Soviet space policy has long been viewed in the West as militaristic and aimed at achieving superiority, a situation which is abetted by the secrecy in which Soviet space activities are shrouded. This article argues, however, that Soviet space policy is essentially prudent and conservative, and based on exploiting existing technology to the maximum. Whilst it has provided the USSR with an impressive space potential, it does not mean that the USSR is ahead of the USA in space. Nevertheless, in the future the USSR is likely to undertake more international cooperation and offer commercial launch services.  相似文献

The international community is entering an era of shared global utilities from space and is increasingly reliant on space systems and activities that support a myriad of applications and utilities on Earth. A growing number of states are seeking to develop or extend their space capabilities. At the same time, a variety of non-state actors are also extending their involvement in space activities. The United Nations is the principal inter-governmental forum to deal with various space issues of global importance. Moreover, the United Nations system itself has become increasingly reliant on space systems for its day-to-day operations. In order for the United Nations to play its necessary role in the space arena, it will need to be supported by a space policy. A United Nations space policy would provide over-arching guidance on space activities for UN stakeholders in the space arena; it would inform UN participation in space activities and would promote improved coordination and cooperative governance of outer space activities. A world without a common UN space policy will not be able to respond to the challenges of the rapidly evolving space arena in the 21st century.  相似文献

This article uses space power theory to analyse the military space policy of the United States during the Cold War period up to the demise of the Soviet Union. It examines the consensus that emerged during this period which sought to prevent the weaponization of space. This consensus was called into question during the latter period with the announcement of the Strategic Defence Initiative and its subsequent orientation to Global Protection Against Limited Strikes system.  相似文献

This Viewpoint presents an industrial perspective of the policies needed to support and advance the capabilities and competitiveness of the European space industry. It is argued that Europe needs a coordinated longterm space policy to help create the climate in which industry can invest in and exploit space. Europe must also accelerate the development of advanced technology products and services, improve its competitiveness in applications and commercial markets including launchers, and secure fair and reliable international partnerships in in-orbit infrastructure and manned space activities. To this end European governments are urged to acknowledge the increasing political, economic and military importance of space and their continuing governance of space activities, and to establish mechanisms that promote industrial competitiveness; the development of the commercial sector; autonomy in key technologies; and international partnerships which are fair and affordable.  相似文献

This article examines the international legal and diplomatic questions relating to arms control and disarmament, focusing on space-based activities. These relate importantly to the development of anti-satellite satellites (ASATs) and ballistic missile defence systems (BMDs). Part I of the article examines the goal of ‘peaceful uses’ of outer space as elaborated in national policies and in international fora, the debate that has has taken place at the international level over the meaning and definition of peaceful purposes, legal manoeuvres, particularly in the UN, and US responses, and recent Soviet initiatives relating to space militarization. Part II will appear in the next issue, and will consider the US Presidential-Congressional dialogue on these questions and recent Presidential initiatives.  相似文献

The work of the UN Committee on Peaceful Uses of Outer Space was intensified following the accidental re-entry of the Soviet Cosmos 954 nuclear-powered satellite in 1978. But anyone thinking the purpose of the Committee's activity was to prevent the recurrence of such an accident will have been disabused by the USA's recent repudiation of the guidelines for the safe use of nuclear power supplies. The UN is good for political manoeuvring, argues the author of this Viewpoint, but real progress towards the safer use of nuclear power in space will originate elsewhere.  相似文献

Following Ukraine's 1991 declaration of independence and the disintegration of the USSR, Ukraine inherited a third of the Soviet Union's space industry. This paper presents an overview of the main features of Ukraine's current policy on the exploitation of this capability as a factor in the transformation of its economy. It illustrates how the policy is being realized in the areas of launch systems, Earth observation, satellite communications and international relations, and concludes that Ukraine's strengths in the space field are counterbalanced by obstacles which must be faced, both within the country and externally.  相似文献

The recent enthusiastic initiatives in the USA to commercialize space activities are also likely to facilitate and accelerate Third World ventures in space. This article outlines the history of Third World space activities and points to the danger that these nations will use satellite launch technology for military applications. Competitive economic and political pressures are aiding the migration of older missile technology to Third World Nations. The author argues for the establishment of an International Missile Technology Regime, which would limit the transfer of space launch technology to nations which are in full compliance with the 1968 Nuclear Non-Proliferation Treaty.  相似文献

The material reproduced covers space policy and industry in CIS countries, providing a transversal view of CIS space activities and organizations. Generic problems across all fields of applications are analysed; the final focus is on trade with foreign countries. The other volumes cover prospects for satellite communications in the CIS to 2000; prospects for Earth observation satellite systems in Russia and Ukraine to 2000; and prospects for space transportation systems in the CIS to 2000. The USSR has submitted several proposals to the United Nations in recent years which are aimed at avoiding the militarization of outer space. This article examines three of the proposals and evaluates them in the context of existing treaties, to see whether or not they could resolve the political and legal problems which might arise. The reactions of the United Nations General Assembly and individual nations are also considered. The author concludes that several questions regarding the military aspects of space activity are left unresolved by the Soviet proposals.  相似文献

The 1958 Space Act created separate but related military and civilian space exploration and exploitation efforts for the USA. This Viewpoint reexamines the assumptions of the act, and questions how they might be modified to fit with technical and political developments since 1958. Should separate civilian and military programmes continue? How should launch vehicles be developed and operated? What should be the major goals of the space exploration programmes? A well defined and forward looking space policy is proposed, including a lunar base programme, which will take the initiative away from the USSR.  相似文献

