AVENUE: a platform for testing new concepts,the building block of a european ATM system

Faced with the urgent need to facilitate the next generation of Air Traffic Management systems and to alleviate the insufficient interoperability of its components, standardisation and validation activities have to be promoted. The AVENUE project brings to the public domain a set of interfaces and an ATC data dictionary defined by consensus of all stake-holders. The project goes on to prove the correctness of an architecture for open validation platforms with a first instance based at the Eurocontrol Experimental Centre which was built with existing ATC components provided by key European ATC players. This will constitute a solid basis for validation activities in the European Commission 5th Framework Programme and in other R&D programmes.     

NEWSKY - Concept for NEtWorking the SKY for Civil Aeronautical Communications

In this paper, an overview of the NEWSKY project is given. This project is funded by the European Commission within the 6^th framework program and is scheduled to start in early 2007. The NEWSKY project is a feasibility study to clarify if it is possible to establish a heterogeneous network for aeronautical communications which is capable of integrating different communications systems as well as different applications into a single global aeronautical network. The envisaged applications comprise not only air traffic control and management but also airline and passenger communications     

New fire/smoke detection and fire extinguishing systems for aircraft applications

This paper gives an overview on the European Commission funded FIREDETEX Research Project. The project focuses on two aspects of aircraft fire protection: fire detection and fire suppression. New physical and chemical ways of detecting fire at an early stage will be investigated including detection in non-protected areas such as electronic bays. In the frame of halon replacement research the project will investigate the capabilities of an combined water mist/nitrogen suppression system. The project consortium consists of a partnership of 12 companies. Universities and Research Establishments from 5 European countries.     

Current research projects on airport surface movement guidance and control systems

Improvements in Air Traffic Management are required and aim at reduction and avoidance of inefficiencies, delays and safety risks. A frame concept under the term A-SMGCS (Advanced Surface Movement Guidance and Control System) has been accepted world-wide in order to avoid an airport bottleneck. Three projects are described in brief: the DLR internal project TARMAC and the European Commission sponsored projects DEFAMM and BETA.

In its conclusions of 17 March 1998 on the European Commission's communication ‘Towards a Trans-European Positioning and Navigation Network — including a European strategy for Global Satellite Navigation Systems (GNSS)’, the European Union (EU) Council of Ministers requested the Commission to present recommendations on the future European approach to global satellite navigation.     

Selling grandfather: an analysis of the latest EU proposals on slot trading

In July 2000, the European Commission issued a consultation paper based on draft proposals to revise the 1993 regulation on airport slot allocation. This long awaited document was the culmination of seven years of thinking within the Commission as to how best to improve the current system of slot allocation at capacity constrained airports within the European Union. One of the proposals contained in the consultation paper involves allowing airlines to buy and sell slots. The aim of this paper is to highlight and address some of the key issues involved.     

Taxation of aviation fuel — an aerospace manufacturing industry view

The European aerospace manufacturing industry, represented by AECMA, considers that the recommendations in the European Commission Communication ‘Taxation of Aircraft Fuel’ would not be the best way to address the environmental impact of aviation. The recommended actions would provide minimal reduction in emissions, while putting the European aviation industry at a competitive and economic disadvantage. An international assessment of other measures would provide greater benefits.     

AeroSME - help for sMEs to join european R&TD programmes

The European Commission and the aerospace industry in Europe have set up AeroSME, a joint activity to encourage and support the participation of small and Medium-sized Enterprises (SMEs) in European Research Programmes.     

Stability analysis using SDSA tool

The SDSA (Simulation and Dynamic Stability Analysis) application is presented as a tool for analysing the dynamic characteristics of the aircraft just in the conceptual design stage. SDSA is part of the CEASIOM (Computerized Environment for Aircraft Synthesis and Integrated Optimization Methods) software environment which was developed within the SimSAC (Simulating Aircraft Stability And Control Characteristics for Use in Conceptual Design) project, funded by the European Commission 6th Framework Program. SDSA can also be used as stand alone software, and integrated with other design and optimisation systems using software wrappers. This paper focuses on the main functionalities of SDSA and presents both computational and free flight experimental results to compare and validate the presented software. Two aircraft are considered, the EADS Ranger 2000 and the Warsaw University designed PW-6 glider. For the two cases considered here the SDSA software is shown to be an excellent tool for predicting dynamic characteristics of an aircraft.     

Quality workshop with the Czech aerospace industry

The Association of Aviation Manufacturers in the Czech Republic, AAM CR, the European Association of Aerospace Industries, AECMA, and the European Commission held a workshop on quality in Aerospace in Prague in March 2000. The workshop focussed strongly on practical examples and issues of quality systems and aimed at supporting further integration of the Czech aerospace industries into the European aerospace industry structure.

Ocean Engineering in the U. S. Navy

This paper is the complete text of an address given at the IEEE meeting in New York on March 23, 1966, in ?Undersea Technology Session,? covering the U. S. Navy's furtherance of the development of Ocean Engineering and some plans for the future. The items covered include the deep submergence systems project, SEALAB III, salvage work packages circa 1967, and additions to the Marine Engineering Laboratory.     

Airports: an integral part of the air traffic management system

The airports system, as a whole, forms a continuum with the airspace. So, the airports must be considered as an integral part of the Air Traffic Management System, and due to the current air traffic growth, their evolution requires special attention. This is the reason why the European Commission is conducting an airport related research programme.

High reynolds number tools and techniques for civil aircraft design - an overview of the HiReTT programme

The collaborative research project HiReTT, coordinated by Airbus UK, is focused on understanding the effects of scale on aircraft drag. The project was launched in January 2000 as part of the European Fifth Framework Programme. In this paper an overview of the HiReTT project objectives and work plan is given to together with progress achieved in the first year of the project. The improvement in analysis tools and test techniques delivered by this programme will enable an accurate prediction of aircraft performance to be made with the aircraft design process that can be validated ahead of first flight.     

The TCAA - a blueprint for the 21st century

In December 1999, US Transportation Secretary Rodney Slater convened a high level international conference entitled ‘Aviation in the 21st Century, Beyond Open Skies’. At that conference, Loyola de Palacio, Vice-President and Commissioner for Transport and Energy of the European Commission put forward new proposals for an open civil aviation market embracing Europe and North America - a ‘Transatlantic Common Aviation Area’ (TCAA). Because of the potential importance of these ideas for the future of civil aviation development, the text of Vice-President de Palacio's Chicago speech is reproduced here.     

The Engineer as a Radical?

Outdated and rigorous curricula are not only producing engineers unsuited to the challenges of the 1970's, but they are scaring off many of the most creative and intelligent students. Engineering education has become an endurance test; the excitement has been lost. Most students strive only to get out. Engineering schools have not yet realized the importance of the involvement of engineers in current environmental problems. They continue to present only the dry technical courses and seem unconcerned about the student's sense of social perspective or his motivation. This paper proposes a freshman awareness seminar plus project oriented learning in the following years as a remedy for this sad situation.
