Private enterprise seeks to undertake virtually any activity that is institutionally and technologically feasible and that promises a high return on investment. Commercial activities in space would seem to be no exception. Indeed, it is reasonable to expect that, at some future date, commercial activities in space will overshadow government-sponsored research and military activities combined. But this date remains well into the future, it is highly uncertain, and it depends on government policies. Two major factors inhibiting further space commercialization are the current lack of necessary infrastructure and the lack of viable commercial activities. The necessary infrastructure is developing with the increasing operational status of the Space Shuttle and plans for a space station. It remains, however, to place increasing emphasis on the conduct of research in space to identify valid commercial uses of space.  相似文献

The Sasakawa International Center for Space Architecture (SICSA) is undertaking a multi-year research, planning and design study that is exploring near- and long-term commercial space development opportunities. The central goal of this activity is to conceptualize a scenario of sequential, integrated private enterprise initiatives that can carry humankind forward to Mars. Each development stage is planned as a building block to provide the economic foundation, technology advancements and operational infrastructure to support others that follow. This report presents fundamental issues and requirements associated with planning human Mars initiatives that can transfer crews, habitats and equipment from Earth to Mars orbit, deliver them to the planet's surface, and return people and samples safely back to Earth. The study builds in part upon previous studies which are summarized in SICSA's: Commercial Space Development Plan and the Artificial Gravity Science and Excursion Vehicle reports. Information and conclusions produced in this study provide assumptions and a conceptual foundation for a subsequent report titled The First Mars Outpost: Planning and Concepts.  相似文献

ESA astronauts' ISS flight opportunities are considered as a vital source to meet the utilisation, operation and political objectives that Europe has established for participating in the International Space Station programme. Recent internal ESA assessments have demonstrated that a rate of three flights per year for European Astronauts should be maintained as a minimum objective. The current flight rate is lower than this. In order to improve this situation, in the context of the activation of the ESA ISS Commercialisation programme, ESA is developing the conditions for the establishment of commercially based human spaceflights with the financial support of both ESA and the private sector or, in the future, only the latter. ESA is working in a Partnership with the space industry to facilitate the implementation of such projects and support customers with a range of end-to-end commercial services. The opportunities and challenges of a "commercial human spaceflight", involving a member of the European Astronaut Corps, or a privately employed flight participant, are discussed here.  相似文献

The space sector gathers together people from a variety of fields who work in the industry on different levels and with different expertise. What is often forgotten is the impact and role of the current young generation. Their engagement is of great importance as undeniably today's young ‘space generation’ will be defining the direction of future space exploration.Today's vision of future human and robotic space exploration has been set out in the Global Exploration Roadmap (GER). This focuses on sustainable, affordable and productive long-term goals. The strategy begins with the International Space Station (ISS) and then expands human presence into the solar system, including a human mission to Mars.This paper presents a general overview of the role of today's youth within the space exploration sector and the challenges to overcome. To complete this perspective, we present results from a survey made among students and young professionals about their levels of awareness of the GER. The respondents presented their opinion about current aspects of the GER and prioritised the GER's objectives. It is hoped that the paper will bring a new perspective into the GER and a contribution to the current GER strategy.  相似文献

President Barack Obama faces space policy challenges in security, commercial and civil areas in an era in which the use of space assets for these ends is irreversible. The very future of space is linked to addressing the challenges within the first term of the Obama administration. This paper draws on, but does not attempt to summarize, discussions at the National Space Forum 2008 organized by the Eisenhower Center for Space and Defense Studies at the United States Air Force Academy and the Center for Strategic and International Studies (CSIS) in Washington, DC. The goal of the forum was to examine the key decisions that will need to be made in regard to space policy by facilitating debate among the security, commercial and civil space sectors, and the broader national policy community. The paper focuses on choices which, for budgetary or other reasons, cannot be delayed. A brief discussion of the issues surrounding each choice is presented, followed by the implications of pursuing different choices. One key assumption underlies everything: resources available for activities in space will not grow significantly in real terms over the course of the Obama administration.  相似文献

