| 摘 要： | 为明确民航安全管理思路。总结了本质安全的内涵,指出了民航业本质安全化的目的是不断降低系统的风险。在分析民航安全管理特征的基础上,分别从最小风险设计的源头管理、风险控制技术、纵深防御体系建设、防御体系之间的协同交互、安全文化建设等角度提出了民航系统本质更安全的建设策略。强调了安全保障要素间的替代关系,并探讨了优先选择顺序。其可行性已被安全管理中的初步应用所证实。

| Abstract: | It sums up connotation of inherent safety in order to make plain the clues of civil aviation safety management, and points out the aims of inherent safety in this sector are reducing the risk of system unceasingly. The characteristics of civil aviation safety management has been analysed.It puts forward strategies of inherent safety construction from several perspectives respectively, which are source management on minimum risk design, technologies of risk control, construction of defense system in depth, harmonious interactive mechanism, creation of industrial safety culture. It stresses the substitutable relationship among the elements and discusses the order of preference. The feasibility has been demonstrated by preliminary applications in actual safety management. |
