| 摘 要： | 目的 通过对西部地区农民子女辍学率反弹原因的分析，提出解决农民子女接受义务教育中存在的问题。方法 对西部地区义务教育存在问题进行分析，剖析农民子女教育辍学率反弹原因。结果 提出了变“以县为主”为“以省为主”的义务教育经费投入制度等对策。结论 国家最近提出的社会主义新农村建设目标中，要将农村义务教育纳入国家财政保障范围，将从很大程度上解决西部地区农民子女辍学率反弹的问题。

| Abstract: | Intension: By analysis on the rebounding of farmer descendants' schooling discontinuation in Western Regions,proposed that farmers' descendant education problem proved an issue that must be solved;Approaches: With compulsory education investigation,analyzed rebounding factors and pointed out that the resolutions rest on national finance should guarantee and solved the chronic problem with everlasting effort;Outcome:proposal of converting"County-Oriented"into "province-oriented"system of Compulsary educational investment;Conclusion: Proposing that to solve the serious problem should change county-oriented into province-oriented. |
