Satellite remote sensing technology has contributed to the transformation of multiple earth science domains, putting space observations at the forefront of innovation in earth science. With new satellite missions being launched every year, new types of earth science data are being incorporated into science models and decision-making systems in a broad array of organizations. Policy guidance can influence the degree to which user needs influence mission design and when, and ensure that satellite missions serve both the scientific and user communities without becoming unfocused and overly expensive. By considering the needs of the user community early on in the mission-design process, agencies can ensure that satellites meet the needs of multiple constituencies. This paper describes the mission development process in NASA and ESA and compares and contrasts the successes and challenges faced by these agencies as they try to balance science and applications within their missions.  相似文献

This paper identifies new ideas for using existing space technologies as spin-offs and considers the effectiveness of the use of such technologies for various industries and applications. It then explores the dissemination of knowledge and information about such spin-off technology and applications to various audiences. It proposes methods to improve the dissemination of such knowledge and information. The paper concludes with some recommendations on how the dissemination of information about space spin-offs can increase awareness and use of such technology and, in the long term, increase support for space activities. The perspective of this article is that of the world's various space agencies and the UN Committee on the Peaceful Uses of Outer Space (UNCOPUOS). It is recognized that truly effective spin-offs depend on the involvement of those outside the space arena, particularly the commercial, academic and governmental sectors. These sectors and the general public must see the value and cost efficiency of ‘spin-offs’ and of developing new technology and systems through space research programs or they will not succeed. This may require space agencies to stay more focused on research and to hand over functions and activities to these ‘outside sectors’ once ‘seeds are planted’.  相似文献

At a time of declining space budgets in Europe, and of a consequent need to make savings, accusations of wasteful duplication—resulting from the large number of national agencies pursuing programmes alongside ESA—are rife, as are calls for the space industry further to consolidate. This viewpoint argues that duplication is not really the issue, however, since most national agencies have become specialists in particular fields. Nor would industry restructuring be straightforward, given the fact that Europe cannot be satisfied with a single source of supply. What is needed is better coordination between space agencies upstream to avoid later duplication, as is now being pursued through ESA's ‘harmonisation process’. The move to create a Network of Centres could also promote worthwhile collective action. These initiatives are more realistic than the technocratic aim of completely restructuring European space.  相似文献

Remote sensing scientists work under assumptions that should not be taken for granted and should, therefore, be challenged. These assumptions include the following:1. Space, especially Low Earth Orbit (LEO), will always be available to governmental and commercial space entities that launch Earth remote sensing missions.2. Space launches are benign with respect to environmental impacts.3. Minimization of Type 1 error, which provides increased confidence in the experimental outcome, is the best way to assess the significance of environmental change.4. Large-area remote sensing investigations, i.e. national, continental, global studies, are best done from space.5. National space missions should trump international, cooperative space missions to ensure national control and distribution of the data products.At best, all of these points are arguable, and in some cases, they're wrong. Development of observational space systems that are compatible with sustainability principles should be a primary concern when Earth remote sensing space systems are envisioned, designed, and launched. The discussion is based on the hypothesis that reducing the environmental impacts of the data acquisition step, which is at the very beginning of the information stream leading to decision and action, will enhance coherence in the information stream and strengthen the capacity of measurement processes to meet their stated functional goal, i.e. sustainable management of Earth resources. We suggest that unconventional points of view should be adopted and when appropriate, remedial measures considered that could help to reduce the environmental footprint of space remote sensing and of Earth observation and monitoring systems in general. This article discusses these five assumptions in the context of sustainable management of Earth's resources. Taking each assumption in turn, we find the following:(1) Space debris may limit access to Low Earth Orbit over the next decades.(2) Relatively speaking, given that they're rare event, space launches may be benign, but study is merited on upper stratospheric and exospheric layers given the chemical activity associated with rocket combustion by-products.(3) Minimization of Type II error should be considered in situations where minimization of Type I error greatly hampers or precludes our ability to correct the environmental condition being studied.(4) In certain situations, airborne collects may be less expensive and more environmentally benign, and comparative studies should be done to determine which path is wisest.(5) International cooperation and data sharing will reduce instrument and launch costs and mission redundancy. Given fiscal concerns of most of the major space agencies – e.g. NASA, ESA, CNES – it seems prudent to combine resources.  相似文献