In November 2000, the National Aeronautics and Space Administration (NASA) and its partners in the International Space Station (ISS) ushered in a new era of space flight: permanent human presence in low-Earth orbit. As the culmination of the last four decades of human space flight activities. the ISS focuses our attention on what we have learned to date. and what still must be learned before we can embark on future exploration endeavors. Space medicine has been a primary part of our past success in human space flight, and will continue to play a critical role in future ventures. To prepare for the day when crews may leave low-Earth orbit for long-duration exploratory missions, space medicine practitioners must develop a thorough understanding of the effects of microgravity on the human body, as well as ways to limit or prevent them. In order to gain a complete understanding and create the tools and technologies needed to enable successful exploration. space medicine will become even more of a highly collaborative discipline. Future missions will require the partnership of physicians, biomedical scientists, engineers, and mission planners. This paper will examine the future of space medicine as it relates to human space exploration: what is necessary to keep a crew alive in space, how we do it today, how we will accomplish this in the future, and how the National Aeronautics and Space Administration (NASA) plans to achieve future goals.  相似文献

Nearly six years after the launch of the first International Space Station element, and four years after its initial occupation, the United States and our 6 international partners have made great strides in operating this impressive Earth orbiting research facility. This past year we have done so in the face of the adversity of operating without the benefit of the Space Shuttle. In his January 14, 2004, speech announcing a new vision for America's space program, President Bush affirmed the United States' commitment to completing construction of the International Space Station by 2010. The President also stated that we would focus our future research aboard the Station on the long-term effects of space travel on human biology. This research will help enable human crews to venture through the vast voids of space for months at a time. In addition, ISS affords a unique opportunity to serve as an engineering test bed for hardware and operations critical to the exploration tasks. NASA looks forward to working with our partners on International Space Station research that will help open up new pathways for future exploration and discovery beyond low Earth orbit. This paper provides an overview of the International Space Station Program focusing on a review of the events of the past year, as well as plans for next year and the future.  相似文献

Building upon the important experience acquired with the development of the International Space Station, the major spacefaring countries are working within the International Space Exploration Coordination Group (ISECG) at the definition of a coordinated framework for expanding the human presence beyond the Low Earth Orbit, the Global Exploration Roadmap (GER). The GER defines a long-range strategy for global exploration and include three major elements.
  • •Common goals of ISECG participating agencies for space exploration.
  • •Notional mission scenarios which are technically feasible and programmatically implementable. Two mission scenarios were defined in the 1st iteration of the GER: the “Asteroid Next” and the “Moon Next” mission scenarios.
  • •Identification of near-term opportunities for coordination and cooperation related to e.g. the development of technologies, the implementation of robotic missions to destination of interest for closing strategic knowledge gaps which need to be addressed prior to human missions as well as the utilization of ISS for demonstration of exploration enabling capabilities.
In 2009 two studies have been awarded by ESA to Industrial Teams led by Thales Alenia Space—Italy and by Astrium—Germany to define, analyze and assess optional European scenarios for future human spaceflight and exploration activities, and to derive the required capabilities for the investigated timeframe until the year 2033. Work on the European scenarios has been aligned with and informed by the international work on the GER.A conceptual design of different Building Block Elements, representing critical contributions to international Design Reference Missions (DRM's) included in the ISECG GER, has been performed and analyzed with respect to programmatic risks, budgets and required technologies. Key driving requirements for the analyzed Building Block elements have been derived from the international DRM's included in the GER.The interim outcomes of the human exploration scenario study will be presented, identifying opportunities for European Contributions to an international exploration undertaking.  相似文献

