The political climate today is more favourable for joint superpower cooperation in space than it has been for many years. The authors of this Viewpoint, who studied together as members of the inaugural class of the International Space University, trace recent developments in the USA and USSR and evaluate how they might affect cooperation. Ironically, they find, it is the common problems both nations face in relation to space activities - budgetary constraints and declining political support for their space programmes - that argue most forcefully for cooperation. But a subtle and initially modest strategy will be needed to overcome the obstacles that stand in the way.  相似文献

The author offers some comments on the drawbacks of another US-Soviet space race. She compares the relative positions of the USA and the USSR in various areas of space science and technology, and concludes that the USSR does not lead in all areas. More importantly, she argues that it is distressing still to be portraying the superpowers as in a race in space. ‘Sputnik fever’ the first time round showed that a space race does not lead to a strong, long-term US space programme. She argues that cooperation in some areas — perhaps a trip to Mars — could b an alternative.  相似文献

Space exploration is an emblematic domain of space activities where traditionally only established space powers have been active. However, new actors are demonstrating great interest in it, principally for international prestige reasons, with an increasing number making ambitious plans. Complementing national endeavours, international cooperation has become a central element of most countries' exploration strategy, since the costs of doing it alone are so great. Europe's development into a fully fledged actor in space exploration requires a shared assessment of the future challenges, threats and opportunities with which it will be confronted in order to derive the best options for cooperation to lead and anticipate rather than follow and endure change.  相似文献

This article examines the possible avenues of cooperation in space activity between nations of the Pacific Basin. It looks at possible memebers of a regional space organization and their areas of common interest. The European Space Agency is suggested as a model, and some of the useful lessons that could be learned from it, as well as significant differences between the European and Pacific regions, are discussed.  相似文献

Soviet space policy has long been viewed in the West as militaristic and aimed at achieving superiority, a situation which is abetted by the secrecy in which Soviet space activities are shrouded. This article argues, however, that Soviet space policy is essentially prudent and conservative, and based on exploiting existing technology to the maximum. Whilst it has provided the USSR with an impressive space potential, it does not mean that the USSR is ahead of the USA in space. Nevertheless, in the future the USSR is likely to undertake more international cooperation and offer commercial launch services.  相似文献

Political and economic changes in the USSR are having a dramatic impact on the nature and direction of the Soviet space programme. This article describes the main elements of what can now be seen as a sprawling and fractured bureaucracy. Some voices within the USSR are calling for the creation of some kind of national space agency, but the forces making for further fragmentation seem stronger. Whatever the eventual outcome, new opportunities for international commercial contact are likely to arise.  相似文献

Since 1971 the UN Programme on Space Applications, implemented by the Office for Outer Space Affairs, has been organizing workshops, symposiums and expert meetings and providing training opportunities in the practical applications of space technology. In 2009 the Office launched the Basic Space Technology Initiative (BSTI). The BSTI encompasses a range of activities in support of capacity building in space technology development in response to the growing interest of academic and governmental organizations in many countries to establish basic, indigenous capabilities to develop nano- and small satellites. Considerations such as the education and training of experts, the creation of required testing and building infrastructure, opportunities for international cooperation and the applicable legal and regulatory frameworks are therefore of particular interest to these organizations. The BSTI aims to assist them with their efforts. This paper describes the origins of the initiative, the activities that have been conducted to date and the work planned for 2011 and beyond.  相似文献

The Inter-Agency Consultative Group (IACG) is an organization which seeks to maximize scientific returns from focused areas of space science through international cooperation. In its 11-year history the IACG has experienced both monumental success (with the collaborative exploration of Comet Halley) and, more recently, some serious growing pains in its second phase of operation, which focuses on solar terrestrial science. In this post-Cold War period, with increased interaction between countries offering greater opportunities for cooperation, the lessons to be learned from the IACG's experience will be valuable ones.  相似文献

The time for regional cooperation in the Asia-Pacific region is now ripe. Steps have been taken towards this via a workshop sponsored by China - previously wary of cooperation but now seeming to acknowledge that, along with interested countries, it could contribute more to space in the region. The author examines areas of shared interest over which parties might collaborate and the best way to achieve this: a gradual approach emulating the development (but not the present configuration) of ESA is recommended. Finally, he examines the legal framework within which cooperation might function, using a liaison committee to formulate and coordiante proposals. Action must be taken now if the region is not to fall behind in the development of space technologies.  相似文献

This article discusses China's ambitions in space now that it seems set to pursue human spaceflight. It suggests that, after sending its astronauts into space, completing orbital rendezvous-docking operations and placing a space lab in orbit, China will focus on the Moon with its Chang’e project. As an emerging space power, China will play a more active role in the international space community through collaboration in areas such as lunar exploration, science operations on the International Space Station, the Galileo Global Navigation Satellite System and the International Geosphere–Biosphere Program (IGBP). In particular, China will vigorously explore new opportunities to expand its cooperation with Russia and ESA to counteract Washington's attempt at containment. Meanwhile, Beijing will continue to follow its self-reliance principle to go its own way in space.  相似文献

