European space activities began in the 1960's. The development of what was initially scientific research and which later spread to the enthusiastic involvement of Europe's most advanced industry is by now familiar history. The organization of ELDO and ESRO, which eventually gave way to today's ESA, occured in a span of less than a decade. Many major European countries also commenced their national space programmes during this period. This report examines the space initiatives taken by Italian industry.  相似文献

Below is a summary of what was to be the first in a series of reports produced by the Office of Technology Assessment (now defunct) on policy for the USA's future space transportation technology and industrial base. It examines the Clinton Administration's 1994 National Space Transportation Policy and supporting implementation plans and raises and analyses such issues as conflicts and redundancies within NASA and DoD space transportation development programs; competition and cooperation with foreign launch vehicle and component providers; US government limits on the conversion of long-range missiles to space launchers in the face of Russian activity in this area; and the effectiveness of Administration efforts to include the private sector in space transportation decision making. China's ambitious space program was born in extremely poor national conditions in 1956. By 15 October 2003, with the successful return of the Shenzhou-4 manned space flight, it had developed dramatically. While this flight is a milestone in China's space capabilities, the Shenzhou-4 mission should be considered not as an end, but as the entry ticket to the space power club of the USA and Russia. China may now be a space power, but it is not yet a military space superpower in the way of the latter two countries. This paper investigates whether China will become a military space superpower by reviewing the development of its space program. It examines Chinese military space capabilities in terms of their military space potential, and discusses the political, military and economic implications of this issue. Finally, the paper suggests that China should continue to take the road to openness, focusing on commercial and economic efforts. This will be an alternative direction in which the country can consider exactly what space capabilities it needs in order to continue its economic development.  相似文献

Sino-Latin American space cooperation has grown in the past several years, contributing to debates over China’s rising influence in the region. Much of what has been written about this phenomenon is overly simplistic and denotes a lack of understanding of the interplay between the domestic and the international when decisions of international cooperation are taken. This paper argues that calculations of both domestic and international interest are important in Sino-Latin space relationships, with the former of particular importance to Latin American countries. It explores these interests as demonstrated in the cooperative programs of four Latin American countries. It concludes that, while the US relationship is not a major factor in their decisions to cooperate or not with China, the USA could benefit from a greater understanding of this phenomenon to expand its relationships with the emerging space nations of the region to its benefit.  相似文献

Despite the global financial crisis, which dominated 2008 and the first half of 2009, Estonia has decided to invest in a space programme. Estonia has extensive experience in the field of astrophysics and has developed capacities in various areas of remote sensing applications. It is on its way to becoming an active ESA partner. This article examines how Estonia is setting its way as a space nation and describes the new context and the role that various bodies are playing in the process. The paper describes the vision and strategy for space activities in the country. An overview of the possible measures to be taken to support the enterprises and scientific institutions with the highest potential for space cooperation is discussed, as are various risks in making progress in the space field, and measures for overcoming these.  相似文献

Competition among countries has evolved from just on Earth but into space as space technology and space power is a key attribute in the world today. Today space technology has spread, due to the enormous development, into every sector of life in the Earth for the benefit of mankind. Every country has the ambition to be a part of the space initiative. Asia Pacific Space Cooperation Organization(APSCO) is an organization that tries to promote space activities through cooperation in the Asia Pacific region. This paper attempts to explore the nature and categories of potential conflict that may arise under the APSCO framework program. Furthermore, it also endeavors to establish an effective and better dispute settlement mechanism under the overall APSCO framework. Finally, this paper introduces the institutional framework and working procedures of the arbitration body for future smooth cooperation and space exploration by APSCO.  相似文献

Over the past few years, the view has been expressed in some quarters that Africa should establish a continental space agency. Various arguments are advanced for this, but they are generally not compelling and rely mostly on pointing to the existence of other regional space cooperation organisations, or to benefits that are debatable. The article considers these arguments and concludes that there is an insufficient case for the establishment of an African space agency at this point in the development of the space arena in Africa. Instead, greater emphasis should be placed on strengthening nascent national space programmes, fostering intra-regional cooperation and raising the profile of space activities in Africa's national and regional political structures.  相似文献

In the 21st century space activities are having an ever greater influence on global society, economics, culture and the environment; they are becoming a key tool of sustainable development. However, for many individual developing countries, including those in Southeast Asia, there actually are many obstacles to participating in the space field. Therefore in order to promote sustainable space development and to solve space conflicts within the region, all Association of Southeast Nations (ASEAN) nations should embark on greater regional space cooperation as soon as possible. Because regional space cooperation can assure equal rights to space benefits, it does not limit returns only to the first beneficiary or the first user to receive space benefits. In the end, the total space benefits will be spread to other cooperating countries equally.  相似文献

This article examines the effect that private-sector remote sensing activities might have on the international community and on the future of international cooperation in space. It describes in detail The Land Remote Sensing Commercialization Act of 1984, recently passed by the US Congress and signed by President Reagan. The article concludes that it is possible to develop domestic regulations that balance the economic interests of the private sector with the legal and political concerns of the international community.  相似文献

The Space Transportation System (STS), for better or worse, has dominated the US space program for some 30 years and is now an American icon. The Space Shuttle orbiters have flown over 120 missions and certainly accomplished some amazing feats, including the deployment of the International Space Station (ISS), the launch and double repair of the Hubble Telescope, a number of classified missions for the US defense establishment and the cementing of international cooperation in space. As the remaining Space Shuttle orbiters head toward various museums, it is timely to look at the STS program in terms of key US space policy decisions that have paralleled the Space Shuttle’s often troubled history. This article seeks, from both a historical and a policy perspective, to assess what might have been. While noting the major accomplishments of the STS, it also identifies what can best be characterized as major lost opportunities and flawed policy decisions that have had multi-billion dollar consequences. In this regard, the US Congress, the White House, and NASA leadership have all played a role. If there have been failings, they have not been by NASA alone, but the entire US space policy leadership.  相似文献

