A project has recently begun to review, coordinate and help formulate European Earth observation data policy. The project held its first of several workshops at University College London, 11–13 January 1999. The purpose of the first workshop was to conduct a review of the state-of-the-art in Earth observation data policy in Europe. All the EOPOLE team members gave presentations, and an extended discussion was held with Roy Gibson, former Director General of the European Space Agency, as the invited expert. This report describes the raison d'etre of EOPOLE and presents the main conclusions of the first workshop.  相似文献

The fourth workshop of the Earth Observation Data Policy and Europe (EOPOLE) project was held in Brussels, Belgium, 18–20 October 1999 at the offices of the European Commission DG Research, with Yves Reginster of Gere SA, Luxembourg, as guest speaker. The purpose of the workshop was to discuss the data policy issues raised by new technologies and by integrating Earth observation (EO) data with non-EO data. They included risks and reliability of output products, transfer of experience with new projects and intellectual property rights.  相似文献

This paper summarizes the final report of the Earth Observation and Data Policy and Europe (EOPOLE) fixed-term project, set up to review national research on the subject and to make recommendations for its improvement within an EU-wide context. It identifies the major issues to have emerged from the areas of user perspectives, pricing policy, the impact of new technologies on data policy, archiving policy and legal regulation and suggests ways of dealing with them. These include orienting data policies towards specific uses rather than users themselves; presenting a common European voice over the trade and exchange of geo-information via new communication means; and establishing a European-scale think-tank able to provide independent assessments of the economic, legal and international relations questions affecting Earth observation.  相似文献

The growing number of Earth observation satellites are producing ever increasing amounts of data. These data sets require adequate management to be widely exploited and to ensure preservation of what is a valuable information resource. Many Earth observation organisations have formulated or are developing policies related to how data are managed and distributed which encompass issues such as property rights, access and price of the data, exclusive data use and data archiving. European Earth observation is gaining more prominence in these developing policy issues. This paper is a review, from a largely European perspective, of current Earth observation data policies in operation by various public sector international, regional and national organisations in both the data providing and data user sectors. It will be demonstrated that certain trends exist between the various data policies but that differences in position are present in some key areas which may need to be reconciled in order for the Earth observation sector to reach maturity.  相似文献

A series of workshops designed to make up for the lack of high-level, informal discussion of European space policy has been running—with a gap during formulation of the EC Green/White Paper on this subject—since September 2002. In view of the progress made in establishing a coherent European strategy, and of various other recent events, such as China's entry into the human spaceflight field, the organizers intend not only to continue the series but also to establish a more permanent, research-oriented European Space Policy Foundation (ESPF). Following a report on the proceedings of the third workshop, held in September 2003, which covered developing an overall European policy, new applications (Galileo and GMES) and human spaceflight, the authors set out a proposal for an ESPF and present the six major research themes it would aim to investigate.  相似文献

On 5 and 6 December 1994, a two-day workshop was organised by the European Space Agency (ESA) and the European Centre for Space Law (ECSL) at ESA's Headquarters in Paris on the theme ‘Intellectual property rights and space activities: a worldwide perspective’. It was attended by some 90 participants and 16 papers were presented, analysing legal and policy issues with regard to intellectual property rights (IPRs) and space activities in a world context.  相似文献

Following previous work on space and internal security as part of the European Space Policy Institute's (ESPI) Space and Security programme, ESPI initiated a workshop dealing with an issue of high political as well as public concern – using space as an instrument in the broader strategic context of maritime security – together with the Austrian Institute for European and Security Policy (AIES), which has special expertise in security matters related to Europe. Over 50 high-ranking professionals took part in the 30 November 2009 event, “Space and Maritime Security - Strategies and Capabilities to Counter Piracy”, held at the Austrian Chamber of Commerce (WKÖ) in Vienna. The use of space assets for maritime security has moved up the political agenda as a result of the reliance of the EU ATALANTA NAVFOR mission on services and data provided by the European Union Satellite Centre (EUSC). The workshop therefore addressed technological capabilities as well as industrial approaches in the context of the political framework conditions. It provided a dialogue between space and non-space security communities.  相似文献

Its purpose was to address the user issues related to Earth observation data policy. This report presents the main conclusions of the workshop. The following report presents the main conclusions of the sixth and seventh EOPOLE workshops, held in Hydra, Greece, 3–4 May and Leiden, the Netherlands, 3–5 July 2000, respectively. The objectives of the first workshop were to evaluate different approaches to pricing policy and to assess how new developments in Earth observation and information technology are having an impact on Earth observation data pricing policy. Those of the second were to assess the constraints that legal frameworks impose on Earth observation and to explore ways in which they can be used to its advantage.  相似文献

The growing number of Earth observation satellites are producing exponential increases in the amount of data produced. These data sets contain valuable information on the state of the environment to accurately monitor and predict the impact of global change. Global change investigations require access to long-term data. This paper is a review of the current archiving practices of NOAA, NASA, SPOT, ESA and the DLR. It is demonstrated that despite recognition at a regional and organisational level of the importance of data archiving much work remains to be done. Funding responsibility is identified as a particularly problematic area of data archiving: it is an issue along with the need for easy accessibility and adequate metadata that will need to be resolved to ensure that future generations have access to adequate Earth observation data archives.  相似文献

