Following the successful maiden flight of the Long March 11(LM-11) launch vehicle from the Jiuquan Satellite Launch Center in September 2015, the first sea-launched carrier rocket dedicated to provide a launch service for small satellites and their constellations, the Long March 11 Sea Launch(LM-11 SL) has been under development by the China Academy of Launch Vehicle Technology(CALT) and the China Great Wall Industry Corporation(CGWIC). It is planned to commence launch service in 2018. Based on the LM-11, a land-launched four-staged solid launch vehicle which has entered the market and accomplished launch missions for several small satellites in the past 3 years, the newly adopted sea launch technology enables transport and launch of LM-11 SL from maritime ships, providing flexible launch location selection.After inheriting the mature launch vehicle technologies from previous members of the Long March launch vehicle family and adopting a new way of launching from the sea, the LM-11 SL is capable of sending payloads into low Earth orbits with all altitudes and inclinations, from 200 km to 1000 km, from equatorial to sun synchronous, within a shortduration launch campaign. The LM-11 SL provides a flexible, reliable and economical launch service for the global small satellite industry.  相似文献

Private and commercial activity in outer space still poses challenges to space law and policy. Within ‘Project 2001’—a legal research project by the University of Cologne's Institute of Air and Space Law and the German Aerospace Center (DLR)—six international expert working groups examined international and national laws, in order to identify gaps and, where necessary, propose improvements to the present legal framework for private space activities. The results were presented and discussed at an international colloquium in May 2001 in Cologne, Germany, where final conclusions have been drawn. This report presents a summary of the project's work and main conclusions, which are documented in full in a comprehensive book to be published in May 2002.  相似文献

This paper analyzes the dynamics of cooperation of the International Space Station (ISS) program from its inception in 1981 to the final Framework Agreements for cooperation concluded in 1998. These dynamics include technical and organizational arrangements, and policy preferences. Dynamics related to technical arrangements deal with technological and scientific resources, the former governed through mechanisms for control of technology transfer, the latter regulated through intellectual property rights provisions. The dynamics linked to organizational arrangements concern authority patterns—characterized by national and international responses—and bilateral and multilaterial decision-making patterns. The dynamics of policy preferences encompass functional and symbolic dimensions. Functional issues are structured through legal and political regimes that govern the ISS program. The symbolic dimension, which includes prestige, legitimacy, influence and international accountability, frames the nature of the cooperation realized for the ISS program. ISS cooperation has evolved through three stages: (1) coordination, where collaboration is engendered through institutional (International Coordinating Working Group) and ad hoc cooperative relationships (groups of scientists and engineers sharing information); (2) augmentation, which equates with technological enhancements of a national project that involve primarily bilateral arrangements; (3) interdependence, which deals with cooperation in enabling and critical path technologies that are arranged both bilaterally and multilaterally.  相似文献

The speedily expanding Internet is in the process of transforming the technological, economic, and policy bases for nation-state regulation of telecommunications, including space-based satellite networks. Deployment of the packet-switched Internet has accelerated the liberalization of telecommunications markets and has led to far-reaching regulatory restructuring and policy shifts regarding state ownership and control of networks and information flows. As space-based GMPCS networks become integral parts of the globalizing Internet infrastructure, the state-centric legal paradigm requiring state “authorization and continuing supervision” of space activities by “non-governmental entities” stipulated under Article VI of the OST and associated treaties forming the outer space legal regime will be called increasingly into question. This paper examines the technological, economic/trade, and security issues that question whether the existing state-centric paradigm for regulating Internel-based GMPCS satellite systems will remain in legal phase with emerging liberalized regulatory regimes for terrestrial Internet-based infractructures.  相似文献

There have been surprisingly few studies of the societal impact of space exploration, yet the impact has been considerable, and wide ranging. After briefly reviewing what has been published, the author reports on activities by NASA to improve our understanding of this issue. In accordance with the National Aeronautics and Space Act of 1958, the NASA History Division has initiated a series of special studies and conferences on the societal impact of spaceflight. The first conference, held 19–21 September 2006 in Washington, DC and co-sponsored by the National Air and Space Museum, included some 35 speakers who addressed six main categories, spanning international, commercial, cultural, environmental and national security impacts. For both the conferences and the special studies, the goal is to examine the multifaceted impacts of spaceflight with rigorous historical research.  相似文献

