With the revival of the US national missile defence, there is a danger of jeopardising not only the existing arms control and disarmament process, but also some of the measures that are on the table in the United Nations for negotiations. Examples of these are the prevention of an arms race in outer space and the nuclear fissile materials cut-off agreement. In this paper, the missile defence issues are examined. It is suggested that, if the US builds a missile defence system that is allowed by the 1972 Anti-Ballistic Missile Treaty between the USA and Russia, it could achieve its goal of defending itself against a limited missile attack. With this kind of approach, it may be possible to save many of the long-standing bilateral and multilateral treaties and prevent the beginning of a new and much wider nuclear arms race.  相似文献

This article examines the international legal and diplomatic questions relating to arms control and disarmament, focusing on space-based activities. These relate importantly to the development of anti-satellite satellites (ASATs) and ballistic missile defence systems (BMDs). Part I of the article examines the goal of ‘peaceful uses’ of outer space as elaborated in national policies and in international fora, the debate that has has taken place at the international level over the meaning and definition of peaceful purposes, legal manoeuvres, particularly in the UN, and US responses, and recent Soviet initiatives relating to space militarization. Part II will appear in the next issue, and will consider the US Presidential-Congressional dialogue on these questions and recent Presidential initiatives.  相似文献

This article continues a detailed examination of the international legal and diplomatic questions relating to arms control and disarmament, focusing on space-based activities. These are importantly concerned with the development of anti-satellite (ASAT) systems and ballistic missile defence (BMD). This part of the article considers the US Presidential-Congressional dialogue - particularly the ASAT testing issue - and Presidential initiatives vis-à-vis the USSR. An epilogue to the original paper considers the diplomatic moves and policy shifts which contributed to the January 1985 US-Soviet meeting and the agreement to begin bilateral negotiations to consider space and nuclear arms.  相似文献

Current debates on the prevention of an arms race in outer space are dominated by the traditional perspective of international strategic balance. This article addresses the issue through the often-neglected lens of environmental protection, reviewing a number of environmental instruments as they relate to outer space. It argues that environmental protection, as a non-traditional element, is an instrumental impetus for arms control. The current regime leaves the door open for states to develop conventional orbital weapons and ground-based anti-satellite weapons (ASATs), which would have a significant adverse impact on the space environment. Thus the law of environmental protection is deficient in effectively protecting the space environment from pollution resulting from military activities. It is further argued that the space arms control regime should be strengthened for humanity's common interest in a sustainable space environment. Preferably an international treaty should be concluded to prohibit testing, deployment and use of space-based weapons and ASATs. These substantive obligations also conform to the requirements of safeguarding international peace and security, and the security interests of spacefaring countries.  相似文献

Canada is a space power with unique technical niches that support opportunities for collaboration on space technologies. When U.S.-origin space technologies are involved Canada's ability to collaborate internationally may be conditional on US law and policy. As a result, US export control law can be directly linked to the success or failure of Canadian collaboration. This article examines the strategic impact of U.S. export controls on Canadian autonomy to collaborate on international missions, including multi-use missions. Canadian space export control policy is also examined more broadly with the goal of providing specific policy recommendations that will enhance Canada's future as an international space actor.  相似文献

Space systems are essential to the global economy and security. The possibility of disruptions arising from competition between the United States and China through the testing and deployment of weapons in space has led to concerns over an incipient space arms race that would threaten satellites, leading to international calls for a space arms control treaty. The paper presents a rationalist theory analysis on the lack of progress in establishing such a treaty, identifying the United States' position of primacy in the global order and its preeminence in space as a primary cause.  相似文献

Verification of arms control treaties is essential to provide adequate international confidence in treaty compliance. This Viewpoint underlines the responsibility of non-superpower countries to become more closely involved in space surveillance of treaties to which they are parties. In Canada, Paxsat research has focused on two potential applications of space-based remote sensing to multi-lateral arms control verification. In the recent years the Russian Orlan-M space suits have been improved as applied to their operational requirements for the ISS. A special attention is paid to enhancement of EVA crew efficiency and safety. The paper considers the main problems regarding specific features of the Russian space suit operation in the ISS, and analyses measures on their solution. In particular, the problems associated with the following are considered: enhancement of the anthropometric range for the EVA crewmembers; use of some US EMU elements and unified NASA equipment elements; Orlan-M operation support in the wide range of the ISS thermal conditions; use of Simplified Aid For Extravehicular activity Rescue (SAFER) designed as a self-rescue device, which will be used for an EVA crewmember return in the event that he (she) breaks away inadvertently from the ISS surface. The paper states the main space suit differences with reference to solution of the above problems. The paper presents briefly the design of space suit arms developed for crewmembers with small anthropometric parameters, as well as peculiarities and test results for the gloves with enhanced thermal protection. Measures on further space suit development with the purpose to improve its performances are considered.  相似文献

