中美服务贸易逆差的原因与对策

20世纪90年代以来，中关双边贸易中，中国一直处于顺差地位，但很多人忽视了这样一个现实：中国对美国的服务贸易却一直处于逆差地位，表面的顺差其实来源于货物贸易。借助RCA指数等工具，对中关两国服务贸易领域进行定量比较分析，指出中国对美服务贸易逆差的原因：中国服务业水平低，服务贸易整体竞争力不高；中国传统行业比较优势呈下降趋势，新兴行业缺乏竞争优势；中国服务业的人力资本水平低；中国服务业的开放和市场化程度低，垄断现象严重。针对中国服务贸易领域存在的差距，主张中国大力发展服务贸易，加大在人力资本及科技方面投入的力度，为服务贸易发展创造良好的经济运行环境，分层次逐步对美开放与适度保护相结合，缩小中国与美国服务贸易之间的逆差。

Reasons and Countermeasures of Sino -American Service Trade Deficit

Since 1990s,in case of Sino-American trade surplus in goods,China has been in trade deficits status in the field of service trade.The paper,based on a quantitative analysis by using the indexes of RCA and the charts,carries on comparative analysis to service trade of China and the United States,finds out the reasons for Chineese service trade deficits,and provides the countermeasure and suggestions.
