Leading change at NASA: The case of Dan Goldin

Daniel Goldin set the record for longevity as administrator of NASA, serving from 1992 to 2001. Active and controversial, he was unusually visible as a self-proclaimed ‘agent of change’. Coping with a turbulent political environment, Goldin directed NASA from the end of the Cold War to the early 21st century. He effected change in the multitude of programs under his aegis, especially the Space Station and robotic Mars program. He was hailed at one point as a miracle worker and poster boy of government reinvention for his ‘faster, better, cheaper’ strategy of ‘doing more with less’. But Goldin left the agency under fire for cost overruns and reforms that reached too far. Using a policy innovation process approach, this paper traces Goldin's eventful years at NASA, his policy ends and administrative and technological means. It analyzes the record of success and failure of one of the most, influential administrators in NASA history. That record provides useful lessons for how an administrator gains, uses, and loses power in the US space policy system.     

On the relationship between quasi-biennial variations of solar activity,the heliospheric magnetic field and cosmic rays

Quasi-biennial oscillations (QBO) of solar activity (T ≈ 1–4 years) are considered to be a variation of basic solar activity, associated with the solar dynamo process. They are transferred into interplanetary space by the open magnetic flux of the Sun, generating QBO in the intensity of cosmic rays (CR). This paper discusses the observational characteristics of QBO in CR and their relationship with QBO on the Sun and in the interplanetary medium. The delay time of QBO in CR relative to the solar and heliospheric magnetic field suggests that the formation of QBO in the open magnetic flux of the Sun occurs within 3–5 months. The paper considers the question of the prominent periodicity of CR (T = 1.6 years) that has prevailed in CR and in the heliospheric magnetic field for more than 10 years but was not stable over 60 years of observations. Distinctions in the characteristics of QBO and long-term variations of CR suggest features of the mechanism of their formation.     

Optimization of the trajectory of the spacecraft insertion into the system of heliocentric orbits

The possibility of the spacecraft insertion into the system of operational heliocentric orbits has been analyzed. It has been proposed to use a system of several operational heliocentric orbits. On each orbit, the spacecraft makes one or more revolutions around the Sun. These orbits are characterized by a relatively small perihelion radius and relatively high inclination, which allows one to investigate the polar regions of the Sun. The transition of the spacecraft from one orbit to another has been performed using an unpowered gravity assist maneuver near Venus and does not require the cruise propulsion operation. Each maneuver transfers the spacecraft into the sequence of operational heliocentric orbits. We have analyzed several systems of operational heliocentric orbits into which the spacecraft can be inserted by means of the considered transportation system with electric propulsion (EP). The mass of the spacecraft delivered to these systems of operational orbits has been estimated.     

Local Radiation Belts of the Sun (Quasi-Stationary Coronal and Heliospheric Giant Traps for Solar Cosmic Rays)

The local radiation belts of the Sun are defined as giant quasi-stationary coronal and heliospheric traps for solar cosmic rays. These traps are formed by loop magnetic fields, both solar and interplanetary. Using observational data, some experimental examples of the local radiation belts of the Sun are considered. The hypotheses on the origin of energetic particles in the outer heliosphere and on the local radiation belts of the Sun are discussed.     

Evolution of almost circular orbits of satellites under the action of noncentral gravitational field of the Earth and lunisolar perturbations

Based on the results of paper [1] by G.V. Mozhaev, joint perturbations produced by nonsphericity of the Earth and by attraction of the Moon and the Sun are investigated using the method of averaging. Arbitrary number of spherical harmonics was taken into account in the force function of the Earth’s gravitational filed, and only the principal term was retained in the perturbing function of the Sun. In the perturbing function of the Moon two parallactic terms were considered in addition to the dominant term. The flight altitude was chosen in such a way that perturbations produced by the Sun and Moon would have the second order of smallness relative to the polar oblateness of the Earth. As a result, the formulas for calculation of satellite coordinates are derived that give a high precision on long time intervals.
