In reviewing the past 50 years of international space cooperation, much of it stunningly successful, some bedevilled by difficulties, the author notes that ‘space’ can now only be understood as a complex area of widely varied sectors, further complicated by different funding sources and dual-use activities. While scientists were the initial drivers of cooperation, their flourishing programmes risk losing government funding to the grandiose manned missions being envisaged. Such funding is strongly reliant on political will rather than on the merits of any particular programme, something that, until recently with the GEO, has been particularly evident in earth observations. A major problem has been countries’ efforts to secure some minor national advantage at the expense of the bigger picture. But for international space cooperation truly to benefit humanity, a greater acceptance of working for the common good and more efficient programme management (no duplication) will be required.  相似文献

The space programme of the former USSR has been in disarray since the disintegration of the Soviet empire and it faces formidable economic and political problems. Attempts are being made, however, to formalize a programme for the Commonwealth of Independent States (CIS) and a Russian space agency has been established. A senior Russian scientist here gives his personal view of the past, present and future of his country's space activities. He emphasizes the need to take advantage of new opportunities for cooperation, argues for the lifting of US restrictions on technology transfer and stresses the importance of space technology in monitoring environmental problems. About 100 countries now pursue their ‘public diplomacy’ interests by broadcasting audio programmes via shortwave to 400 000 000 radio listeners. However signals broadcast by surface-based shortwave transmitters are limited in coverage, reliability and quality, and shortwave broadcasting suffers from increasingly difficult operating and political problems. Space technology could now begin to be employed to create common-carrier, common-user (Intelsat- and Inmarsat-like) space-based systems which could provide a truly excellent, low-cost, direct-broadcast audio service throughout the world. The world's governments could thereby use space in a new way to promote ‘Glasnost-Openness’ for ‘the benefit of all mankind’.  相似文献

The Russian/CIS space programme is planning launches from the world’s oceans. In July 1998 a small German satellite was launched from a Russian submarine, the first launch of its kind. A whole family of submarine-launched missiles is available for commercial launches of this kind. In addition, 1999 should see the first flight in the Sea Launch programme which brings together Russian, Ukrainian, US and Norwegian experience.  相似文献

In the last two years the USSR has not only acknowledged publicly for the first time that it was trying to ‘race’ the USA to put the first man on the Moon, but they have finally given some details of the programme, the equipment and the political in-fighting which ensured that the programme was a failure. This article traces the history of the Soviet manned lunar programme and also discusses the implications for the future development of the Soviet manned programme of the giant N-1 booster's cancellation in 1974.  相似文献

The conventional wisdom holds that the Space Shuttle programme has been a ‘policy failure’ because NASA compromised its original concept in the face of weak political commitment and inadequate funding. However, a detailed reappraisal of the history shows that this reasoning is ambiguous, counterfactual and contrary to experience. Congressional and presidential support for the Shuttle has consistently been generous despite flawed and shifting justifications for the programme advanced by NASA. Among the lessons to be learned are the need for more rigorous congressional oversight and the development of smaller, quicker and independent civil space programmes.  相似文献

This viewpoint argues that the barriers preventing human expansion into space are not scientific but political and legal - an inability to secure funding; artificially high costs created by punitive insurance premiums and excessive bureaucracy; and uncertainty and disagreement about the extent and implications of legal regulation of space activities. As we celebrate the 50th anniversary of the start of spaceflight and of the initiation of European integration, both these symbols of modernity seem to have stalled. We have learnt that some forms of modernity bore a heavy price, such as environmental issues. The social value of ‘progress’ has changed; this affects the types of programme that publics support. Although prestige may still be important to new spacefaring nations, it is the utility of space technology in solving terrestrial problems that is most important, while economic changes, which have made government funding tighter, have opened the door to private initiatives. As we enter the 21st century, we can still be proud of our achievements in space, but we must understand that the reasons we pursue such activity has changed.  相似文献

Is it possible for small nations to get their concerns aired or improve their industries and economies in the field of space activities? In this edited version of a speech to the international symposium on ‘The History of the European Space Agency’, held in London, 11–13 November 1998, the author demonstrates that, through judicious cooperative endeavour within the framework of ESA, and a willingness to put forward solutions rather than harping on problems, it is. Switzerland’s role in the foundation of ESA is discussed, along with various successful initiatives taken by the country. The particular difficulties presented by the country’s constitution – and how they have been overcome – are also examined. The author concludes with some thoughts on the present and futute state of space affairs in Europe.  相似文献

The author argues that students attending the International Space University (ISU) are becoming a force to be reckoned with in space activities thanks to their enthusiasm, dedication and their Design Projects tackling major technological issues. This article reviews previous projects, before focusing on those of 1993 and 1994, and analyses whether they can be seen as agents for change in space policy making. Key ‘selling points’ are the ‘students’ non-rigid approach to thinking and doing, their refusal to believe in the intractability of any problem and the appeal their novel coalition may have for political leaders.  相似文献

