航空制造多项目优先级模糊综合评价方法

针对企业多项目并行执行时可能出现冲突,提出多项目冲突优先的模糊综合评价方法,通过建立优先级评定矩阵、分类分解评判因素的层次结构、建立评价集、确定因素权重,最后建立多项目优先级模糊综合评价矩阵,从而确定项目的优先级关系,实现项目冲突消解。并以某型飞机机翼和机身制造项目为例验证了方法的可行性和正确性。     

航空发动机强度预研项目选择定量分析

本文用Fuzzy ISODATA方法对航空发动机强度预研项目的选择进行了定量分析。在项目选择模型中,同时考虑了项目的重要程度和项目之间在技术上的互相影响。     

Independent Research Planning and Implementation

Spending company money wisely is a challenging job. The management approach used for selecting, executing, and applying company research projects is presented. Goals for research expenditures are discussed, together with methods of defining projects. The important interface between Government organization and company engineering and marketing is given. Optimum means of organizing and controlling selected research projects are covered, including management redirection when required. Approaches for maximizing creativity are also presented. All information presented is from actual experience and procedures now in use.

航空领域专项计划的实施需要发现大量重大基础研究项目进行支撑,而目前航空科研管理部门在项目发现过程中以被动管理为主,未能充分发挥其作用。通过分析自上而下航空领域重大基础研究项目内涵及现状基础上,借鉴项目集识别过程及其项目识别特点,构建自上而下的航空领域重大基础研究项目发现过程及机制,分析重大基础研究项目发现所涉及的航空领域专项计划主管部门、航空科研管理部门以及科研人员间的相互关系和功能,并结合某航空科研管理部门进行实例应用。表明基于项目集识别过程梳理和完善了航空领域重大基础研究项目发现过程及机制,强化了航空科研管理部门作用,提升了项目发现有效性。     

提高跨声速风扇转子气动负荷系数途径

回顾了跨声速风扇/压气机转子气动负荷的研究历程,并对基准风扇转子和两个方案转子进行了三维流场分析。通过对195个研究方案的对比研究,目前阶段数值模拟的结果中风扇转子气动负荷系数达到0.65。在来流条件相同的情况下:合理组织激波结构可以大幅提高叶尖气动负荷;叶根大转角设计是提高根区气动负荷的可行途径;静子跨声速来流是高气动负荷跨声速风扇/压气机的必然结果。     

Selecting a programming language for your project

Since the mandate was dropped that the Ada language had to be used in all DoD projects, software managers have had more freedom to choose which programming language to use on their DoD projects. For most new DoD software projects that need a general purpose high-level language, Ada, C, or C++ are the main contenders, with increasing attention paid to the new language celebrity, Java. Furthermore, multilanguage systems seems to be getting increasingly popular. As a result, companies offer integrated multilanguage programming environments. Although each programming language has its own strengths and weaknesses, the reason for choosing a particular language may ultimately be based on factors having nothing to do with the technical merits of the language itself. Such factors may include the availability of compilers for the host/target, the maturity and efficiency of available compilers, the availability of programmers who already know the language, whether the language can easily interface with existing systems such as graphical user interfaces or data bases, the existence of legacy software written in a specific language, or how well the language fits in with adopted COTS products. A few common misconceptions that may affect the choice of a programming language are listed

特大型工程项目评价的现代思维

NPV法作为工程项目评价的方法已被越来越多决策者所质疑,特别对于具有极其复杂的社会内涵价值的特大型工程项目,用NPV法来评价时存在诸多缺陷。为弥补传统评价方法的不足,也为提高特大型工程项目评价质量,一种更加贴近现实环境的工程项目评价方法亟待建立。文章以期权博弈理论为基石,结合风险规避和互动公平理论对工程项目进行评价,并在此基础上提出面对特大型工程项目评价的互动评价原则。

"中青年教育研究基金"课题，是民航学院科研工作普遍展开的一个侧重面。简要地分析了"中青年教育研究基金"设立后的现状和存在的问题；重点探讨了科学选题与充分论证是提高课题申报水平和完成率的关键；提出了在加深认识的同时，应采取措施从管理上增大工作保障的力度。通过提高申报水平，加强管理，保证"中青年教育研究基金"课题的质量和圆满完成，使"中青年教育研究基金"课题走上一条健康发展的研究道路。     

