SETI projects raise legal problems which neither national nor international laws tackle properly. The protection of experiments is necessary, and should be afforded at both national and international levels. Radio is particularly important. It would also be prudent to establish in proper legal form, and preferably by formal international agreement through an appropriate forum, key evidence of ETI should be dealt with, and, if necessary, responded to. Whether a similar step should be taken as to a reply is uncertain.  相似文献

In announcing a new Vision for the US space program, President George Bush committed the USA to “a long-term human and robotic program to explore the solar system”, via a return to the Moon, leading to exploration of Mars and other destinations. He also stated that other nations would be invited to join the vision. Many other nations have, or are developing, ‘exploration visions’ of their own. The potential for international cooperation therefore exists, both at the vision and program/project levels. This paper, based on Working Group discussions as part of an AIAA space cooperation workshop,1 presents an approach for maximizing the return on all global investments in space exploration. It proposes an international coordination mechanism through which all these various national activities could be integrated into an inherently global enterprise for space exploration, a ‘virtual program of programs’. Within the context of the coordination, individual activities would utilize the full range of cooperative mechanisms for implementation. A significant benefit of this mode of conducting cooperation is that it would not require the negotiation of complex overarching international agreements as a precondition for initiating international activity.  相似文献

Private and commercial activity in outer space still poses challenges to space law and policy. Within ‘Project 2001’—a legal research project by the University of Cologne's Institute of Air and Space Law and the German Aerospace Center (DLR)—six international expert working groups examined international and national laws, in order to identify gaps and, where necessary, propose improvements to the present legal framework for private space activities. The results were presented and discussed at an international colloquium in May 2001 in Cologne, Germany, where final conclusions have been drawn. This report presents a summary of the project's work and main conclusions, which are documented in full in a comprehensive book to be published in May 2002.  相似文献

Czechoslovakia was the third nation to have a citizen in space when Vladimir Remek flew in 1978. It was present at the formulation of international space law principles and ran some space-related projects within Intercosmos. The Czech Republic reassumed this tradition after Czechoslovakia was dissolved in 1993. There are no special funds to support space R&D. Hence, participants must compete for R&D resources with companies from other areas of industry. This improves their competitiveness. Czech society is broadly interested in space-related activities. The graduate system structure reflects this. Not only can one study space-related courses at technical universities but international space law is an obligatory part of international public law courses in the Czech Republic. Strong support for space activities is mirrored in the institutional fragmentation of this sphere. Competences in space applications are distributed among some 20 institutions and organizations. This status harms the Czech potential in space activities and R&D. The Czech Republic became a member of ESA in 2008 but Czech companies have not taken advantage of the full potential of membership. Participation in international projects is very important for a small post-communist economy because economic growth is based on convergence towards developed countries, which may dissipate after 2020. Now is the right time to strengthen the primary research that will establish a strong foundation for innovation-based economic growth.  相似文献

The aim of this review, whose title might as well be “Toward a dedicated lunar farside radio observatory”, is to provide information for potential interested workers whom we invite to contribute to this multidisciplinary effort.First point: in view of the dramatic increase of radio interference due to the development of satellite-based human telecommunications, it will soon become impossible to conduct valuable high-sensitivity SETI observations from the terrestrial ground. It is why a few years ago I started an interdisciplinary and international endeavor to protect for the next 20/30 years a well specified lunar farside crater (Saha) which no Earth- or geostationary orbit-based radio emission could reach.After raising technical, programmatic, legal, astronautical, industrial, political, ethical issues at a number of conferences of international learned institutions, this enterprise is now of interest for the wider field of next generation high-sensitivity radioastronomy at large, from decametric to sub-millimetric waves.This last year, positive results were the creation of an IAA Sub-committee for “A Lunar SETI Study”, the presentation of a Resolution to the IAU for the protection of a potential lunar radio observatory site, discussions at the IAA/IISL Scientific-Legal Roundtable on SETI & Society at IAF Congress in Torino, the organization of a half-day Scientific Event at next COSPAR Assembly in Nagoya and the initiation of an IAA Cosmic Study on the subject.We shall conclude by outlining the next efforts to be initiated up to a real Moon radio observatory.  相似文献

