An international symposium, ‘Global and European Challenges for Air and Space Law at the Edge of the 21st Century’, organised by the Institute of Air and Space Law (Cologne) and the German Aerospace Center (DLR), took place from 8 to 10 June 2005 in Cologne. The conference assembled space law experts from industry, academic and international institutions world-wide. Areas of discussion were national space legislation, the current relationship of ESA and the EU, and common issues in air and space law with regard to future aerospace applications. This report examines the common denominators underlying all these three areas.  相似文献

Manned spaceflight has been an important element of the German space program over the last decades. This is demonstrated by the nationally managed space missions Spacelab D-l (1985), D-2 (1993), and MIR '92 as well as by the participation in the 1st Spacelab mission FSLP (1983), the NASA missions IML-1 (1992) and IML-2 (1994), as well as in the ESA missions EUROMIR '94 and '95. On February 12th, this year, the German cosmonaut Reinhold Ewald was launched together with his Russian colleagues Wasilij Zibliew and Alexander Lasudkin onboard of a Soyuz spacecraft for another stay of a German cosmonaut onboard of the Russian Space Station MIR. This mission--the so-called German/Russian MIR '97--was, of course, another cornerstone with regard to the cooperation between Russian and German space organizations. The cooperation in the area of manned missions began 1978 with the flight of the German cosmonaut Sigmund Jahn onboard of Salyut 6, at that time a cooperation between the Soviet Union and the German Democratic Republic in the frame of the Interkosmos Program. In March 1992, it was followed by the flight of Klaus Dietrich Flade with his stay onboard of MIR. After two further successful ESA missions, EUROMIR '94 and '95 with the two German cosmonauts Ulf Merbold and Thomas Reiter and with a marked contribution of German scientists, the decision was taken to perform another German/Russian MIR mission, the so-called MIR '97. In Germany, MIR'97 was managed and performed in a joint effort between several partners. DARA, the German Space Agency, was responsible for the overall program and project management, while DLR, the German Aerospace Research Establishment, was responsible for the cosmonaut training, for medical operations, for the mission control at GSOC in Oberpfaffenhofen as well as for user support.  相似文献

In September 2011, the European Space Agency (ESA) and the German Space Agency (DLR) organized the first European SpaceTweetup during the German Aerospace day. One of the authors was one of 60 participants at this SpaceTweetup in Cologne and experienced the concept of a Tweetup and the engagement of the participants from the inside view.  相似文献

For more than a decade Kayser-Threde, a medium-sized enterprise of the German space industry, has been involved in astrobiology research in partnership with a variety of scientific institutes from all over Europe. Previous projects include exobiology research platforms in low Earth orbit on retrievable carriers and onboard the Space Station. More recently, exobiology payloads for in situ experimentation on Mars have been studied by Kayser-Threde under ESA contracts, specifically the ExoMars Pasteur Payload. These studies included work on a sample preparation and distribution systems for Martian rock/regolith samples, instrument concepts such as Raman spectroscopy and a Life Marker Chip, advanced microscope systems as well as robotic tools for astrobiology missions. The status of the funded technical studies and major results are presented. The reported industrial work was funded by ESA and the German Aerospace Center (DLR).  相似文献

The methods presently applied in the psychological training of astronauts are based on the principle of ensuring maximum performance of astronauts during missions. The shortcomings are obvious since those undergoing training provide nothing but the best ability to cope with Earth problem situations and add simply an experience of space problem situations as they are presently conceived. Earth attitudes and Earth behaviour remain and are simply modified. Through the utilization of interdisciplinary space knowledge a much higher degree of problem anticipation could be achieved and the astronaut be psychologically transformed into a space-being. This would at the same time stimulate interdisciplinary space research. The interdisciplinary space knowledge already available suggests that space requires not only physical and mental adjustments, but a profoundly new relationship with life.  相似文献

Private and commercial activity in outer space still poses challenges to space law and policy. Within ‘Project 2001’—a legal research project by the University of Cologne's Institute of Air and Space Law and the German Aerospace Center (DLR)—six international expert working groups examined international and national laws, in order to identify gaps and, where necessary, propose improvements to the present legal framework for private space activities. The results were presented and discussed at an international colloquium in May 2001 in Cologne, Germany, where final conclusions have been drawn. This report presents a summary of the project's work and main conclusions, which are documented in full in a comprehensive book to be published in May 2002.  相似文献

