摘    要:绩效是指工作人员在工作过程中所取得或形成的客观结果和能力的体现。管理学基本原理表明,绩效考核是以一定的量或度为标准对客观结果和能力进行综合系统的分析考核评价。本文以建立干部绩效考核评价指标体系为目标,以科学化、制度化、规范化为方向,探讨考核中的关键要素,即“德、能、勤、绩、廉、健”的内涵和相互关系。从而实现对干部绩效考核在理论与实践上的指导。

Abstract:Performance is the presentation of objective results acquired through working process by a staff and the presentation of personal capability of a staff.Fundamental principle of Management science explains performance appraisal as the systematic analysis and assessment of working results and personal capacities by certain quantity or quality.This paper is aimed at inquiring into the appraisal system of cadres scientifically,systematically and standardizedly,and looking for the key factors of "Virtue,Capability,Diligence,Achievement,Honesty and Health",and relations among these factors,in order to guide performance appraisal both theoretically and practically.
