| 摘 要： | 20世纪70年代初期，与凯恩斯主义经济学相抗衡的几个思想流派开始或再度出现，紧随而来的是一场关于宏观经济政策的激烈而持久的争论。争论的焦点集中于“政策应当是积极的还是消极的”、“政策应当按规则进行还是按相机抉择进行”这两个问题上。在介绍关于这两个问题的不同观点的基础上，阐述这场论争给各国的宏观经济政策实践带来的变革及其深刻影响。

| Abstract: | Early 1970s sees the emergence and reemergence of some strings of thoughts which compete with the Keynesian Economics.It invokes a violent and endless debate on stabilization policy.Two questions stand on the centre stage.First,should policy be active or passive? Second,Should policy be by rule or discretion? This paper firstly introduces the main opinions on the two questions.And then it shows the magnificent influence of the debates on the macroeconomic policy practice in the western countries. |