Upcoming space missions utilizing hyperspectral or other high-resolution sensors will generate a vast amount of data in orbit. The average communication duration between a spacecraft in low Earth orbit (LEO) to a dedicated ground station is short and in addition, due to the high amount of data to be transferred at link times, a high-performance communication system on board of the satellite is indispensable.A solution that provides longer acquisition times with the ground station is to employ a high data-rate inter-satellite link to a geostationary relay satellite, which requires a flat, compact, steerable, light-weight yet robust antenna. Such an antenna system (antenna module plus pointing module) was developed for S-Band at the Institute of Astronautics (Technische Universität München), in cooperation with German space companies, research institutes and the German Aerospace Center (DLR). Its successful operation via the geostationary relay satellite Artemis was demonstrated in cooperation with ESA in 2007.This paper describes the evaluation of an antenna system in the Ka-Band, as a successor to be developed in the next two years for high data rates and the various applications of such an antenna system.  相似文献

When the idea of a large space station in Low Earth Orbit (LEO) was conceived in the 1980s, it was primarily planned as an orbiting laboratory for microgravity research. Some even thought of it as an industrial plant in space. Whereas the latter did not materialize because of various reasons, the former is absolutely true when you talk about the International Space Station (ISS). Since the transition to a six astronaut crew in 2009 and the completion of its assembly in 2011, it has been intensively used as laboratory in a wide field of scientific topics. Experiments conducted on ISS have yielded first class results in biology, physiology, material science, basic physics, and many more. While its role as a laboratory in space is widely recognized, the awareness for its potential for preparing future exploration missions beyond LEO is just increasing. This paper provides information on how the ISS programme contributes to future exploration efforts, both manned and unmanned. It highlights the work that has been done or is currently underway in the fields of technology, operations, and science. Further potentials and future projects for exploration preparation are also shown. A special focus lies on experiments and projects primarily funded by the German Aerospace Center (DLR) or with strong German participation in the science team.  相似文献

During the past ten years the French laboratories working in the field of fluids and material sciences had access to regular, long-lasting manned missions onboard the Russian MIR Space Station. Beyond the French scientific program that was performed with the ALICE apparatus, a cooperative research program was developed with DLR, NASA and RSA. This cooperation was based on bartered agreements that included the joint utilization of the instruments onboard the MIR station (ALICE, TITUS furnace from DLR, vibration device from RKK Energia) and the funding of dedicated cartridges (DLR) or thermostats (DLR and NASA), as well as launch services (NASA) by the Cooperating Agencies. We present a review of this program with a particular emphasis on its scientific results and on the progress that has been achieved in science and applications. They covered a large field of condensed matter physics, from material sciences to near-critical and off-critical phase separation kinetics and near critical fluid hydrodynamics (thermoacoustic heat transport and vibrational convection). The high microgravity relevance of all these investigations naturally led to outstanding results that was published in the world's best scientific journals. The analysis of the latest experiments performed during the PEGASUS mission shows they will not be an exception to that evaluation. Off-critical phase separation with NASA, pressure-driven piston effect and equiaxed solidification with DLR, heat transport under calibrated vibrations with RKK Energia, all will be presented. The conclusion will stress the international character of this microgravity research program, the conditions of its success and what can be gained from it in the perspective of the space station utilization.  相似文献

PRISMA is a demonstration mission for formation-flying and on-orbit-servicing critical technologies that involves two spacecraft launched in low Earth orbit in June 2010 and still in operation. Funded by the Swedish National Space Board, PRISMA mission has been developed by OHB-Sweden (formerly Swedish Space Corporation) with important contributions from the German Aerospace Centre (DLR/GSOC), the French Space Agency (CNES), and the Technical University of Denmark (DTU). The paper focuses on the last CNES experiment achieved in September 2012 that was devoted to the preparation of future astrometry missions illustrated by the NEAT and µ-NEAT mission concepts. The experiment consisted of performing the type of formation maneuvers required to point the two-satellite axis to a celestial target and maintain it fixed during the observation period. Achieving inertial pointing for a LEO formation represented a new challenge given the numerous constraints from propellant usage to star tracker blinding. The paper presents the experiment objectives in relation with the NEAT/µ-NEAT mission concept, describes its main design features along with the guidance and control algorithms evolutions and discusses the results in terms of performances achieved during the two rehearsals.  相似文献