Canada's geography made it an early leader in the development of space technology, and generated a civilian-oriented, terrestrially focused space programme with a strong focus on communications and an increasing emphasis on transferring space technology and activity from the government to the private sector. During the 1980s Canada's space programme has strengthened and broadened measurably; its now contains major projects in Earth observation and robotics as well as communications, and has diversified its international partnerships from the USA to Europe. However, persisting weaknesses in launch capability, space science and military space programmes, and the dependence of all three current major projects (Msat, Radarsat, and the International Space Station's Mobile Servicing System) on the USA represent potential vulnerabilities which require national investments and expanded international affiliations if they are to be offset.  相似文献

At a time when scientific and commercial interest in the Moon is being reinvigorated it is becoming fashionable for ordinary individuals to ‘buy’ plots on the lunar surface, with the ‘vendors’ arguing that an absence of specific prohibition of individual private activity in space makes such action legal. It is therefore time for the legal community to address this situation by investigating just how legal such activity is—and bringing their findings to the attention of governments. This can be done through an examination of the relationship between national law and international space law, of the provisions of international space law—especially Article 2 of the Outer Space Treaty—and by answering any claims to private ownership of immovable property. Aside from the fact that individuals appear to be being duped, the pursuit of property claims on the Moon could impede future activities aimed at benefiting society.  相似文献

Serious recommendations have been made about the development and mutual manning of an international space station. The achievements of ESA show that such international organizations can work successfully in high technology projects, although with problems. However, other work on isolated and confined environments suggests that sustained cooperation in the unique quarters of a space station for long durations may have special inter-cultural difficulties that need to be examined before any long term commitment is made. Also, a careful look at international activities in general suggests that in spite of the fact that there are many potential benefits for cooperative activities, there are also many international obstacles. If such an effort is to be embarked upon, it is important to look candidly at the problems that can be generated from the multi-national social, economic, and cultural systems in order to do serious and direct analyses. Such a project might be strangled by unanticipated and complex problems of a socio-cultural nature.  相似文献

Global Monitoring for Environment and Security (GMES) is an idea which originated during a meeting in Baveno, Italy, in May 1998, which generated a call for Europe to get its act together in the field of environmental monitoring from space, to define a well articulated strategy in this area and to build upon its excellent scientific research community, its proven technical prowess in Earth observation from space and its nascent political will to express its objectives in international fora related to climate change and other global environment topics. While Europe was already active in the most advanced areas of global monitoring, its rather uncoordinated efforts (even within the European Commission) lacked visibility and did not appear to fit into a clearly established strategy. The ‘Baveno initiative’ was an attempt to remedy this situation and find a place within a developing ‘European Strategy for Space’, which requires ESA and the European Union to work more closely together. GMES was extended to include the ‘security’ (in its wider sense) aspects of global monitoring, a move that produced a number of questions and misunderstandings, but which allowed many in Europe to realize that monitoring the activities of the Earth’ land masses, oceans and atmosphere do include a security dimension. GMES will eventually incorporate an implementation plan which will call upon various monitoring techniques, ambitious modelling projects and connections with society's more urgent requirements with respect to environmental protection and prevention or reduction of risks related to natural hazards. This will entail significant efforts to inform the user communities and to convince them of the relevance and usefulness of this initiative. It will also provide a sound basis for the European contribution to the new initiative for improved coordination of strategies and systems for Earth observations called for by the July 2003 Earth Observation Summit.  相似文献