The willingness of the European Union (EU) to acquire an important position by defining a well articulated space policy for Europe requires a redefinition of the roles of the various actors of this policy. This has been demonstrated at the last ESA Ministerial Conference despite the financial difficulties encountered by all spacefaring European countries. The European Space Science Committee (ESSC), an associated Committee of the European Science Foundation (ESF), actively participated in the elaboration of such a policy by presenting the point of view of the space scientific community and making recommendations to ensure that scientific space research is appropriately accounted for in overall European space policy. The ESSC is briefly described along with its activities and contributions to the definition of a European space policy.  相似文献

The Centre Français sur les Etats Unis (CFE) held a day-long workshop on GEOSS, GMES and IEOS on 17 January 2006. Sponsored by Arianespace, the invitation-only roundtable drew some 50 participants from European and US administration, industry and academia. In 1996, the National Research Council's Committee on Risk Characterization argued convincingly for the implementation of more participatory approaches to improve policy making by incorporating a wide range of stakeholder values and concerns in policy decisions. Guidance about how to best carry out such an approach in an agency like NASA is less clear. To address this gap, this paper discusses how the use of a structured approach to involve expert and non-expert stakeholders in policy making can improve the quality of stakeholder involvement and resulting decisions for space policy making at NASA. Supporting this discussion are results from two recent experiments. One compared the quality and type of participants’ input in a conventional stakeholder workshop with that of a more structured participatory process. The results from this experiment showed that a structured decision approach leads to more thoughtful and better-informed decisions. A second experiment showed that structured, participatory decision processes can help to legitimize space policy decisions after they have been implemented, leading to future benefits for the space agency.  相似文献

Data policy is an important element of the initiative on Global Monitoring for Environment and Security (GMES), which aims to establish a European capacity for the provision and use of operational information for monitoring and management of the environment and civil security by 2008. This paper documents the data policies of the variety of information providers likely to be involved in GMES, identifies the obstacles and draws conclusions on ways to improve data policy coherence. It addresses the main policy issues associated with Earth observation data, as well as with other types of environmental data.  相似文献

Space applications are used for countering a wide variety of external security threats but their use for the provision of internal security (for non-military threats like terrorism, organised crime or illegal immigration) is still largely neglected. Several steps have recently been taken to consider space applications for counter-terrorism and other internal security threats. In the context of the general call for a specific European security research programme, the European Union’s Framework Programme for Research and Technological Development (FP 7) is conducting several projects using space applications for fighting internal security threats. However, current attempts remain scattered across national and European initiatives, policy fields and pillars, institutional actors and actors involved in various projects. There is thus a strong need for a more integrated approach at the EU-level through a European Internal Security Strategy complementing the existing European Security Strategy. The US has been looking at the provision of homeland security for some time. A revision of existing structures in Europe should thus not neglect the dimension of transatlantic cooperation in this policy area.  相似文献

This article examines the current effort to establish a ‘European space policy’. The authors place this effort in the context of the experience of the 2003 Green and White Papers, the subsequent stalling of the Constitutional Treaty for the EU, and reductions in the EU's financial perspectives. They argue that, despite post-referenda malaise and systemic inertia on the part of several member states, adoption of a space policy is long overdue and should not merely seek to rearrange what is already there or expose yet again what is being done. A full-blooded policy setting in train fundamental change is needed, justifying a political decision at the level of the European Council. The article then offers criteria such a policy should fulfil as well as items the authors view as essential content. They briefly explore issues which could become stumbling blocks but which can be accommodated within the kind of policy this article advocates.  相似文献

The Small Satellite Technology Initiative (SSTI) is a National Aeronautics and Space Administration (NASA) program to demonstrate smaller, high technology satellites constructed rapidly and less expensively. Under SSTI, NASA funded the development of “Clark,” a high technology demonstration satellite to provide 3-m resolution panchromatic and 15-m resolution multispectral images, as well as collect atmospheric constituent and cosmic x-ray data. The 690-Ib. satellite, to be launched in early 1997, will be in a 476 km, circular, sun-synchronous polar orbit. This paper describes the program objectives, the technical characteristics of the sensors and satellite, image processing, archiving and distribution. Data archiving and distribution will be performed by NASA Stennis Space Center and by the EROS Data Center, Sioux Falls, South Dakota, USA.  相似文献

Despite some impressive programmes, Europe has not yet succeeded in forging a coherent space policy and, as a result, has not achieved its full potential in this field. As efforts to formulate a more comprehensive policy intensify, a series of workshops has been initiated in order to provide an independent platform, allowing broad participation, for discussion of the issues. This article describes the rationale behind the process and the structure of the workshops and reports on the highlights of the first workshop, examining the fundamental questions involved. We are witnessing a fundamental change in the perception of space-related issues. Once a symbol of technological competition between opposing political systems, space activities have become a part of everyday life and an indispensable means for states to achieve economic, scientific, political and social goals. This Report addresses the space activities of Turkey, a latecomer to space challenge but a country rapidly progressing in this field. In this context, major space-related policies and projects are first discussed. The current status of the Turkish space industry is then defined through SWOT analysis (strengths, weaknesses, opportunities, threats). The analysis is informed by a May 2012 workshop was held in Turkey at the Defense Sciences Institute, which brought together a range of interested actors to discuss Turkey's space policy. The workshop was followed up six months later with a survey of a larger group of participants. This Report lays out the findings of these two events, articulating the strengths and weaknesses for Turkey's space aspirations, and also a proposal for the country's future space ambitions. Strategies and policies that will be supportive in achieving the proposed space vision are also introduced.  相似文献
