Athough a poor nation with limited resources, India has spent large amounts of money on sophisticated space programme. It is pursuing a policy of using high technology to solve the country's social and economic problems, and at the same time to strengthen its international position. Satellite-aided communications, educational programmes, meteorology and resources survey and management are thus priority areas. This article examines the history and achievements of India's space programme, and considers the constraints faced and budget and staffing plans. Foreign policy and national security aspects are covered in detail, including the question of whether India's peaceful space policy can be put to military use.  相似文献

Iran's efforts to develop space technology for civil and peaceful purposes began many years ago. Almost all its success in this connection is the result of indigenous potential in terms of human resources, available expertise and experience along with international cooperation and exchange of knowledge. There are considerable civilian entities involved in space-related development and production in Iran. This article describes the history and current status and capabilities of Iran's space programme and its aim to use space for peace and prosperity and to attain the position that it deserves in the global arena. Stepping into space using an indigenously developed system has provided Iran with a notable and unprecedented national pride. Only international cooperation, as already exists in the framework of COPUOS activities on the peaceful uses of outer space, can improve 21st century understanding of the space policy and visions of Iran for the world community. Iran's space programme is really no different from that of any other nation. It is committed to developing its assets in space both for peaceful purposes and for use as part of various multinational space projects. It should not be ignored that such achievements require a high degree of expertise, ability and comprehensive knowledge about the subject, while the attitudes and visions of leaders in each nation who also influence and contribute to the pace, progress and developmental objectives of any nation's space program should not be disregarded.  相似文献

The impact of US export controls on the Canadian space industry   总被引:1,自引:1,他引:0  
The International Traffic in Arms Regulations (ITAR) govern the export of defense-related technologies and services from the USA. In 1999 Canada's exemption to ITAR was suspended because of American objections over some Canadian companies retransferring US technology to third countries. This paper is a first attempt to quantify the impact of ITAR on the Canadian space industry. Thirty-two space-related companies were contacted and a total of nine responses were received, representative of around 60% of the Canadian space industry in terms of workforce and revenue. According to the results, the Canadian space industry has been relatively effective in meeting the challenges imposed by ITAR. However, these workarounds do not diminish its negative impacts, particularly with respect to cost and schedule. It is expected that ITAR will continue to affect the Canadian space industry, as no near-term relief from the current regulatory environment is on the horizon.  相似文献

Although the 1958 Space Act stressed the civilian nature of the US space programme, the military space budget has grown to over twice the size of NASA's. Military influence on US space policy has grown accordingly. NASA has failed in articulating a sense of direction and purpose for the civilian space programme justifying sustained and adequate support. What matters most for a reinvigorated NASA is the level of commitment the nation is prepared to make, and in today's political climate greater spending on a civilian space programme would be unpopular. The USA looks likely to continue to fall behind in the international competition for space leadership.  相似文献

A Task Force of the NASA Advisory Council was recently asked to assess whether the changing global context for space activities required any adjustments in NASA's approach to its international activities. This article presents the Task Force's major findings and conclusions. The USA must reinvigorate its civil space programme, with responsibility clearly assigned, and long-term goals and directions established. Rather than aiming at overall preemenence in space, as in the past, it is important for the USA now to specify goals and objectives for its space programme. In the space transportation market, the USA faces long-term competition. Planned properly, the Space Shuttle, Space Station and transfer stages can be used as a unique transport system, forcing other suppliers to compete on US terms. Such a total transport service system could also include ELV support. In entering into international space agreements, the government must take into account the objective of maintaining the competitiveness of the US commercial sector.  相似文献

The London Institute of Space Policy and Law is presenting a series of seminars on risks associated with space activity and its insurance, aimed at fostering better understanding of the risks particular to commercial space projects, and at encouraging appropriate policy measures. Seminar IV-I on 5 February 2010 focused on policy and regulatory risk considerations for satellite communications. After an introduction by the seminar chair Jeremy Rose, senior consultant at telecommunications consultancy Comsys, and a welcome from Institute Director Sa'id Mosteshar, four speakers outlined the ideal regulatory framework for satellite communications, as well as current regulatory and policy risks at the international, regional and national level. Risks were discussed in ITU, EU and UK procedures and policies and debate was continued from the floor. The event's rapporteur summarizes the issues highlighted by the speakers and some of the interventions from the floor.  相似文献

This article presents the current status and characteristics of China's space programme before describing the country's future goals and the specific types of research and satellite production that will be undertaken to realize them. China's programme, although small, has achieved much in terms of economic and social benefits for its people (eg through land-surveying, communications, education, water conservation and earthquake prediction). This is a result of the emphasis place on applied-satellites, coordination of production, development and research and intensive ground testing. This emphasis will remain, along with the effort to ensure that new satellites are long-lived and stable in operation. However, a change from the previous policy of independence is signalled by a growing interest in international cooperation, including that with other developing countries like Brazil.  相似文献

