| Abstract: | On the basis of the principles of the modern management science, this study aims to upgrade the research quality of projects at the provincial level and promote revitalization of both the education and colleges through scientific research, set up basic ideal of all - round quality management, by the aid of adopting some effective methods such as double management, activity management, carrier management, and grasping the contents of all - round quality management of the projects at the provincial level in terms of standardization management, academic management and normalization management. |
