阐述了对导弹武器系统项目中诸如风险、费用、可靠性、维修性及效能等方面进行评价的重要性，根据指标选取的原则，建立了评价指标体系的框架。在此基础上进一步说明了框架中的各项指标，并细化了各分项指标，形成了一个完整的评价指标体系。最后，对评价中可能用的方法及模型的建立思路给出了初步构想。