This article follows the story of Shuttle development, in the context of the history of the US space programme from Apollo to the Space Station. The Shuttle was chosen as one of a series of ‘space spectaculars’ and has proven to be prohibitively expensive and unreliable, practical only for a very limited number of specialized missions. The Space Station, too, cannot be economically supplied, even if the USA could afford to build it. The author concludes that NASA should cancel the Space Station and the replacement orbiter for Challenger, and engage on a major programme of launch vehicle development, independent of the US military. The aim should be a dramatic reduction of launch vehicle costs, making spaceflight practical, and a truly independent NASA which could restore the USA to space preeminence.  相似文献

The growth of low- and medium-Earth orbit mobile satellite communications poses a threat to radio astronomers which could be mitigated by the establishment of international radio quiet zones (IRQZs), where communications traffic is managed (not eliminated) to allow radio astronomy to continue. Using the prototype of national such zones in the USA, this article explains how the system would work and discusses the international legal parameters that would bound it, drawing on current aerospace, outer space and high seas legislation. Precedents for an IRQZ—Exclusive Economic Zones, denuclearised zones and the Antarctic regime—are also examined.  相似文献

Sino-Latin American space cooperation has grown in the past several years, contributing to debates over China’s rising influence in the region. Much of what has been written about this phenomenon is overly simplistic and denotes a lack of understanding of the interplay between the domestic and the international when decisions of international cooperation are taken. This paper argues that calculations of both domestic and international interest are important in Sino-Latin space relationships, with the former of particular importance to Latin American countries. It explores these interests as demonstrated in the cooperative programs of four Latin American countries. It concludes that, while the US relationship is not a major factor in their decisions to cooperate or not with China, the USA could benefit from a greater understanding of this phenomenon to expand its relationships with the emerging space nations of the region to its benefit.  相似文献

The Faculty of Engineering at The University of Nottingham, UK, has developed interdisciplinary, hands-on workshops for primary schools that introduce space technology, its relevance to everyday life and the importance of science, technology, engineering and maths. The workshop activities for 7–11 year olds highlight the roles that space and satellite technology play in observing and monitoring the Earth's biosphere as well as being vital to communications in the modern digital world. The programme also provides links to ‘how science works’, the environment and citizenship and uses pixel art through the medium of digital photography to demonstrate the importance of maths in a novel and unconventional manner.The interactive programme of activities provides learners with an opportunity to meet ‘real’ scientists and engineers, with one of the key messages from the day being that anyone can become involved in science and engineering whatever their ability or subject of interest. The methodology introduces the role of scientists and engineers using space technology themes, but it could easily be adapted for use with any inspirational topic.Analysis of learners’ perceptions of science, technology, engineering and maths before and after participating in ENGage showed very positive and significant changes in their attitudes to these subjects and an increase in the number of children thinking they would be interested and capable in pursuing a career in science and engineering. This article examines the USSR's satellite communications provision in the international arena. The author first outlines the Intercosmos programme, collaboration between the USSR and France and India, and maritime satellite communications. He then discusses in detail the INTERSPUTNIK system, and Soviet international coverage and competitiveness in television. Dr Jasani argues the urgent case for establishing an international satellite monitoring agency, with an arms control and conflict observation satellite (ACCOS). He gives examples of recent technology advances and cites the imminent major development of space weapons by the USA and the USSR as a pressing reason for setting up a verification and crisis control mechanism. When the idea of a large space station in Low Earth Orbit (LEO) was conceived in the 1980s, it was primarily planned as an orbiting laboratory for microgravity research. Some even thought of it as an industrial plant in space. Whereas the latter did not materialize because of various reasons, the former is absolutely true when you talk about the International Space Station (ISS). Since the transition to a six astronaut crew in 2009 and the completion of its assembly in 2011, it has been intensively used as laboratory in a wide field of scientific topics. Experiments conducted on ISS have yielded first class results in biology, physiology, material science, basic physics, and many more. While its role as a laboratory in space is widely recognized, the awareness for its potential for preparing future exploration missions beyond LEO is just increasing. This paper provides information on how the ISS programme contributes to future exploration efforts, both manned and unmanned. It highlights the work that has been done or is currently underway in the fields of technology, operations, and science. Further potentials and future projects for exploration preparation are also shown. A special focus lies on experiments and projects primarily funded by the German Aerospace Center (DLR) or with strong German participation in the science team.  相似文献

Soviet space policy has long been viewed in the West as militaristic and aimed at achieving superiority, a situation which is abetted by the secrecy in which Soviet space activities are shrouded. This article argues, however, that Soviet space policy is essentially prudent and conservative, and based on exploiting existing technology to the maximum. Whilst it has provided the USSR with an impressive space potential, it does not mean that the USSR is ahead of the USA in space. Nevertheless, in the future the USSR is likely to undertake more international cooperation and offer commercial launch services.  相似文献