A multidisciplinary group of students from the university and latter also from the high school was formed in 1988 with the objective to make them put in practice their knowledge in physics, chemistry and mathematics and engineering fields in experimental rocketry. The group was called “Grupo de Foguetes Experimentais”, GFE.Since that time more than 150 students passed throw the group and now many of them are in the space arena.The benefits for students in a space hands-on project are many:
1. More interest in their school subjects is gotten as they see an application for them;
2. Interrelation attitudes are learned as space projects is a team activity;
3. Responsibility is gained as each is responsible for a part of a critical mission project;
4. Multidisciplinary and international experience is gotten as these are space project characteristics;
5. Learn how to work in a high stress environment as use to be a project launch.
This paper will cover the educational experiences gotten during these years and how some structured groups work. It is explained the objectives and how the group was formed. The group structure and the different phases that at each year the new team passes are described. It is shown the different activities that the group uses to do from scientific seminars, scientific club and international meetings to technical tours and assistance to rocket activities in regional schools.It is also explained the group outreach activities as some launches were covered by the media in more then 6 articles in newspaper and 7 television news.In 1999 as formed an official group called NATA, Núcleo de Atividades Aerospaciais within the Universidade Estadual de Londrina, UEL, by some GFE members and teachers from university. Science and technology (S&T) have always been at the heart of the European political construction. This started in the Cold War through a series of pan-European collaborative schemes in a panoply of different scientific fields like molecular biology and nuclear research. However, while most of these early collaborative patterns focused on intra-European cooperation, in the post-Cold War era international S&T relations have evolved to encompass a broader international dimension. The European Union is now building a diverse and robust network of cooperation with non-EU partners to become a centre of gravity in international S&T affairs. This increasing linkage between S&T and foreign policy is particularly explicit in space activities. Even though it is the newest space actor in Europe, the EU is pushing the continent to extend the scope of its partnerships with Russia and China, while at the same time modifying its relations with the traditional European partner, the USA, illustrating therefore the emergence of a distinct “EU space diplomacy”.  相似文献

The current emphasis in the US and internationally on lunar robotic missions is generally viewed as a precursor to possible future human missions to the Moon. As initially framed, the implementation of high level policies such as the US Vision for Space Exploration (VSE) might have been limited to either human lunar sortie missions, or to the testing at the Moon of concepts-of-operations and systems for eventual human missions to Mars [White House, Vision for Space Exploration, Washington, DC, 14 January, 2004. [1]]. However, recently announced (December 2006) US goals go much further: these plans now place at the center of future US—and perhaps international—human spaceflight activities a long-term commitment to an outpost on the Moon.Based on available documents, a human lunar outpost could be emplaced as early as the 2020–2025 timeframe, and would involve numerous novel systems, new technologies and unique operations requirements. As such, substantial investments in research and development (R&D) will be necessary prior to, during, and following the deployment of such an outpost. It seems possible that such an outpost will be an international endeavor, not just the undertaking of a single country—and the US has actively courted partners in the VSE. However, critical questions remain concerning an international lunar outpost. What might such an outpost accomplish? To what extent will “sustainability” be built into the outpost? And, most importantly, what will be the outpost's life cycle cost (LCC)?This paper will explore these issues with a view toward informing key policy and program decisions that must be made during the next several years. The paper will (1) describe a high-level analytical model of a modest lunar outpost, (2) examine (using this model) the parametric characteristics of the outpost in terms of the three critical questions indicated above, and (3) present rough estimates of the relationships of outpost goals and “sustainability” to LCC. The paper will also consider possible outpost requirements for near-term investments in enabling research in light of experiences in past advanced technology programs.  相似文献

In London on 20 September, the British National Space Centre and the Royal Astronomical Society convened a ‘Town Meeting’, a usage picked up from NASA. Basically it was a debate without the competetive element, whose topic was the next two of the European Space Agency's four ‘Cornestone’ projects for the ‘Horizon 2000’ programme, total budget 584 million ECU (about £467 million). In all developed countries, once it emerged from the amateur era, Space (and especially rocketry) moved on the public agenda because of its potential significance for both the civil and military policies of governments (coupled with its appetite for new money). In the UK the policy treatment of Space broadly paralleled that in other countries until the post-Empire trauma, the burn-out of the White-Hot Technological revolution of Harold Wilson, and the financial crises of the 1970s exhausted the public appetite for large scale publicly funded projects in high technology. The culmination for Space of these pressures came in 1986–1987 when the UK rejected the emerging international consensus and, almost alone, stayed outside the manned space commitments which developed into the International Space Station. In this paper, Colin Hicks will review the UK political developments which led up to the 1986–1987 decision and how the politics and organisation of UK space activity have developed since then to the point where in 2008 a major government review of the UK involvement in manned space was commissioned.  相似文献