1991 is one of the most decisive years in the history of German space activities. Not only do major policy decisions have to be taken concerning the continuation of the European programmes Hermes and Columbus — which, due to the heavy involvement of Germany in international cooperation, strongly affect its space policy — but one year after the unification of Germany the country is about to set up its new space programme. In a clear departure from previous policies and activities, the European Union, together with the European Space Agency, have embarked on a series of military and security related space activities in recent years, often under the umbrella of largely civilian programmes. Such dual-use space programmes not only silently introduce military use of space in the context of the EU, they are to become an integral and essential part of the EU’s growing military ambitions. While these ambitions are opposed by large sections of European society, the EU has made milspace projects a top priority, with no international answer yet to the real and growing risks of military rivalry in space.  相似文献

Since the 1950s, crewed spaceflight has been the province of NASA, a decision reaffirmed in the 1960s with the cancellation of all military projects which might have competed. That understanding has driven American space policy since that time despite the fact that the military has not given up its dream of crewed spaceflight. Over the past decade, that division of labor has begun to break down in part due to the military's heightened awareness of the usefulness of space as operational location. The Air Force, the service most committed to this vision of military space, has in its planning for the next generation returned to the concept of military space activities across the spectrum. In essence, the implied social contract which drove American crewed spaceflight since the sixties is now undergoing revision and possible reversal. Given the political climate, NASA may be particularly vulnerable to such challenges. The impact of such a change upon the world wide human spaceflight effort is unknown but likely to be extremely disruptive as military considerations move to the fore. The debate is ongoing, the major limitation remains budget so that any agreed upon changes are likely to be slow to occur.  相似文献

The development of protective suits for space use started with the Vostok-suit SK-1, first used by Yu. Gagarin on April 12, 1961, and then used on all subsequent Vostok-flights. The technical background for the design of these suits was the work on full pressure protective suits for military pilots and stratospheric flights in the 1930's through 50's. The Soviet-Russian space programme contains a large number of 'firsts', and one of the most well known is the first EVA by Leonov in 1965. This event is also the starting point for a long series of space suit development for Extravehicular Activities over the last 35 years. The next step to come was the transfer in void space of crew members between the two spacecraft Soyuz 4 and 5 in 1969. As has later become known this was an essential element in the planned Soviet lunar exploration programme, which in itself required a new space suit. After the termination of the lunar programme in 1972, the space suit development concentrated on suits applicable to zero-gravity work around the manned space stations Salyut 6, Salyut 7 and MIR. These suits have become known as the ORLAN-family of suits, and an advanced version of this suit (ORLAN-M) will be used on the International Space Station together with the American EMU. Canada is a space power with unique technical niches that support opportunities for collaboration on space technologies. When U.S.-origin space technologies are involved Canada's ability to collaborate internationally may be conditional on US law and policy. As a result, US export control law can be directly linked to the success or failure of Canadian collaboration. This article examines the strategic impact of U.S. export controls on Canadian autonomy to collaborate on international missions, including multi-use missions. Canadian space export control policy is also examined more broadly with the goal of providing specific policy recommendations that will enhance Canada's future as an international space actor.  相似文献

Proliferation and pace of advancing technologies warrant policy and strategic decision-making. Without thinking ahead, companies can loose marketshare and countries can yield comparative advantage. The rate at which burgeoning technologies progress, however, can make it difficult for corporations and governments alike to discern or better anticipate critical junctures in technology developments. This paper presents a conceptual, multidimensional framework, the “evolutionary path”, for understanding the stages of technological development in the civil space area. The analysis draws from three case studies — communications satellites, computers, and launch vehicles — and shows how the implications and developments of new, breakthrough technologies differ from the incremental technology upgrades or the later emergence of interconnected systems and infrastructures.  相似文献

In a previous paper, the author described a hypothetical development path of technical civilisations which has the following stages: planet dwellers, asteroid dwellers, interstellar travellers, interstellar space dwellers. In this paper, several scenarios are described which may cause the rise of an asteroid-based technical civilisation. Before such a transition may take place, certain space technologies must be developed fully (now these exist only in very preliminary forms): closed-cycle biological life support systems, space manufacturing systems, electrical propulsion systems. After mastering these technologies, certain events may provide the necessary financial means and social impetus for the foundation of the first asteroid-based colonies. In the first scenario, a rich minority group becomes persecuted and they decide to leave the Earth. In the second scenario, a "cold war"-like situation exists and the leaders of the superpowers order the creation of asteroid-based colonies to show off their empires' technological (and financial) grandiosity. In the third scenario, the basic situation is similar to the second one, but in this case the asteroids are not just occupied by the colonists. With several decades of hard work, an asteroid can be turned into a kinetic energy weapon which can provide the same (or greater) threat as the nuclear arsenal of a present superpower. In the fourth scenario, some military asteroids are moved to Earth-centred orbits and utilised as "solar power satellites" (SPS). This would be a quite economical solution because a "military asteroid" already contains most of the important components of an SPS (large solar collector arrays, power distribution devices, orbit modifying rocket engine), one should add only a large microwave transmitter.  相似文献

China's ambitious space program was born in extremely poor national conditions in 1956. By 15 October 2003, with the successful return of the Shenzhou-4 manned space flight, it had developed dramatically. While this flight is a milestone in China's space capabilities, the Shenzhou-4 mission should be considered not as an end, but as the entry ticket to the space power club of the USA and Russia. China may now be a space power, but it is not yet a military space superpower in the way of the latter two countries. This paper investigates whether China will become a military space superpower by reviewing the development of its space program. It examines Chinese military space capabilities in terms of their military space potential, and discusses the political, military and economic implications of this issue. Finally, the paper suggests that China should continue to take the road to openness, focusing on commercial and economic efforts. This will be an alternative direction in which the country can consider exactly what space capabilities it needs in order to continue its economic development.  相似文献