The following paper reports the results of a research work carried from 2008 on the topic of strategies and determinants of space technology Transfer (TT). In particular, the aim of this study is to present: 1. The policies and strategies the major space agencies adopt for TT, 2. The operational mechanisms and determinants involved in the transfer of space technologies to other industrial sectors. To this extent we have conducted in the last five years: six case studies of large space agencies, four TT case studies concerning the construction of scientific satellites, two case studies focused on space to earth TT programs undertaken by the Japanese aerospace agency, and two TT case studies examining Italian space companies.The comparative and comprehensive analyses of these studies indicate that the space agencies of the more industrialized countries aim primarily at consolidating and developing the industrial systems in their own countries, which include the use of technology transfer programs, and that the transfer of space technologies follows the route “Earth–Space–Earth”. With regard to the determinants of the TT process, the most important of these correlate with the type of technology in transfer, whereas organizational, economic and financial determinants have less significance.  相似文献

Many governmental space activities need to be planned with a time horizon that extends beyond the comfort zone of reliable technology development assessments and predictions. In an environment of accelerating technological change, a methodological approach to addressing non-core technology trends and potentially disruptive, game-changing developments not yet linked to the space sector is increasingly important to complement efforts in core technology R&D planning.Various models and organisational setups aimed at fulfilling this purpose are in existence. These include, with varying levels of relevance to space, the National Aeronautics and Space Administration (NASA) Institute for Advanced Concepts (NIAC, operational form 1998 to 2007 and recently re-established), the Defence Advanced Research Projects Agency of the US Department of Defence, the Massachusetts Institute of Technology (MIT) Medialab, the early versions of Starlab, the Lockheed Skunk Works and the European Space Agency's Advanced Concepts Team.Some of these organisations have been reviewed and assessed individually, though systematic comparison of their methods, approaches and results have not been published. This may be due in part to the relatively sparse scientific literature on organisational parameters for enabling disruptive innovation as well as to the lack of commonly agreed indicators for the evaluation of their performance. Furthermore, innovation support systems in the space sector are organised differently than in traditional, open competitive markets, which serve as the basis for most scholarly literature on the organisation of innovation. The present paper is intended to advance and stimulate discussion on the organisation of disruptive innovation mechanisms specifically for the space sector. It uses the examples of the NASA Institute for Advanced Concepts and the ESA Advanced Concepts Team, analyses their respective approaches and compares their results, leading to the proposal of measures for the analysis and eventual evaluation of research for disruptive innovation in the space sector.  相似文献

The aim of this paper is to identify the basic strategic orientations of some of the world's main space agencies. This study focuses on the Brazilian, French, European, Japanese, Indian and Russian agencies. Basic strategic orientations indicate the real space exploration objectives of large countries. This is useful because there are some ambiguous areas in the formal strategic documents published by these agencies. The results highlight the common objectives of the agencies studied, which is to have an important role in international political leadership even considering the specific objectives related to the economic and social contexts of the individual countries.  相似文献

Government space agencies have the statutory responsibility to suport the commercialisation of space activities. NASA's 1998 report “General Public Space Travel and Tourism” concluded that passenger space travel can start using already existing technology, and is likely to grow into the largest commercial activity in space: it is therefore greatly in taxpayers' economic interest that passenger space travel and accommodation industries should be developed. However, space agencies are doing nothing to help realise this — indeed, they are actively delaying it. This behaviour is predicted by ‘public choice’ economics, pioneered by Professors George Stigler and James Buchanan who received the 1982 and 1986 Nobel prizes for Economics, which views government organisations as primarily self-interested. The paper uses this viewpoint to discuss public and private roles in the coming development of a space tourism industry.  相似文献