Basic science — including space science — is vital for national development, but developing countries often meet obstacles to participation in the international scientific community. This can be mitigated by international cooperation, particularly in the field of education. The author calls for a concerted effort to increase such cooperation regionally, internationally and bilaterally; international organizations should also become involved. This document outlines the objectives, strategy guidelines, and the approach for the harmonisation of European space technology activities, in line with and in support of the resolution “Shaping of the Future of Europe in Space”, adopted at the ESA Ministerial Council in May 1999.Under an overall ESA co-ordination, the European space sector is elaborating a technology strategy based on top-level priorities (Dossier 0), on the mapping of European development and competences and on a co-ordinated Space Technology Master Plan (ESTMP). This plan shall take into account the various European developments, industry capacities and budgets and shall enhance the complementary role of the various partners towards common objectives.The proposed strategy includes selection of priority activities as pilot projects for harmonisation. For these pre-selected pilot projects, agreements are required on responsibilities, leaderships, partnerships and budget commitments.  相似文献

When US President George W. Bush on 14 January 2004 announced a new US “Vision for Space Exploration”, he called for international participation in “a journey, not a race”, a call received with skepticism and concern elsewhere. But, after a slow start in implementing this directive, during 2006 NASA has increased the forward momentum of action on the program and of discussions on international cooperation in exploring “the Moon, Mars, and beyond”. There are nevertheless a number of significant top-level issues that must be addressed if a cooperative approach to human space exploration is to be pursued. These include the relationship between utilization of the ISS and the lunar exploration plans, integration of potential partners’ current and future capabilities into the exploration plans, and the evolving space-related intentions of other countries.  相似文献

The thirty-ninth session of the United Nations General Assembly affirmed ‘that complete and general disarmament warrants that outer space should be used exclusively for peaceful purposes and that it shall not become an arena for an arms race’.This text appears in the first of two important resolutions concerning outer space adopted by the General Assembly during its last session. Also in the first resolution, entitled ‘Prevention of an Arms Race in Outer Space’ (A/39/59 of 12 December 1984), the Assembly called upon all states, particularly those with major space capabilities, to contribute actively to the objective of the peaceful uses of outer space and to take immediate measures to prevent an arms race in outer space in the interest of maintaining international peace and security and promoting international cooperation and understanding.  相似文献

This is a slightly abridged and edited version of the welcoming speech made by European Commission Vice-President Günter Verheugen at the ‘Winning through co-operation: sharing the benefits of space’ conference held in Brussels on 17–18 February 2005 as part of European Space Week. The importance of space for Europe across many areas—now explicitly acknowledged by the European Commission—is highlighted. Future initiatives are discussed and the Union's approach to international cooperation is outlined. It was hoped that the conference would provide an opportunity for participants to identify the best opportunities for partnership in space.  相似文献

In reviewing the past 50 years of international space cooperation, much of it stunningly successful, some bedevilled by difficulties, the author notes that ‘space’ can now only be understood as a complex area of widely varied sectors, further complicated by different funding sources and dual-use activities. While scientists were the initial drivers of cooperation, their flourishing programmes risk losing government funding to the grandiose manned missions being envisaged. Such funding is strongly reliant on political will rather than on the merits of any particular programme, something that, until recently with the GEO, has been particularly evident in earth observations. A major problem has been countries’ efforts to secure some minor national advantage at the expense of the bigger picture. But for international space cooperation truly to benefit humanity, a greater acceptance of working for the common good and more efficient programme management (no duplication) will be required.  相似文献