On 19-20 May 1998 the German Aerospace Center (DLR) hosted the Space Agency Forum (SAF) at Berlin. The meeting was dedicated to the preparation of the Third United Nations Conference on the Exploration and Peaceful Uses of Outer Space (UNISPACE III), which will take place in July 1999. It was attended by 16 space agencies and international organisations from Europe, North- and South America as well as Asia. The European Space Agency (ESA) contribution to the International Space Station (ISS) goes much beyond the delivery of hardware like the Columbus Laboratory, its payloads and the Automated Transfer Vehicles. ESA Astronauts will be members of the ISS crew. ESA, according to its commitments as ISS international partner, will be responsible to provide training on its elements and payloads to all ISS crewmembers and medical support for ESA astronauts. The European Astronaut Centre (EAC) in Cologne has developed over more than a decade into the centre of expertise for manned space activities within ESA by contributing to a number of important co-operative spaceflight missions. This role will be significantly extended for ISS manned operations. Apart from its support to ESA astronauts and their onboard operations, EAC will have a key role in training all ISS astronauts on ESA elements and payloads. The medical support of ISS crew, in particular of ESA astronauts has already started. This paper provides an overview on status and further plans in building up this homebase function for ESA astronauts and on the preparation towards Training Readiness for ISS crew training at EAC, Cologne. The hazards of long-duration space flight are real and unacceptable. In order for humans to participate effectively in long-duration orbital missions or continue the exploration of space, we must first secure the health of the astronaut and the success of such missions by assessing in detail the biomedical risks of space flight and developing countermeasures to these hazards. Acquiring the understanding necessary for building a sound foundation for countermeasure development requires an integrated approach to research in physiology and medicine and a level of cooperative action uncommon in the biomedical sciences. The research program of the National Space Biomedical Research Institute (NSBRI) was designed to accomplish just such an integrated research goal, ameliorating or eliminating the biomedical risks of long-duration space flight and enabling safe and productive exploration of space. The fruits of these labors are not limited to the space program. We can also use the gained understanding of the effects and mechanisms of the physiological changes engendered in space and the applied preventive and rehabilitative methods developed to combat these changes to the benefit of those on Earth who are facing similar physiological and psychological difficulties. This paper will discuss the innovative approach the NSBRI has taken to integrated research management and will present some of the successes of this approach.  相似文献

The 2007 US National Research Council Decadal Survey for Earth Science and Applications from Space was the first consensus perspective produced by the US Earth Science community of the relative priorities among a sequence of 17 satellite missions over the course of the next decade. However, the Decadal Survey only captured the perspective of the science community, leading to questions about the inclusion of broader priorities from constituent communities and stakeholders. We present a stakeholder value network analysis for the NASA/NOAA Earth Observation Program. The analysis includes a rigorous articulation of the needs and objectives of 13 major stakeholders and a complete stakeholder value network with 190 individual “value flows” that capture the interactions between all the stakeholders. It produces a novel stakeholder map, graphically indicating the outputs most likely to create a lasting Earth Science program. The most important value loops and program outputs are used to derive a set of high-level program goals that suggest what NASA and NOAA should do, as well as how they should conduct business. The analysis concludes that international partnerships represent a strong potential partner for certain science missions with greater potential value delivery than currently-prioritized efforts with defense stakeholders and concludes that weather and land-use missions, in addition to climate missions, should be given highest priority; water, human health, and solid Earth missions should be given lower priority based on each science category's potential for delivering value to the entire stakeholder network.  相似文献

The first research payloads reached the International Space Station (ISS) more than two years ago, with research operating continuously since March 2001. Seven research racks are currently on-orbit, with three more arriving soon to expand science capabilities. Through the first five expeditions, 60 unique NASA-managed investigations from 11 nations have been supported, many continuing into later missions. More than 90,000 experiment hours have been completed, and more than 1,000 hours of crew time have been dedicated to research, numbers that grow daily. The multidisciplinary program includes research in life sciences, physical sciences, biotechnology, Earth sciences, technology demonstrations as well as commercial endeavors and educational activities. The Payload Operations and Integration Center monitors the onboard activities around the clock, working with numerous Principal Investigators and Payload Developers at their remote sites. Future years will see expansion of the station with research modules provided by the European Space Agency and Japan, which will be outfitted with additional research racks.  相似文献