The first, heroic age of space exploration was drived by national rivalry between the USA and USSR. There have indeed been recent achievements, but as the Cold War ends the superpowers are turning their attention to domestic issues and the prospect looms of a prolonged hiatus in space exploration. The only way forward is through international cooperation, but this will never happen without a serious investment of political will. A well-planned, long-term strategy for the exploration of Mars could provide the necessary focus.  相似文献

The space programme of the former USSR has been in disarray since the disintegration of the Soviet empire and it faces formidable economic and political problems. Attempts are being made, however, to formalize a programme for the Commonwealth of Independent States (CIS) and a Russian space agency has been established. A senior Russian scientist here gives his personal view of the past, present and future of his country's space activities. He emphasizes the need to take advantage of new opportunities for cooperation, argues for the lifting of US restrictions on technology transfer and stresses the importance of space technology in monitoring environmental problems. This article examines the USSR's satellite communications provision in the international arena. The author first outlines the Intercosmos programme, collaboration between the USSR and France and India, and maritime satellite communications. He then discusses in detail the INTERSPUTNIK system, and Soviet international coverage and competitiveness in television. Space activities in the former USSR were regulated by numerous decisions and regulations, most of them inaccessible to the public. But despite its important space programme the state had no specific space legislation. The country's lawyers for years argued the necessity for a unified space act and the creation of a space agency. The authors of this article discuss the regulation of space activities since the break-up of the USSR. The situation is considered in two aspects: the legal regulation of cooperation within the Commonwealth of Independent States (CIS) in the exploration and use of outer space, and the legal and organizational bases of space activities in Russia after the creation of the Russian Space Agency in 1992. It is becoming increasingly clear that space activities can benefit from international cooperation, but concerns about national interests remain. This article examines the experience of the Inter-Agency Consultative Group (IACG), which achieved striking success in coordinating the efforts of the USA, the USSR, the European Space Agency and Japan to study Halley's Comet. Subsequently the IACG has undertaken a new project, focused on solar-terrestrial science, and further expansion could follow. However, tje group's success has depended on scrupulous respect for members' national autonomy, and so it is unlikely to herald the formation of a supranational space agency in the near future.  相似文献

Among of the highlights of the 20th century were flights of spacecraft to other bodies of the Solar System. This paper describes briefly the missions attempted, their goals, and fate. Information is presented in five tables on the missions launched, their goals, mission designations, dates, discoveries when successful, and what happened if they failed. More detailed explanations are given in the accompanying text. It is shown how this enterprise developed and evolved step by step from a politically driven competition to intense scientific investigations and international cooperation. Initially, only the USA and USSR sent missions to the Moon and planets. Europe and Japan joined later. The USSR carried out significant research in Solar System exploration until the end of the 1980s. The Russian Federation no longer supports robotic planetary exploration for economic reasons, and it remains to be seen whether the invaluable Russian experience in planetary space flight will be lost. Collaboration between Russian and other national space agencies may be a solution.  相似文献

This paper summarizes the establishment and current development of space activities in the Bolivarian Republic of Venezuela. Space activities in Venezuela are focused on the areas of telecommunications, Earth observation and research on the physical properties of the Earth, and have as a primary goal the satisfaction of social needs. Current development of space activities started in 1999 when the new National Constitution recognized the value of outer space as the common heritage of mankind, and the key role of science and technology in promoting human welfare. The Bolivarian Agency for Space Activities (ABAE) was created in 2007. Its legal framework recognizes three key elements that drive its policy: the participation of society, capacity building and human training, and international cooperation. Indeed ongoing international cooperation with partners such as China, India, Brazil and Uruguay has already expanded Venezuelan space capabilities, allowing the country to launch its first telecommunications satellite, Venesat-1 in 2008, to plan the infrastructure development for the design of small satellites, and to train 1195 local professionals in space science, technology and applications. Our analysis shows that Venezuela has the potential to become a space leadership country, promoting the social welfare, integration, and sustainable development of Latin American countries.  相似文献

The number of states capable of building, launching and operating satellites has grown significantly over the years. This article discusses how going to space in an egalitarian fashion may influence the current state of affairs related to the militarization and weaponization of outer space, the security postures of the already established space powers, and the global balance of power in general. Potential changes in the relationship between old and new spacefarers may instigate an entire shift in the understanding of threats and opportunities for international cooperation in space.  相似文献

The Second United Nations Conference on the Exploration and Peaceful Uses of Outer Space ( 82) identified crucial problems and made recommendations on strategies for developing countries to bridge the gap with advanced nations in the area of space technology. This article addresses some issues which, although implicit in the Report, are not discussed in detail therein. The role of space science and related scientific research is particularly emphasized. Close attention is paid to the role of human factors, such as the motivation to conduct research, the motivation to engage in international cooperation, and the motivation to utilize and exploit space. Possible opportunities for space research for developing countries, as well as relevant issues concerning management of space, are briefly discussed.  相似文献
