The National Space Biomedical Research Institute (NSBRI) is supporting the National Aeronautics and Space Administration's (NASA) education mission through a comprehensive Education and Public Outreach Program (EPOP) that communicates the excitement and significance of space biology to schools, families, and lay audiences. The EPOP is comprised of eight academic institutions: Baylor College of Medicine, Massachusetts Institute of Technology, Morehouse School of Medicine, Mount Sinai School of Medicine, Texas A&M University, University of Texas Medical Branch Galveston, Rice University, and the University of Washington. This paper describes the programs and products created by the EPOP to promote space life science education in schools and among the general public. To date, these activities have reached thousands of teachers and students around the US and have been rated very highly.  相似文献

Globalization is creating an interdependent space-faring world and new opportunities for international partnerships that strengthen space knowledge development and transfer. These opportunities have been codified in the Global Exploration Strategy, which endorses the “inspirational and educational value of space exploration” [1]. Also, during the 2010 Heads of Space Agencies Summit celebrating the International Academy of Astronautics’ (IAA) 50th Anniversary, space-faring nations from across the globe issued a collective call in support of robust international partnerships to expand the frontiers of space exploration and generate knowledge for improving life on Earth [2].Educators play a unique role in this mission, developing strategic partnerships and sharing best educational practices to (1) further global understanding of the benefits of space exploration for life on Earth and (2) prepare the next generation of scientists required for the 21st Century space workforce. Educational Outreach (EO) programs use evidence-based, measurable outcomes strategies and cutting edge information technologies to transfer space-based science, technology, engineering and mathematics (STEM) knowledge to new audiences; create indigenous materials with cultural resonance for emerging space societies; support teacher professional development; and contribute to workforce development initiatives that inspire and prepare new cohorts of students for space exploration careers. The National Space Biomedical Research Institute (NSBRI), the National Aeronautics and Space Administration (NASA) and Morehouse School of Medicine (MSM) have sustained a 13-year space science education partnership dedicated to these objectives.This paper briefly describes the design and achievements of NSBRI's educational programs, with special emphasis on those initiatives' involvement with IAA and the International Astronautical Congress (IAC). The IAA Commission 2 Draft Report, Space for Africa, is discussed as a model for developing sustainable partnerships and indigenous programs that support Africa's steady emergence as a global space-faring force. The IAC will provide timely: 2011 South Africa will provide timely feedback to refine that report's strategies for space life sciences education and public engagement in Africa and around the globe.  相似文献

The National Space Biomedical Research Institute (NSBRI) Education and Public Outreach Program (EPOP) is supporting the National Aeronautics and Space Administration's (NASA) new vision for space exploration by educating and inspiring the next generation of students through a seamless pipeline of kindergarten through postdoctoral education programs. NSBRI EPOP initiatives are designed to train scientists and to communicate the significance of NSBRI science, as well as other space exploration science, to schools, families and lay audiences. The NSBRI EPOP team is comprised of eight main partners: Baylor College of Medicine (BCM), Binghamton University–State University of New York (BUSUNY), Colorado Consortium for Earth and Space Science Education (CCESSE), Massachusetts Institute of Technology (MIT), Morehouse School of Medicine (MSM), Mount Sinai School of Medicine (MSSM), Rice University and the University of Texas Medical Branch (RU–UTMB), and Texas A&M University (TAMU). The current kindergarten through undergraduate college (K-16) team, which was funded through an open national competition in 2004, consolidates the past 7 years of K-16 education activities and expands the team's outreach activities to more museums and science centers across the nation. NSBRI also recently expanded its education mission to include doctoral and postdoctoral level programs. This paper describes select K-16 EPOP activities and products developed over the past 7 years, and reports on new activities planned for the next 3 years. The National Space Biomedical Research Institute (NSBRI) encourages open involvement by scientists and the public at large in the Institute's activities. Through its Education and Public Outreach Program, the Institute is supporting national efforts to improve Kindergarten through grade twelve (K-12) and undergraduate education and to communicate knowledge generated by space life science research to lay audiences. Three academic institution Baylor College of Medicine, Morehouse School of Medicine and Texas A&M University are designing, producing, field-testing, and disseminating a comprehensive array of programs and products to achieve this goal. The objectives of the NSBRI Education and Public Outreach program are to: promote systemic change in elementary and secondary science education; attract undergraduate students--especially those from underrepresented groups--to careers in space life sciences, engineering and technology-based fields; increase scientific literacy; and to develop public and private sector partnerships that enhance and expand NSBRI efforts to reach students and families.  相似文献

In 1981 the US spacecraft planned for the international Solar Polar Mission, in cooperation with the European Space Agency, was abruptly withdrawn. This article discusses the events leading up to the withdrawal and how it was handled by NASA and US government officials, and ESA's reaction. Reflections are offered on the experience, and ESA's current attitude towards space partnerships with the USA is examined. The author concludes the Europe is in a stronger bargaining position today, and has also advanced towards having its own autonomous space capability.  相似文献

