Implications of previous space commercialization experiences for the reusable launch vehicle

In evaluating the prospects for the development of a commercially viable RLV, it may be useful to examine ’lessons learned‘ from previous space commercialization efforts– both those that succeeded and those that did not. It can be argued that several distinct streams of market and technological development may have to converge for successful commercialization of space systems to occur. Factors influencing the prospects for commercialization include the size and growth rate of the potential customer base, the extent to which a governmental customer exists to underpin the market, the development of associated ’value-added‘ markets, the stability of governmental policies, the availability of enabling or enhancing infrastructure, the levels of technological and business risk, and the degree to which competitive markets exist. This paper examines two previous space commercialization experiences, evaluates the relative importance of the various factors that influence the prospects for success of commercialization efforts, and assesses the implications of those factors for the commercial viability of the proposed RLV.

Fast-track development of space technology in China

China's space industry faces challenges from the rapid growth in domestic demand for satellite services, international competition from the other members of the space club and infiltration of its domestic markets by foreign space companies. To counter this the country is making space a priority in current plans to improve national economic and social development, paying particular attention to applications satellites. Policies aimed at accelerating development include increasing state support for space, improving management - especially of invested funds - creating a better infrastructure and aiming for serial production of satellite components. It is acknowledged that much can be learnt from other countries and China is keen to pursue cooperative endeavours, but it intends also to retain its independence.

本文在已知后验知识的基础上，提出了以极小化待识别参数标准差为目标函数的最佳遗忘因子选择方案，考察了遗忘因子选取对时变参数识别结果的影响。数字仿真结果表明，对于各种不同算法（ＬＳ，ＤＬＳ，ＩＶ），选用最佳遗忘因子后，相应于标准差达极小的物理参数的识别结果均优于以往凭经验所选择的遗忘因子的识别结果。依本文方法而进行的模拟计算，可以为各种不同变化类型的时变参数的识别提供一种选择最佳遗忘因子的理论依据

Remote sensing of agricultural land permits crop classification and mensuration which can lead to improved forecasts of production. This technique is particularly important for nations which do not already have an accurate agricultural reporting system. Better forecasts have important economic effects. International grain traders can make better decisions about when to store, buy and sell. Farmers can make better planting decisions by taking advantage of production estimates for areas out of phase with their own agricultural calendar. World economic benefits will accrue to both buyers and sellers because of increased food supply and price stabilization.

This paper reviews the econometric models used to establish this scenario and estimates the dollar value of benefits for world wheat as 200 million dollars annually for the United States and 300–400 million dollars anually for the rest of the world.
