to NASA creates up to 24 000 vacancies in the space industry and also provides room for another 40 000 in the space economy in the long run. Current changes to the US national space programme suggest a decrease of $1.6 billion per year, implying a loss of up to 39 000 jobs.  相似文献