The 2003 Columbia accident demonstrated that spaceflight remains a risky and dangerous human endeavor, yet there have been few ‘unofficial’ investigations into astronaut safety. This report summarizes the findings of one such study by George Washington University's Space & Advanced Communications Research Institute—e.g. that simplicity of design may be better than complexity, that cargo missions would be better carried out robotically and that all new space transportation systems should be developed to common international standards—before examining ways that international cooperation can advance the cause of space safety. In establishing future space safety standards input from a wider range of participants (industry, universities and private research institutes, as well as space agencies, etc.) will need to be sought.  相似文献

This personal view of trends in global space enterprise suggests that, unless they adapt and re-structure, large-scale national and regional space agencies built on traditional lines may struggle to survive, at least in the developed world. With the growing maturity of speculative private sector space initiatives, the role of traditional space agencies as project managers and mediators between providers and the market may become redundant, while in the absence of a cogent national security argument, public interest in space is no longer to be relied upon to deliver large national space budgets. Australia’s newest space mission, the FedSat scientific microsatellite, was announced at the same time as the former national space program was terminated. This process and its consequences are examined as an instance of microeconomic reform, which seeks to improve productivity and competitiveness by producing a regulatory and infrastructure environment that gives business more flexibility. Historical circumstances unique to Australia may have contributed to this change of direction, but many contributing elements also apply elsewhere. The features of the new approach are identification of public sector space needs; selecting the most suitable team from both public and private sectors to manage the project; and the acceptance of a large proportion of the risk by the proponents.  相似文献

Rules for activities in outer space are agreed upon in the Committee on the Peaceful Uses of Outer Space of the United Nations. Several international treaties have been adopted in the 1970s, that is, at a time before space debris became a concern for the international community. In the years 1979–1988 numerous documents were prepared by the UN Secretariat on space debris, but no official discussions of the problem were initiated by states members of the COPUOS. First proposals for introducing the matter to the UN appeared around 1988, after important studies on the subject were published by states and leading intergovernmental organizations. Also the International Telecommunication Union became concerned about the proliferation of space debris in the geostationary orbit and adopted in 1993 a recommendation to restrict the generation of debris and to re-orbit satellites approaching the end of their active lives into disposal orbits beyond the belt populated by active satellites. In 1994, the UN started discussing scientific and technical aspects of space debris. In the following years, with the assistance of experts from prominent space agencies, it elaborated a Technical Report on space debris. Legal aspects of the problem have not yet begun being discussed because the necessary consensus among states members of the COPUOS has not yet been achieved. Very recently, the UN received first information on a wider subject, space traffic management.  相似文献

We are witnessing a fundamental change in the perception of space-related issues. Once a symbol of technological competition between opposing political systems, space activities have become a part of everyday life and an indispensable means for states to achieve economic, scientific, political and social goals. This Report addresses the space activities of Turkey, a latecomer to space challenge but a country rapidly progressing in this field. In this context, major space-related policies and projects are first discussed. The current status of the Turkish space industry is then defined through SWOT analysis (strengths, weaknesses, opportunities, threats). The analysis is informed by a May 2012 workshop was held in Turkey at the Defense Sciences Institute, which brought together a range of interested actors to discuss Turkey's space policy. The workshop was followed up six months later with a survey of a larger group of participants. This Report lays out the findings of these two events, articulating the strengths and weaknesses for Turkey's space aspirations, and also a proposal for the country's future space ambitions. Strategies and policies that will be supportive in achieving the proposed space vision are also introduced.  相似文献