After the Apollo Moon program, the international space station represents a further milestone of humankind in space, International follow-on programs like a manned return to the Moon and a first manned Mars Mission can be considered as the next logical step. More and more attention is also paid to the topic of future space tourism in Earth orbit, which is currently under investigation in the USA, Japan and Europe due to its multibillion dollar market potential and high acceptance in society. The wide variety of experience, gained within the space station program, should be used in order to achieve time and cost savings for future manned programs. Different strategies and roadmaps are investigated for space tourism and human missions to the Moon and Mars, based on a comprehensive systems analysis approach. By using DLR's software tool FAST (Fast Assessment of Space Technologies), different scenarios will be defined, optimised and finally evaluated with respect to mission architecture, required technologies, total costs and program duration. This includes trajectory analysis, spacecraft design on subsystem level, operations and life cycle cost analysis. For space tourism, an expected evolutionary roadmap will be described which is initiated by short suborbital tourism and ends with visionary designs like the Space Hotel Berlin and the Space Hotel Europe concept. Furthermore the potential space tourism market, its economic meaning as well as the expected range of the costs of a space ticket (e.g. $50,000 for a suborbital flight) will be analysed and quantified. For human missions to the Moon and Mars, an international 20 year program for the first decades of the next millennium is proposed, which requires about $2.5 Billion per year for a manned return to the Moon program and about $2.6 Billion per year for the first 3 manned Mars missions. This is about the annual budget, which is currently spend by the USA only for the operations of its Space Shuttle fleet which generally proofs the affordability of such ambitious programs after the build-up of the International Space Station, when corresponding budget might become again available.  相似文献

Excellent essays have been recently published on the profitability and the future of space tourism. This paper is intended to supplement the considerations in this field and emphasizes the further potential evolution of commercial personal spaceflights. Indeed, based upon work done at the International Space University (ISU) the oligopolistic character of suborbital space tourism has been linked to marketing and product life cycle (PLC) considerations and has led to the thesis that space tourism as a profitable sector will require a follow-on strategy. Orbital space tourism, on one hand, could become an extension of the PLC but, on the other hand, it is assumed that point-to-point (P2P) commercial space transport will become the long term sustainable market. Without ignoring technical challenges, this paper will mainly concentrate on marketing and commercial aspects of personal spaceflight.  相似文献

This article discusses China's ambitions in space now that it seems set to pursue human spaceflight. It suggests that, after sending its astronauts into space, completing orbital rendezvous-docking operations and placing a space lab in orbit, China will focus on the Moon with its Chang’e project. As an emerging space power, China will play a more active role in the international space community through collaboration in areas such as lunar exploration, science operations on the International Space Station, the Galileo Global Navigation Satellite System and the International Geosphere–Biosphere Program (IGBP). In particular, China will vigorously explore new opportunities to expand its cooperation with Russia and ESA to counteract Washington's attempt at containment. Meanwhile, Beijing will continue to follow its self-reliance principle to go its own way in space.  相似文献

The commercialization of space activities would increase if countries or companies could get more financial support. Space activities involve a high level of risk, however, which is why financial institutions are reluctant to advance credit. The International Institute for the Unification of Private Law (Unidroit) is interested in finding legal ways to satisfy commercial and financial needs by improving creditors’ guarantees and it has been proposing a draft Protocol on matters concerning space assets. This article aims to show why this subject has attracted the attention of both developing and developed countries. In 2009 President Obama proposed a budget for the National Aeronautics and Space Administration (NASA) that canceled the Constellation program and included the development of commercial crew transportation systems into low Earth orbit. This significant move to shift human spaceflight into the private sector sparked political debate, but much of the discourse has focused on impacts to “safety.” Although no one disputes the importance of keeping astronauts safe, strategies for defining safety reveal contrasting visions for the space program and opposing values regarding the privatization of U.S. space exploration. In other words, the debate over commercial control has largely become encoded in arguments over safety. Specifically, proponents of using commercial options for transporting astronauts to the International Space Station (ISS) argue that commercial vehicles would be safe for astronauts, while proponents of NASA control argue that commercial vehicles would be unsafe, or at least not as safe as NASA vehicles. The cost of the spaceflight program, the technical requirements for designing a vehicle, the track record of the launch vehicle, and the experience of the launch provider are all incorporated into what defines safety in human spaceflight. This paper analyzes these contested criteria through conceptual lenses provided by fields of science and technology policy (STP) and science, technology, and society (STS). We ultimately contend that these differences in definition result not merely from ambiguous understandings of safety, but from intentional and strategic choices guided by normative positions on the commercialization of human spaceflight. The debate over safety is better considered a proxy debate for the partisan preferences embedded within the dispute over public or private spaceflight.  相似文献