基于综合设计的涡轴发动机热力循环方案研究

为了对比研究不同热力循环参数的涡轴发动机方案,建立集总体性能设计、尺寸流路设计、部件初步气动设计和重量估算的总体/部件为一体的综合设计模型,利用部件效率/气动负荷耦合设计和涡轮冷气量计算模型,实现发动机总体/部件的耦合设计。结果表明:在现有的设计技术水平下,低压比方案、高涡轮进口总温方案以及低压比和高涡轮进口总温的组合方案各具优势;高热力参数方案的设计必须以技术的进步为前提;未来涡轴发动机的总体设计将会沿着高热力循环参数和低热力循环参数两种方向发展。     

工程施工中深基坑高程放样的误差分析

论述了市政工程施工中深基坑高程放样方法,对放样过程中产生的误差及误差的大小进行了分析。本测量放样方法可以满足给排水工程施工,以及符合高程精度要求的验收规范。     

European research on the atmospheric effects of aviation and the CORSAIRE project cluster

Research related to the atmospheric effects of aircraft emissions has become increasingly important during the last decade within the EC Environment research programmes and the national programmes by the Member States of the European Union. The aim is to assess the global effects on climate and the ozone layer resulting from the increasing air traffic. Currently, the EC research activities are supported by the ‘Global Change, Climate and Biodiversity’ Key Action of the Environment and Sustainable Development programme. Coordination of EC and nationally funded projects occurs through the CORSAIRE (Coordination of Research for the Study of Aircraft Impact on the Environment) cluster. The results of the projects involved in CORSAIRE contribute to aviation related atmospheric assessments and provide a solid scientific basis for any future policy or regulatory action. Finally, the perspective of the European research, which makes a major contribution to the worldwide efforts in this field, are described.     

军品技改项目基准折现率确定方法研究

由于军品项目的特殊性，其基准折现率的确定方法与其他项目有所不同，要用以项目资金加权平均成本为基准，以项目整体风险系数为乘数来增加项目抗风险能力或作为投资风险补偿的基准折现率计算方法，其中，加权平均资金成本采用各种来源资金的资金成本的加权平均值（即全部资金的加权平均值），而在确定风险系数时则应结合军品技改的实际情况，充分考虑项目的风险因素，恰当地确定有关指标和权重。     

层次分析法在科技项目管理中的应用

在介绍层次分析法的基础上,以其在创新性研究项目管理中的应用为例,指出这一方法可以帮助管理者在科技项目管理中更多地减少人为感觉和经验操作,促使把好科技项目选择关和投入关。     

水泥深层搅拌桩的沉降分析

通过对2个工程实例的设计、施工、检测及沉降观测等方面的分析和研究，探讨了水泥深层搅拌桩复合地基的沉降变形特点，为此类工程的设计衣施工提供了有益的经验。     

Analysis of domestic aircraft gas turbine engine development dynamics

The schemes of creating aircraft GTE developments by domestic design bureaus are analyzed and basic engines, their modifications and some projects are shown in chronological succession. The amount of developments of individual engine types is examined and a share of each DB in the general scope of developments is determined. The dynamics of GTE developments in the USSR/CIS is presented.

Overview of adaptronics in aeronautical applications

The Institute of Structural Mechanics (ISM) at the German Aerospace Center is working on several projects, concerning adaptive structures. This paper focuses on some aeronautical applications that are subject of current investigations.     

Photographic tracking of artificial satellites

A review of the development of photographic tracking techniques in different countries during the recent 5–6 yr is given. Main results of scientific investigations based on observations with Baker-Nunn cameras are considered. New large Soviet, English, French, German cameras are described. Important international projects on photographic tracking for satellite geodesy are reviewed. Main directions of research in this domain are discussed.     

不同生命周期项目组合的约束资本预算优化模型及算法

文章给出了约束资本预算优化模型的一般数学表达式.根据詹姆斯*范霍恩的共同生命周期法的理论,提出了一种对不同生命周期项目组合的约束资本预算优化的新算法.通过算例,说明了新算法与原有算法的差别,结果表明新算法考虑了项目的重置,在满足各种约束的前提下,按照净现值指数的大小选择项目组合,从总体上寻优,得到的净现值总和更大,具有更为优化的特征.