The invitation to Brazil to join the International Space Station (ISS) program illustrates the way that foreign-policy makers in the USA favor short-term decisions over long-term commitments, while, in accepting the invitation, Brazil was also promoting other objectives. In taking the initiative to invite Brazil, President Clinton provided a unique opportunity to a middle-to-low-ranking spacefaring developing country to join the program as part of NASA's quota for the ISS. However, this action was the result of exchanges and bargains between the two countries, involving domestic and international interests on both sides—not all directly related to ISS activities—targeted at security and industrialization issues. These included the international non-proliferation regime, the commercialization of space systems and facilities (particularly Brazil's Alcantara Launch Center) and intellectual property.  相似文献

At a time when scientific and commercial interest in the Moon is being reinvigorated it is becoming fashionable for ordinary individuals to ‘buy’ plots on the lunar surface, with the ‘vendors’ arguing that an absence of specific prohibition of individual private activity in space makes such action legal. It is therefore time for the legal community to address this situation by investigating just how legal such activity is—and bringing their findings to the attention of governments. This can be done through an examination of the relationship between national law and international space law, of the provisions of international space law—especially Article 2 of the Outer Space Treaty—and by answering any claims to private ownership of immovable property. Aside from the fact that individuals appear to be being duped, the pursuit of property claims on the Moon could impede future activities aimed at benefiting society.  相似文献

How far the broad security, political and economic goals behind the USA's invitation to Russia to participate in the International Space Station have been achieved is assessed in this synthesis of the views of a range of experts in Russian affairs and US foreign and national security policy. The article covers the impacts of cooperation on the Russian aerospace industrial base, on nonproliferation issues and on overall US–Russian relations. Various themes are identified—such as Russian ambivalence over embracing Western norms—and while the experts agreed on certain subjects, there was no overall unanimity.  相似文献

This article examines the current legal status of commercial activities in space and describes the legislation — both national and international — existing for their regulation. The question of who is responsible for the action of non-governmental entities is thoroughly discussed, as is the notion of freedom of enterprise. Finally the author looks at the most commercialized areas of space activities — telecommunications and Earth observations — before drawing some conclusions on likely future trends in the privitization and regulation of space activities.  相似文献

This article examines the international legal and diplomatic questions relating to arms control and disarmament, focusing on space-based activities. These relate importantly to the development of anti-satellite satellites (ASATs) and ballistic missile defence systems (BMDs). Part I of the article examines the goal of ‘peaceful uses’ of outer space as elaborated in national policies and in international fora, the debate that has has taken place at the international level over the meaning and definition of peaceful purposes, legal manoeuvres, particularly in the UN, and US responses, and recent Soviet initiatives relating to space militarization. Part II will appear in the next issue, and will consider the US Presidential-Congressional dialogue on these questions and recent Presidential initiatives.  相似文献

Technological advances in remote sensing capabilities, wider participation of commercial firms and the possibilities of ‘processing’ spatial data to create value-added information have given rise to a range of policy and legal issues in the geographic information (GI) field. How far satellite images can still be considered a ‘public good’, conflicts between commercial and national interests is becoming a major issue, especially where security is concerned, sovereignty and the rights of sensed states, shutter control vs transparency is debated, data access, IPR and infringement of privacy becoming more relevant are all discussed. At the same time, the societal and public good of GI is well accepted with innumerable national and international examples. It is clear that societies would greatly benefit from the proper use of GI. A multilateral debate to formulate a GI policy that will take account of these while ensuring that the full benefits of remote sensing are available to society is called for.  相似文献