Space agencies and governments have been long striving to find justification for the budgets allocated to non-commercial space missions. The most frequent justifications were scientific discoveries, technological development as well as national prestige. The current study aims to have a different look at the question “Which are the benefits brought by space?” by investigating/sampling/interrogating the public opinion and identifying the perception and view of the generation that form the bulk of the taxpaying citizens for the immediate future and will be actively financing any future missions. The study focuses on the answers provided to an online survey by an international sample of population. The target individuals are in the age range of 25–44 and are users of social networks. They are either employed or students, but they are not directly involved with the space sector. The survey aims to establish whether the promotional activities of ESA, NASA and other space agencies are aligned with the perceived benefits of this sample population. Is space contributing to what the target people consider important? What could be done to improve/change this perception? How did the public perception evolve? Which are the biggest problems humanity is confronted with today according to the sample population? Could space help addressing these major problems? The paper will firstly present the statistical analysis of the sample answers and the conclusions that can be drawn from them. In a second step it will compare the perceptions and expectations of the public in regards to space with the current space agencies strategies and identify the gaps and discontinuities.  相似文献

This paper argues that a better understanding of strategic decision making processes in different space agencies is relevant to the successful carrying out of international cooperative undertakings in space and that this kind of information should be taken into account when decisions are to be made on engaging in a new partnership. In this context, the paper provides a general framework for the study of strategic decision making in space organisations, with particular emphasis on the influence of culture. Additionally, it offers practical examples of how differences in policy priorities, decision making environments and practices amongst space organisations can affect international cooperative endeavours. A particular concern is with the role of national and corporate cultures in creating and reflecting differences between space agencies. In order to gather information on strategic decision making processes in the space sector, a series of 30 interviews was conducted with top decision makers from NASA, ESA and the space organisations of Brazil, France, Canada, Russia, The Netherlands and the UK.  相似文献

This paper examines the relationship between public sector objectives in the Earth observation data market and the economic interests of Earth observation data procedures. The Earth observation data market is treated as a particular example of an information market and the economic incentives created by the cultural characteristics of the market, particularly in Europe, are considered to assess the implications for data pricing policies. The analysis focuses upon implications of the vertical and horizontal linkages in the Earth observation industrial participation chain which includes space segment suppliers, space agencies and operators, data intermediaries and end users. A rebalancing of administrative and market decisions is proposed that would result in a shift in the allocation of public resources from space agencies and data intermediaries to data users whose activities are deemed to be in the widest public interest.  相似文献

With the advances of small satellite technology in commercial space sector, using small satellite networks to form a satellite constellation and conduct commercial operational services has entered into a vigorous phase of development. As small satellite technology develops, problems in the operations of small satellite constellations are also gradually emerging. These include ground measurement and operational control systems for small satellite constellations, the commercial operational mode, support and the guarantee of laws and regulations related to small satellites. This report discusses the development of commercial space small satellite operation industrialization, explores the small satellite operational modes and technological innovation, proposes the commercial space industry chain to build the industry ecology. At the same time, it looks forward to the integration of space and terrestrial communication. It also calls on relevant organizations of China to speed up the process of space legislation, formulate the relevant policies to encourage the operations of small satellites in commercial space sector, and push China's commercial space to a new level.  相似文献

Today's space operations involve co-working of people with different ethnical, professional and organisational backgrounds. The aim of this study was to examine the implications of cultural diversity for efficient collaboration within the European Space Agency (ESA), and between ESA employees and representatives from other agencies. ESA employees from European countries (N=576) answered to the CULT Ground Survey. The results showed that differences in relation to leadership and decision making were the most important issues thought to interfere with efficient co-working within ESA, and between ESA employees and colleagues from other agencies. Employees who collaborated with more than three nationalities within ESA indicated most challenges in co-working due to differences in compliance, behavioural norms and competitiveness. Challenges in co-working differed between agencies, and these differences were consistent with value differences in the national populations. The results may have applied value for training of European employees working in international space program teams.  相似文献

The context within which the major government space programmes of the world are planned and obtain political approval has changed dramatically with the end of the Cold War. International economic competition has become a central issue in international affairs. Economic and political constraints require that space agencies adapt the ambitious plans they put forward in the 1980s to the realities of this decade and beyond. This paper argues that in this changed context, enhanced international space cooperation can make important contributions to advancing the core interests of nations and firms, and that in some situations, increased and more intimate cooperation may be the only way to achieve ambitious space goals. The paper contains a series of policy-oriented findings and recommendations that together comprise a ‘new cooperative strategy’ for space.  相似文献
