| 摘 要： | 随着各地对国家综合配套改革试验区争夺热情的高涨，研究设立国家综合配套改革试验区的评价指标和选择策略，为国家在各地选取试验区时提供客观的、可以量化的判别标准和具有可操作性的政策建议，具有重要的理论和现实意义。文章提出，应根据候选城市的自身发展能力指标、制度创新能力指标和区域联系能力指标进行评价和筛选，选择那些区域主导优势明显、有中心城市或城市群为依托的城市；进行选择时，还要遵循国家经济重心空间转移的动态规律。

| Abstract: | With all over the country comprehensive supporting reform pilot area for the high fever.Studying the evaluation indexes and selection strategy on establishing of the country comprehensive supporting reform pilot area,and offering the discrimination standard that objective,can be quantized and effective countermeasure and suggestion for our country,have the important theory and the practical significance.Based on this,this paper preliminary explores the evaluation indexes and selection strategies on establishing the country comprehensive support reforms pilot area,such as their position of strength,ability of reform and ability of connection.The transference of industry should be considered too. |