The US civilian space program is focused on planning for a new round of human missions beyond Earth orbit, to realize a ‘vision’ for exploration articulated by President George W. Bush. It is important to examine this ‘vision’ in the broader context of the global enterprise of 21st century space exploration. How will extending a human presence into the Solar System affect terrestrial society and culture? What legal, ethical and other value systems should govern human activities in space? This paper will describe the current environment for space policy making and possible frameworks for future space law, ethics and culture. The paper addresses the evolution of the Canadian Space Station Program between 1981 and 2003. Discussions with potential international partners, aimed at jointly developing the current International Space Station program, were initiated by NASA in 1982. Canada chose, through the further development of the technologies of Canadarm on the space shuttle, to provide and operate an advanced and comprehensive external robotics system for space station, and to use the space station for scientific and commercial purposes. The program was to become a corner-stone of the new Canadian Space Agency. The development phase of the Canadian Space Station Program has been completed and two of the three major elements are currently operational in space.  相似文献

On May 24, 2012 SpaceX's Dragon capsule was launched and in doing so became the first commercially built vehicle to berth with and carry cargo to the International Space Station (ISS). It successfully completed its mission and returned to the Pacific Ocean on May 31, 2012.1 The docking of Dragon represented a historic moment where a commercial enterprise managed to achieve that which had previously only been accomplished by governments. “In the history of spaceflight – only four entities have launched a space capsule into orbit and successfully brought it back to Earth: the United States, Russia, China, and SpaceX”.2 While this is a monumental accomplishment for private industry, we cannot ignore the value of public–private partnerships and the role that government played in enabling this incredible achievement.In this paper I will examine how public–private partnerships are enabling the development of the commercial space industry, viewed through the lens of the Rethinking Business Institutional Hybrid Framework put forward by University of Oxford professors Marc Ventresca and Alex Nichols in their Rethinking Business MBA course. I intend to demonstrate that the NASA versus Commercial Space argument is a false dichotomy and that only by working together can both sectors continue to push the boundaries of space travel and exploration. I plan to do this by first discussing how the NASA-SpaceX partnership came about and the reasoning behind it. I will then explore what a public–private partnership (PPP) is, as compared to other government privatization schemes, and explain why Space Act Agreements are significantly different from anything done previously. I will then analyze the impact of these agreements and outline their benefits in order to demonstrate the value they create, especially in areas of mutual value creation and economic development.  相似文献

The idea for using the International Space Station (ISS) as a platform for exploration has matured in the past few years and the concept continues to gain momentum. ISS provides a robust infrastructure which can be used to test systems and capabilities needed for missions to the Moon, Mars, asteroids and other potential destinations. International cooperation is a critical enabler and ISS has already demonstrated successful management of a large multi-national technical endeavor. Systems and resources needed for expeditions can be aggregated and thoroughly tested at ISS before departure thus providing wide operational flexibility and the best assurance of mission success. A small part of ISS called an Exploration Platform (ISS-EP) can be placed in cislunar space providing immediate benefits and flexibility for future exploration missions.We will show how ISS and the ISS-EP can be used to reduce risk and improve the operational flexibility for missions beyond low Earth orbit. Life support systems and other technologies developed for ISS can be evolved and adapted to the ISS-EP and other exploration spacecrafts. New technology, such as electric propulsion and advanced life support systems can be tested and proven at ISS as part of an incremental development program. Commercial companies who are introducing transportation and other services will benefit with opportunities to contribute to the mission since ISS will serve as a focal point for the commercialization of low earth orbit services. Finally, we will show how the use of ISS provides immediate benefits to the scientific community because its capabilities are available today and certain critical aspects of exploration missions can be simulated.  相似文献