The 2007 US National Research Council Decadal Survey for Earth Science and Applications from Space was the first consensus perspective produced by the US Earth Science community of the relative priorities among a sequence of 17 satellite missions over the course of the next decade. However, the Decadal Survey only captured the perspective of the science community, leading to questions about the inclusion of broader priorities from constituent communities and stakeholders. We present a stakeholder value network analysis for the NASA/NOAA Earth Observation Program. The analysis includes a rigorous articulation of the needs and objectives of 13 major stakeholders and a complete stakeholder value network with 190 individual “value flows” that capture the interactions between all the stakeholders. It produces a novel stakeholder map, graphically indicating the outputs most likely to create a lasting Earth Science program. The most important value loops and program outputs are used to derive a set of high-level program goals that suggest what NASA and NOAA should do, as well as how they should conduct business. The analysis concludes that international partnerships represent a strong potential partner for certain science missions with greater potential value delivery than currently-prioritized efforts with defense stakeholders and concludes that weather and land-use missions, in addition to climate missions, should be given highest priority; water, human health, and solid Earth missions should be given lower priority based on each science category's potential for delivering value to the entire stakeholder network.  相似文献

That basic scientific research often leads to new insights, concepts, and inventions that can have important practical applications and benefits is an established element of the rationale for federal government investment in research and technology. The way in which scientific studies of the Earth from space make their way into practical approaches to environmental measurements and management presents an enlightening case study of the research-to-applications transfer process. This article discusses how fundamental concepts of technology transfer and diffusion are illustrated in the process of transitioning Earth science research into operations at the US National Aeronautics and Space Administration (NASA) and the National Oceanic and Atmospheric Administration (NOAA), particularly as it is presented in the National Research Council study, Satellite Observations of the Earth's Environment: Accelerating the Transition of Research to Operations. The authors assert that successful and efficient transitions of this type require not only a detailed understanding of the technologies involved but an appropriately developed social structure to better facilitate those transitions.  相似文献

This article follows the story of Shuttle development, in the context of the history of the US space programme from Apollo to the Space Station. The Shuttle was chosen as one of a series of ‘space spectaculars’ and has proven to be prohibitively expensive and unreliable, practical only for a very limited number of specialized missions. The Space Station, too, cannot be economically supplied, even if the USA could afford to build it. The author concludes that NASA should cancel the Space Station and the replacement orbiter for Challenger, and engage on a major programme of launch vehicle development, independent of the US military. The aim should be a dramatic reduction of launch vehicle costs, making spaceflight practical, and a truly independent NASA which could restore the USA to space preeminence.  相似文献

Since 1988 the United Nations, through its Programme on Space Applications, has been supporting the establishment and operation of regional Centres for Space Science and Technology Education in Africa, Asia and the Pacific, Latin America and the Caribbean, and Western Asia. Simultaneously, education curricula have been developed for remote sensing and geographic information systems, satellite communications, satellite meteorology and global climate, and space and atmospheric science. The report briefly reviews these developments and highlights the most recent updated education curricula in the four disciplines that have been made available in 2002, in the six official languages of the United Nations, for implementation at the regional centres and beyond.  相似文献

The ability of the US government to carry out future space policies depends upon the maintenance of a technically capable space flight agency. During its first decade of operation the National Aeronautics and Space Administration (NASA) developed an organizational culture supporting very high levels of reliability. This ‘technical culture’ stressed the importance of in-house technical capability, ‘hands on’ activity and extensive testing. Forces at work on the agency since 1970 have tended to erode the original culture. This article explains the ways in which the beliefs and norms guiding NASA operations have changed since the agency's first decade of operations.  相似文献

The Space Transportation System (STS), for better or worse, has dominated the US space program for some 30 years and is now an American icon. The Space Shuttle orbiters have flown over 120 missions and certainly accomplished some amazing feats, including the deployment of the International Space Station (ISS), the launch and double repair of the Hubble Telescope, a number of classified missions for the US defense establishment and the cementing of international cooperation in space. As the remaining Space Shuttle orbiters head toward various museums, it is timely to look at the STS program in terms of key US space policy decisions that have paralleled the Space Shuttle’s often troubled history. This article seeks, from both a historical and a policy perspective, to assess what might have been. While noting the major accomplishments of the STS, it also identifies what can best be characterized as major lost opportunities and flawed policy decisions that have had multi-billion dollar consequences. In this regard, the US Congress, the White House, and NASA leadership have all played a role. If there have been failings, they have not been by NASA alone, but the entire US space policy leadership.  相似文献

The Microgravity Research Program (MRP) participated aggressively in Phase 1 of the International Space Station Program using the Russian Mir Space Station. The Mir Station offered an otherwise unavailable opportunity to explore the advantages and challenges of long duration microgravity space research. Payloads with both National Aeronautics and Space Agency (NASA) and commercial backing were included as well as cooperative research with the Canadian Space Agency (CSA). From this experience, much was learned about long-duration on-orbit science utilization and developing new working relationships with our Russian partner to promote efficient planning, operations, and integration to solve complexities associated with a multiple partner program.

