The US civilian space programme : Charting a new course

The US space programme continues to face difficulties in restructuring to meet existing political and fiscal conditions, in part because the basic structure and focus of the programme derive from the tensions of the Cold War. This paper argues that the world's new, more complicated political and economic conditions present a challenge for US policy makers that can be met with a renewed focus on the pursuit of science and the public good, within the context of international economic competition and political and scientific cooperation.     

US—Soviet intergovernmental agreement on cooperative space activities : Should it be re-established?

Both political and scientific motives are involved in the possible re-establishment of the US-Soviet Intergovernmental Agreement on Space Cooperation. This article outlines the policy concerns which would have to be addressed in considering a new agreement, from issues of technology transfer and actual scientific benefits, to US political influence on Soviet policies. Some guidelines are offered for future cooperation, on the basis of past experience, and possible long-range cooperative projects are suggested.

Space development: social and political implications

Far-reaching social and political issues are implicit in any discussion of large-scale space development. This Viewpoint argues that the evolution of appropriate political institutions to deal with these issues is likely to be at least as important as the development of new technology. If large-scale space development is to take place, global international cooperation will be essential and such cooperation will have to be underpinned by enhanced institutional and legal structures. In the shorter term, an appropriate institutional response may be the creation of a World Space Agency. However, in the longer term, we should probably view a world space programme as falling within that class of global concerns that would be most appropriately managed by a federal world government.     

Emerging views on a joint Soviet—US Mars mission

The political climate today is more favourable for joint superpower cooperation in space than it has been for many years. The authors of this Viewpoint, who studied together as members of the inaugural class of the International Space University, trace recent developments in the USA and USSR and evaluate how they might affect cooperation. Ironically, they find, it is the common problems both nations face in relation to space activities - budgetary constraints and declining political support for their space programmes - that argue most forcefully for cooperation. But a subtle and initially modest strategy will be needed to overcome the obstacles that stand in the way.     

An international relations perspective on the consequences of SETI

Can we envision what the laws of politics and the laws of ethics will be in extraterrestrial civilizations? The laws of physics and chemistry will be the same. Presumably, if there are biospheres in other solar systems, the nature of biology will be the same. Over time evolution may produce the same forms of consciousness and intelligence as we see on earth. However, the political and ethical systems on earth are diverse. Often our images of extraterrestrial civilizations are mere projections of earthly patterns of conflict and cooperation. Perhaps over time the many civilizations and patterns on earth will evolve into one global civilization with harmonious political and ethical norms. These may be the same in universal civilizations if evolution is a cosmic process.
