中国农业土地适度规模经营的目标与阶段推进

面对世界农业市场的竞争,中国农业已经无法通过小农户生产方式与生产组织进入与参与现代农业竞争,发展规模农业已是无法回避的选择。我国农业适度规模经营的长期目标是实现中国农业与世界现代农业接轨,建成现代化大农业强国。实现这一目标需要五十年左右的时间,要分三个阶段目标来实现,每个阶段目标的实现需要十五年左右的时间。实现这三个阶段目标的过程,实际上就是小农户规模向适度规模经营转变的过程,也是伴随着农户数量不断减少,而农户经营面积逐步增加的过程。这三个阶段目标中,实现第一阶段的目标是关键。

Facing agricultural market economic competition of the world,Chinese agriculture has not been unable to participate the modern agriculture competition through the small peasant household production method and the production organization,developing the scale agriculture is a choice that can not be avoided.The long-range objective of Chinese agriculture moderate large-scale management is to build up a modernized agriculture powerful nation.To achieves this goal needs 50 years,and must be divided three stages goals,the reality of each stage goal needs 15 years.In these three stages goals,achieving the first stage goal is the key.
