| 摘 要： | 乡镇政府在社会主义新农村建设中已经取得了较好的成效，但也面临着诸多困难。乡镇政府财力差，人力不足，权力少以及科学技术的落后使其在社会主义新农村建设工作中处于被动局面。因此，正确定位乡镇政府在社会主义新农村建设中的角色非常重要。乡镇政府是社会主义新农村建设的搭台者而非唱戏者，是裁判员而非运动员，是组织者而非决策者，是管理者而非生产者。