Current educational system is facing a contradiction between the fundamentality of engineering education and the necessity of applied learning extension, which requires new methods of training to combine both academic and practical knowledge in balance. As a result there are a number of innovations being developed and implemented into the process of education aimed at optimizing the quality of the entire educational system. Among a wide range of innovative educational technologies there is an especially important subset of educational technologies which involve learning through hands-on scientific and technical projects. The purpose of this paper is to describe the implementation of educational technologies based on small satellites development as well as the usage of Earth remote sensing data acquired from these satellites. The increase in public attention to the education through Earth remote sensing is based on the concern that although there is a great progress in the development of new methods of Earth imagery and remote sensing data acquisition there is still a big question remaining open on practical applications of this kind of data. It is important to develop the new way of thinking for the new generation of people so they understand that they are the masters of their own planet and they are responsible for its state. They should desire and should be able to use a powerful set of tools based on modern and perspective Earth remote sensing. For example NASA sponsors “Classroom of the Future” project. The Universities Space Research Association in United States provides a mechanism through which US universities can cooperate effectively with one another, with the government, and with other organizations to further space science and technology, and to promote education in these areas. It also aims at understanding the Earth as a system and promoting the role of humankind in the destiny of their own planet. The Association has founded a Journal of Earth System Science Education. Authors describe an effective model of educational technology developed in the Center for Earth Remote Sensing of Bauman Moscow State Technical University and based on scientific and educational organizations integration in the field of applied studies. The paper also presents how students are being trained to acquire and process satellite imagery data from Terra and Aqua satellites. It also reveals the results of space monitoring for Russia's ecologically complex regions conducted by Bauman Moscow State Technical University students in cooperation with specialists from the Laboratory for Aerospace Methods of Moscow State University named after M. (Examples of the application of radar to remote sensing via satellite) Europe, the United States of America, Canada and Japan are planning future space missions which will carry Synthetic Aperture Radar (SAR) systems as key sensors for remote sensing purposes. These systems are dedicated to application areas which cover nearly all Earth sciences from oceanography to agriculture.This paper introduces the measurement principles. The main emphasis is put on the usefulness and limitations of these techniques. This paper presents some approaches to the development of advanced detectors and to miniaturized instrument design which are pursued in the Institute of Space Sensor Technology of DLR (the German Aerospace Research Establishment). The instrument design approach is demonstrated for a low-weight (3 kg) dual camera system with narrow-angle in-track stereo and wide-angle multispectral features. Each camera has its own signal processor and 0,5 G Bit mass memory. The activities for advanced detector development are concentrated on two different kinds of detectors and instrumentations: infrared detector arrays and instruments at wavelengths out to about 240 μm, and superheterodyne receivers in the submillimeter and far-infrared spectral ranges.  相似文献

After the Apollo Moon program, the international space station represents a further milestone of humankind in space, International follow-on programs like a manned return to the Moon and a first manned Mars Mission can be considered as the next logical step. More and more attention is also paid to the topic of future space tourism in Earth orbit, which is currently under investigation in the USA, Japan and Europe due to its multibillion dollar market potential and high acceptance in society. The wide variety of experience, gained within the space station program, should be used in order to achieve time and cost savings for future manned programs. Different strategies and roadmaps are investigated for space tourism and human missions to the Moon and Mars, based on a comprehensive systems analysis approach. By using DLR's software tool FAST (Fast Assessment of Space Technologies), different scenarios will be defined, optimised and finally evaluated with respect to mission architecture, required technologies, total costs and program duration. This includes trajectory analysis, spacecraft design on subsystem level, operations and life cycle cost analysis. For space tourism, an expected evolutionary roadmap will be described which is initiated by short suborbital tourism and ends with visionary designs like the Space Hotel Berlin and the Space Hotel Europe concept. Furthermore the potential space tourism market, its economic meaning as well as the expected range of the costs of a space ticket (e.g. $50,000 for a suborbital flight) will be analysed and quantified. For human missions to the Moon and Mars, an international 20 year program for the first decades of the next millennium is proposed, which requires about $2.5 Billion per year for a manned return to the Moon program and about $2.6 Billion per year for the first 3 manned Mars missions. This is about the annual budget, which is currently spend by the USA only for the operations of its Space Shuttle fleet which generally proofs the affordability of such ambitious programs after the build-up of the International Space Station, when corresponding budget might become again available.  相似文献