Allan Din argues that it is incumbent upon them to study the development of weapons and the arms race, influence policy making at the national and international levels, and publicize the necessity of arms control. This article provides an evaluation of the significance of the memorandum of Understanding (MOU) signed by the US and West German governments in March 1986. The author examines the expectations and fears it created in the FRG and compares them with the reality of actual economic benefit and exchange of information derived: the FRG's influence on arms control; and the effects on its standing and trading relations. The author argues that the MOU has had a negligible effect in securing contracts for West German firms and increasing technological cooperation, while damaging the FRG's standing in the arms control arena.  相似文献

Transparency and confidence-building measures (TCBMs) are a set of tools designed to display, predict and discipline states’ behaviour with respect to maintaining the security of space. With intentional and unintentional threats to the peaceful use of space on the rise, there is a growing international consensus on the need for greater transparency in space-related activities as well as confidence-building measures to reduce the prospects of disruption to the ever-expanding role of space in our day-to-day lives. Terrestrial TCBMs can serve as a guide to understanding what political arrangements are possible in space, including certain precedents in the areas of arms control, non-proliferation and disarmament. At the same time, current and emerging challenges in space - including orbital space debris, risk of collisions, growing saturation of the radiofrequency spectrum, the crowding of satellites in geostationary (GEO) orbit and threat of purposeful disruption - need to be evaluated in the context of unilateral, bilateral, multilateral and private initiatives to increase space situational awareness and security. This paper describes and evaluates various prospective TCBMs alongside current proposals to advance safety and security in space, including the EU Draft Code of Conduct for Outer Space Activities. It offers specific recommendations, arguing that Europe is uniquely qualified to negotiate a 21st century TCBM architecture thanks to its history of diplomacy and ability to identify common ground among disparate parties. This will only happen, however, with a more defined institutional design and the EU’s emergence as a global civilian leader.  相似文献

Precise definitions and demarcations for arms control concepts and regions of outer space can make disarmament discussions more specific and thus more productive. With its draft Code of Conduct for Outer Space Activities, the European Union has become visible in the debate on space security. In this paper we analyze this development, drawing on theoretical concepts in the scholarly debate about the ‘actorness’ of the EU. We find that the EU can be considered as an emerging actor in space security. However, the Code of Conduct initiative should be considered only a first step in this regard because it does not answer the question of whether the EU should pursue a policy of deterrence or arms control in space. We argue that the latter option would be better, because it is in line with the interests and values of the EU.  相似文献

针对空间中双臂协调转位过程中面临的双臂异构、刚度不同、负载较大、测量/执行误差影响大、抓捕位置随机偏差等问题,提出了一种空间大质量目标转位操作双臂协调控制方法。首先基于双臂转位的几何约束,进行协调转位运动规划。然后,将双机械臂关节划分为主动关节和从动关节,并对主动关节设计关节位置控制器,对从动关节设计零力控制器,从动关节在转位目标的拖动力下进行跟随运动。最后,数学仿真表明了所提出的双臂协调转位方法的有效性。  相似文献

Discussions of space security tend to recurrently return to the vexed issue of the ‘militarization’ and ‘weaponization’ of outer space. Debate over whether or not a sustainable definition can be maintained between these two concepts has been a feature of both academic and policy discourses, and has been particularly contentious with regard to new proposals for arms control in outer space. Yet, this paper argues, the militarization/weaponization debate fails to capture to vagaries of contemporary space policy with regard to understandings of ‘security’, and is in this sense an insufficient way of approaching the subject of space security in the first instance. Instead it is now more accurate to say that outer space is becoming ever more ‘securitized’: that is, access to space is now commonly framed as crucial to the military, economic and environmental security of leading states and international organizations.  相似文献

Developments in remote-sensing technology have prompted suggestions that the news media could soon make routine use of newsgathering from space. A satellite system dedicated to this purpose (a ‘Mediasat’) could supply critical information. Government policy makers, however, fear that the media's use of such technology could affect national security, foreign relations and personal privacy. This article assesses US government policy on current and future newsgathering from space, and the technical potential for a Mediasat system. The authors raise doubts about the commercial viability of Mediasat, and point out that existing media sources already provide information on news stories. They conclude that concerns over the use of data from space will have to be met on a case-by-case basis as the media gain experience, using the same criteria now applied to balance the right of freedom of information with the need for national security.  相似文献