As humanity prepares to extend its reach beyond low-Earth-orbit for the first time since the 1970s, a new symbol of international cooperation is needed to further promote the message of peace and collaboration such exploration entails. The space race that occurred between the USSR and the USA is an ill-suited model for long-term sustained space exploration because it is too costly and too resource-intensive for a single nation to bear. While competition is healthy for technology development, the success of a sustained space exploration strategy lies beyond technological capabilities. It lies in international cooperation, space policy, and public support. Without these, no program can realistically achieve a sustained presence in space beyond low-Earth orbit. To this effect, this paper proposes a cost-effective first step in the form of a universal symbol which, when placed alongside national flags displayed on hardware and astronaut/cosmonaut/taikonaut flight-suits, would send a strong message to the world that space exploration is done for the benefit of humanity as a whole, not just for spacefaring nations. The “Blue Marble”, the first complete picture of Earth taken from space by humans in 1972, fits this universally appealing symbol. This symbol requires no political collaboration between countries, yet is an image that anyone, anywhere in the world, can relate to regardless of nationality, ethnic origin or religious beliefs. Placed on the shoulder pads of human ’nauts – ambassadors of planet Earth – or prominently displayed on spacebound hardware, this symbol would send a universal message to present and future generations that, in space, our planet is working together for the benefit of everyone.  相似文献

Based on a joint study initiated in 2007–2008 by the Policy planning staff (CAP) of the French Foreign Ministry and the space agency CNES, which brought together experts, researchers and industry insiders, this article considers the factors behind Russia's recent resurgence and the possible revival of its space programme. It examines how far the latter will require international cooperation in order to progress further and discusses likely areas of profitable collaboration with Europe in general and France in particular, given that country's long history of space cooperation with Russia and the need in the mid-term future to share the burden of developing ambitious new space programs. While there is in principle much potential, especially in the area of space transportation, there are also numerous challenges and uncertainties. How these are resolved will affect the level and success of any cooperative efforts of both sides.  相似文献

This viewpoint examines the likely reasons behind the renewed focus on international cooperation in the new US National Space Policy, noting that the rise of various Asian space powers is one factor. It demonstrates the increase in US-Asian space cooperation that is already underway, arguing that such cooperation can only be to the good in providing Asian countries with a greater degree of cutting-edge technology and know-how, as well as contributing to the overall safety and security of outer space. France and the USA have in the past enjoyed a close and fruitful cooperative relationship in space but there is now a growing divergence between apparent US priorities for future activity and those of other countries, for whom human spaceflight is not so important. While accepting that it cannot match the USA technologically, Europe is increasingly sceptical of the wisdom of pursuing space cooperation with its given difficulties caused by the ITAR regime, greater suspicion of anything foreign in the USA and the unwillingness of NASA ever to cede a critical path to a partner. Nor are any of the non-space ventures currently being suggested as cooperation models attractive from a European point of view. A better way forward would be to have conglomerates of nations cooperating on an equal footing and avoiding recourse to US State Department-regulated technology.  相似文献

It is becoming increasingly clear that space activities can benefit from international cooperation, but concerns about national interests remain. This article examines the experience of the Inter-Agency Consultative Group (IACG), which achieved striking success in coordinating the efforts of the USA, the USSR, the European Space Agency and Japan to study Halley's Comet. Subsequently the IACG has undertaken a new project, focused on solar-terrestrial science, and further expansion could follow. However, tje group's success has depended on scrupulous respect for members' national autonomy, and so it is unlikely to herald the formation of a supranational space agency in the near future.  相似文献

With robust polar satellite missions demonstrated and/or operational in the USA, Europe, Japan, China, Russia, India, and Brazil, and with other nations also likely to develop such capability, this paper examines the prospects for as well as the potential challenges to closer and perhaps more formal international polar satellite cooperation. In suggesting that now is the time to explore the development of a coordinated polar observing system, the present paper identifies potential contributors, assesses the relevance of existing space-based Earth observation international coordination mechanisms, and considers three potential models for a future system.  相似文献

1991 is one of the most decisive years in the history of German space activities. Not only do major policy decisions have to be taken concerning the continuation of the European programmes Hermes and Columbus — which, due to the heavy involvement of Germany in international cooperation, strongly affect its space policy — but one year after the unification of Germany the country is about to set up its new space programme. The political climate today is more favourable for joint superpower cooperation in space than it has been for many years. The authors of this Viewpoint, who studied together as members of the inaugural class of the International Space University, trace recent developments in the USA and USSR and evaluate how they might affect cooperation. Ironically, they find, it is the common problems both nations face in relation to space activities - budgetary constraints and declining political support for their space programmes - that argue most forcefully for cooperation. Traditional space relations among civilian space actors are undergoing in the post-cold war era a rapid evolution with a growing number of new institutional entities. The cold war era and its resulting political environment, which limited space cooperation to ‘intra-bloc’ cooperation, has disappeared, allowing the development of new axes and mechanisms of cooperation. The internationalization and regionalization of space activities witnessed in recent years is foreseen to gain momentum, leading therefore to a new geography of civilian space activities.  相似文献