Space at Surrey has developed over 25 years from very modest beginnings in 1974 to an international space centre by 1998. It has pioneered small satellites and succeeded in launching 14 low cost but sophisticated microsatellites over the course of two decades. This paper summarizes the final report of the Earth Observation and Data Policy and Europe (EOPOLE) fixed-term project, set up to review national research on the subject and to make recommendations for its improvement within an EU-wide context. It identifies the major issues to have emerged from the areas of user perspectives, pricing policy, the impact of new technologies on data policy, archiving policy and legal regulation and suggests ways of dealing with them. These include orienting data policies towards specific uses rather than users themselves; presenting a common European voice over the trade and exchange of geo-information via new communication means; and establishing a European-scale think-tank able to provide independent assessments of the economic, legal and international relations questions affecting Earth observation.  相似文献

In all developed countries, once it emerged from the amateur era, Space (and especially rocketry) moved on the public agenda because of its potential significance for both the civil and military policies of governments (coupled with its appetite for new money). In the UK the policy treatment of Space broadly paralleled that in other countries until the post-Empire trauma, the burn-out of the White-Hot Technological revolution of Harold Wilson, and the financial crises of the 1970s exhausted the public appetite for large scale publicly funded projects in high technology. The culmination for Space of these pressures came in 1986–1987 when the UK rejected the emerging international consensus and, almost alone, stayed outside the manned space commitments which developed into the International Space Station. In this paper, Colin Hicks will review the UK political developments which led up to the 1986–1987 decision and how the politics and organisation of UK space activity have developed since then to the point where in 2008 a major government review of the UK involvement in manned space was commissioned.  相似文献

Athough a poor nation with limited resources, India has spent large amounts of money on sophisticated space programme. It is pursuing a policy of using high technology to solve the country's social and economic problems, and at the same time to strengthen its international position. Satellite-aided communications, educational programmes, meteorology and resources survey and management are thus priority areas. This article examines the history and achievements of India's space programme, and considers the constraints faced and budget and staffing plans. Foreign policy and national security aspects are covered in detail, including the question of whether India's peaceful space policy can be put to military use.  相似文献

The Ares I–X Flight Test Vehicle is the first in a series of flight test vehicles that will take the Ares I Crew Launch Vehicle design from development to operational capability. Ares I–X is scheduled for a 2009 flight date, early enough in the Ares I design and development process so that data obtained from the flight can impact the design of Ares I before its Critical Design Review. Decisions on Ares I–X scope, flight test objectives, and FTV fidelity were made prior to the Ares I systems requirements being baselined. This was necessary in order to achieve a development flight test to impact the Ares I design. Differences between the Ares I–X and the Ares I configurations are artifacts of formulating this experimental project at an early stage and the natural maturation of the Ares I design process. This paper describes the similarities and differences between the Ares I–X Flight Test Vehicle and the Ares I Crew Launch Vehicle. Areas of comparison include the outer mold line geometry, aerosciences, trajectory, structural modes, flight control architecture, separation sequence, and relevant element differences. Most of the outer mold line differences present between Ares I and Ares I–X are minor and will not have a significant effect on overall vehicle performance. The most significant impacts are related to the geometric differences in Orion Crew Exploration Vehicle at the forward end of the stack. These physical differences will cause differences in the flow physics in these areas. Even with these differences, the Ares I–X flight test is poised to meet all five primary objectives and six secondary objectives. Knowledge of what the Ares I–X flight test will provide in similitude to Ares I—as well as what the test will not provide—is important in the continued execution of the Ares I–X mission leading to its flight and the continued design and development of Ares I.  相似文献

Europe is faced with several essential policy decisions with regard to the exploitation of space technology. Important issues are: the relations between civilian and military uses of outer space, employment opportunities, industrial and commercial interests, European security and international stability, regional and international cooperation. Concerted action is required for political reasons and in order to achieve the necessary scientific, technological and economic critical masses. Another major policy issue is, therefore, whether Europe should expand its space venture in the framework of a European military space community as proposed by France, through national or bilateral programmes, by participating in the US SDI research, or through NATO, the Independent European Programme Group, the Western European Union, or the European Space Agency.  相似文献
