对企业人力资源开发利用的战略思考

摘    要:论述当前我国企业人力资源开发利用存在的主要问题,提出合理开发利用企业人力资源的战略途径:一是树立“以人为本”的观念;二是最佳配置人力资源;三是制定激活人力资源的制度体系;四是增大教育投入,开发人力资源;五是实行有利于增强和调动企业和个人开发人力资源能力的积极的财税政策。

Abstract:This paper discusses the key problems existent in the development and employment of human resource in China's enterprises, putting forward some strategic approaches toward reasonable development and employment of human resource, namely, firstly, to set up an ideal taking people as the center; secondly, to ultimately install the human resource; thirdly, to establish the system that t activates the human resource; fourthly, to enlarge the education devotion and develop human resource; and lastly, to implement active finance and tax policy which is advantageous to strengthen and invigorate development human resource abilities of enterprises and individuals.