The process of formation of a particles cloud (space debris) during breakdown of the Earth’s Artificial Satellite (EAS) is considered. A system of equations of motion is derived, and its analytical solution in the linear approximation for circular orbits is presented. The distinction between this solution and an exact numerical solution is indicated. The USSR has submitted several proposals to the United Nations in recent years which are aimed at avoiding the militarization of outer space. This article examines three of the proposals and evaluates them in the context of existing treaties, to see whether or not they could resolve the political and legal problems which might arise. The reactions of the United Nations General Assembly and individual nations are also considered. The author concludes that several questions regarding the military aspects of space activity are left unresolved by the Soviet proposals.  相似文献

Traditional space relations among civilian space actors are undergoing in the post-cold war era a rapid evolution with a growing number of new institutional entities. The cold war era and its resulting political environment, which limited space cooperation to ‘intra-bloc’ cooperation, has disappeared, allowing the development of new axes and mechanisms of cooperation. The internationalization and regionalization of space activities witnessed in recent years is foreseen to gain momentum, leading therefore to a new geography of civilian space activities.  相似文献

This article examines the international legal and diplomatic questions relating to arms control and disarmament, focusing on space-based activities. These relate importantly to the development of anti-satellite satellites (ASATs) and ballistic missile defence systems (BMDs). Part I of the article examines the goal of ‘peaceful uses’ of outer space as elaborated in national policies and in international fora, the debate that has has taken place at the international level over the meaning and definition of peaceful purposes, legal manoeuvres, particularly in the UN, and US responses, and recent Soviet initiatives relating to space militarization. Part II will appear in the next issue, and will consider the US Presidential-Congressional dialogue on these questions and recent Presidential initiatives.  相似文献

Since its beginning the objective of Japanese space policy has been to ‘catch up’ with advanced spacefaring countries. However, this catching-up strategy is now facing several difficulties, because of the downturn in the economy and changing political and technological circumstances. In such circumstances the Japanese space community has realized the need to change its national space strategy. In 2005 a group of powerful Japanese politicians issued a report on constructing a national space strategy, which recommended that the government establish a new decision-making structure by creating a new Basic Law of Space Activities. These efforts underline the need for Japanese space to shift the focus of its policy from technological development to applications.  相似文献

The governments’ priority and budgets for space activities are steadily decreasing and the importance of space activities is not any longer reaching the front pages of the newspaper, as in the 1960s. On the other hand in Europe the people, at large, have shown an important interest and support for space activities. A contribution to bridge the gap between decreasing funding and important support of citizen can come from teaching space policy in universities as well as in special workshops for government, industrial and military circles. The rise of the EU as an actor in the European and world space theatres, in its various roles as initiator, owner and operator of large-scale programmes such as Galileo and GMES, has raised a number of questions with regard to industrial policy. Based on the experiences from the Galileo programme's procurement round in the Full Operational Capability (FOC) phase and on the present discussions on space industrial policy within the EU, this paper argues that, whereas the EU's political ambitions in space have been discussed and become reasonably well defined, the specific policy tools and legal instruments to put them into practice are far from complete. First, an unequivocal industrial policy for the space sector needs to be defined that reconciles the Union's political ambitions with the economic specificities of the space sector. At present, this is a work in progress, with opinions diverging between member states. Second, both logically and temporally, these policy decisions need to be translated into legal instruments that allow their implementation. This implies the development of made-to-measure funding instruments and procurement rules. We conclude by emphasising the need for a sector-specific industrial policy as an integral part of the EU's space policy.  相似文献

Mission-oriented research shifts the assessment of research products and potential from scientists to external factors. This is the point of mission funding, but it introduces what the author calls ‘epistemic drift’, which is part of a more general clash between different value systems and cultures. The culture clash between the military and industry has led to a shift in debate from spin-off to dual-use technologies. Similar conflicts and tensions are introduced into the university research system by large-scale mission funding such as that of SDI, and it is imperative that universities establish a strong civilian base for fundamental research funding instead of lobbying for military support.  相似文献

For many years the world-famous Kettering Group of amateur satellite observers have confounded many more ‘official’ organization with their accucary in tracking Soviet space launches. In this article the group's founder, Geoffrey E. Perry, MBE, presents his personal perspective on current developments in the Soviet space programme. The USSR's increased openness about non-sensitive issues is to be welcomed, he concludes, but the Kettering Group has work to do yet.  相似文献

Despite its straightened circumstances and doubts about how much political support it receives, Russia's space programme continues — and continues to plan for new activities and applications. This edited version of the National Paper of the Russian Federation, presented at Unispace III in July 1999, details some of the country's major achievements in space in recent years and sets out the main areas it intends to pursue for the early twentieth-first century.