This paper focuses on the microgravity research conducted onboard the Mir space station. It includes the Program preparation and planning necessary to support this type of cross increment research experience; the payloads which were flown; and summaries of significant microgravity science findings.  相似文献

The decision to build the Space Station illustrates the way in which the incremental nature of policy making in the US government favours short-term flexibility over long-term commitments. In making the moves necessary to win approval for the Space, Station NASA officials and their allies took actions which gave policy makers frequent opportunities to re-examine the programme once approved, and may have made likely the continuing uncertainty over the future of the station. Difficulty in securing long-term commitments for large and complex science and technology programmes has been a central feature of US space policy ever since the landing on the Moon.  相似文献

The current emphasis on smaller, faster, cheaper (SFC) spacecraft in NASA’s solar system exploration program is the product of a number of interacting – even interdependent – factors. The SFC concept as applied to NASA’s solar system exploration program can be viewed as the vector sum of (1) the space science community’s desire for more frequent planetary missions to plug the data gaps, educate the next generation of scientists, provide missions to targets of opportunity, and enable programmatic flexibility in times of budgetary crisis; (2) the poor publicity garnered by NASA in the early 1990s and the resultant atmosphere of public criticism (creating an opportunity for reform); (3) The Strategic Defense Initiative Organization’s and the National Space Council community’s desire to advance the Space Exploration Initiative and their perception that the NASA culture at the time represented a barrier to the effective pursuit of space exploration; (4) the effective leadership of NASA Administrator Daniel Goldin; and (5) the diminishing budget profile for space sciences in the early 1990s. This paper provides a summary of the origin of the smaller, faster, cheaper approach in the planetary program. A more through understanding of the history behind this policy will enable analysts to assess more accurately the relative successes and failures of NASA’s new approach to solar system exploration.  相似文献

Space education is a discipline that has evolved at an unprecedented rate over the past 25 years. Although program proceedings, research literature, and historical documentation have captured fragmented pieces of information about student space experiments, the field lacks a valid comprehensive study that measures the educational impact of sounding rockets, Skylab, Ariane, AMSAT, and Space Shuttle. The lack of this information is a problem for space educators worldwide which led to a national study with classroom teachers. Student flown experiments continue to offer a unique experiential approach to teach students thinking and reasoning skills that are imperative in the current international competitive environment in which they live and will work. Understanding the history as well as the current status and educational spin-offs of these experimental programs strengthens the teaching capacity of educators throughout the world to develop problem solving skills and various higher mental processes in the schools. These skills and processes enable students to use their knowledge more effectively and efficiently long after they leave the classroom. This paper focuses on student space experiments as a means of motivating students to meet this educational goal successfully.  相似文献

In 2009 President Obama proposed a budget for the National Aeronautics and Space Administration (NASA) that canceled the Constellation program and included the development of commercial crew transportation systems into low Earth orbit. This significant move to shift human spaceflight into the private sector sparked political debate, but much of the discourse has focused on impacts to “safety.” Although no one disputes the importance of keeping astronauts safe, strategies for defining safety reveal contrasting visions for the space program and opposing values regarding the privatization of U.S. space exploration. In other words, the debate over commercial control has largely become encoded in arguments over safety. Specifically, proponents of using commercial options for transporting astronauts to the International Space Station (ISS) argue that commercial vehicles would be safe for astronauts, while proponents of NASA control argue that commercial vehicles would be unsafe, or at least not as safe as NASA vehicles. The cost of the spaceflight program, the technical requirements for designing a vehicle, the track record of the launch vehicle, and the experience of the launch provider are all incorporated into what defines safety in human spaceflight. This paper analyzes these contested criteria through conceptual lenses provided by fields of science and technology policy (STP) and science, technology, and society (STS). We ultimately contend that these differences in definition result not merely from ambiguous understandings of safety, but from intentional and strategic choices guided by normative positions on the commercialization of human spaceflight. The debate over safety is better considered a proxy debate for the partisan preferences embedded within the dispute over public or private spaceflight.  相似文献

Although the 1958 Space Act stressed the civilian nature of the US space programme, the military space budget has grown to over twice the size of NASA's. Military influence on US space policy has grown accordingly. NASA has failed in articulating a sense of direction and purpose for the civilian space programme justifying sustained and adequate support. What matters most for a reinvigorated NASA is the level of commitment the nation is prepared to make, and in today's political climate greater spending on a civilian space programme would be unpopular. The USA looks likely to continue to fall behind in the international competition for space leadership.  相似文献
