针对目前民航科研项目在研究阶段忽视进度、质量与目标不统一的实际，提出了科研项目研究过程中必须实施过程质量控制的思想。着重阐述了实施质量过程控制的必要性、可行性及在实施中应做好的几项基础性工作。

Quality Control Over the Execution of Research Programs in Civil Aviation

In view of the fact that speed is often overlooked in the execution of research programs and a discrepancy often exists between the actual quality of research and the expected goal, this article advances a proposition that quality control should be exercised over the execution of research programs. It focuses on the necessity and feasibility of such control and a few points concerning its successful implementation.
