抑制温州房价上涨的政策建议——基于同苏州的比较

为抑制或稳定房价，国家出台了一系列宏观调控和行政管制政策，但房价依然居高不下，且个别地区的房价上涨势头异常强劲。温州与苏州两地经济总量具有一定可比性，房价却存在较大差异。土地供给方面，苏州大大多于温州；政府行为方面，苏州拥有更多的政策优势；购房需求方面，温州购房主体的力量比苏州更为强大；房地产金融环境方面，温州比苏州更易于提供按揭。抑制温州房价的迅猛上涨势头，除了遵循国家各项政策，还应该考虑地区差异。采取适宜的措施。如增加建设用地和住房供给以满足需求；摆正政府位置，规范政府行为，防止政府沦为房地产行业的既得利益者；保护正常购房需求，抑制投机需求；加强金融监管，规范房产信贷，切断投机者的资金来源。

Policy Choices of Controlling the House Price in Wenzhou

In order to control or stabilization the house price,more and more macro-control and administration control policy are mapped out,however there are no effect.This paper choose two similar city which is Suzhou and Wenzhou to analyses,because the GDP of two cities are in possession of comparable level and the house price of two cities are all high,yet there are big diversity between two city's house price.The main reason: from aspect of land supply,Suzhou is prior to Wenzhou;from aspect of government behavior,Suzhou has more priority to Wenzhou;from aspect of house buyer,there is more demand in Wenzhou than in Suzhou;from aspect of real estate real finance,the mortgage in Wenzhou is easier than in Suzhou.To cut down the house price,the regional differences should be paid more attention with the exception of the country's policy.Such as increasing land area to build house;regulating the government's action,to prevent the government slump into vested interest group;protect normal market demand and restrict speculative demand;consolidating the supervise of finance institute,to break off the capital flow.
