PPP在基础设施领域的应用及建议

由于公共基础设施自身的特点,政府长期对其垄断经营,不仅造成基础设施领域的供需矛盾,而且加重了政府的财政负担,从而使基础设施的传统经营观念与管制方式陷入了不可克服的困境。为了改变这一现状,各国政府努力采取多种手段改革原有的管理方式,其中一个已经遍及整个欧洲的做法就是公私合作制(或称PPP)。文章以合同外包和经营特许为例说明PPP在实践中的应用,分析其异同,并对加快我国基础设施领域PPP的实施提出对策建议。

Public -Private Partnership in Infrastructure Construction

Due to the nature of public infrastructure,the government has monopolized the market for a long time,which not only intensifies the contradiction between supply and demand in the market of infrastructure construction,but also increases its own financial burden.Therefore,the traditional business concept of infrastructure construction and management mode has been facing an unconquerable challenge.For this,governments of countries of the world have adopted a great many measures,one prevalent method in Europe is the public-private cooperation system or in other name,public-private partnership.This thesis will discuss the theory and practices of public-private partnership in infrastructure construction,and propose countermeasures to and suggestions on promoting public-private cooperative relationship in infrastructure construction in China.
