湖南省环境规制与外商直接投资的协整分析

关于环境规制与外商直接投资的关系是目前研究的一个热点，许多学者认为二者存在负相关关系。通过对湖南省环境规制与外商直接投资相关性的分析，得到不同的结论：湖南省环境规制与外商直接投资之间不存在长期稳定的关系，这主要归因于湖南省地处中部地区，且外资对环境规制变化的敏感性不强，所以湖南省在制定相关的环境规制措施时要基于冬省实际情况，可以采取环境优先的策略。

Cointegration Analysis on the Relation Between Environment Regulations and Foreign Direct Investment of Hunan Province

The research on the relation between environment regulation and the foreign direct investment is a new hot topic at present.many scholars have drawn to the conclusion that the correlation between them is negative based on the Chinese and eastern provinces data.By analyzing the relation between FDI and environment regulation of Hunan province,we draw to a different conclusion as follows: In a long term there is no stationary trend to the FDI movement and the environmental regulation action,which is because Hunan Province is situated at the middle area,and the foreign capital is not sensitive to changes of environment regulations.So when making policies on environment,the government should consider the actual condition of Hunan province,choosing the environment-prior regulation strategy.
