形式主义也是官僚主义

形式主义和官僚主义之间存在着形影不离的“种属关系”:形式主义属于官僚主义的一种,官僚主义必然产生形式主义。形式主义也是官僚主义。它的错误就是违背了党的实事求是的思想路线,对待事业抛弃了马克思主义的立场、观点和方法,它的危害是使党和政府为人民谋利益的决议、指示、政策和制度不能落实到基层。形式主义和官僚主义是一种长期的、复杂的历史现象,在现阶段,要消除形式主义的恶习,必须加强思想教育和改革体制才能奏效。

Formalism, A Type of Bureaucracy

Formalism is one type of bureaucracy, and it dose, emerge from bureaucracy. It is, therefore, bureaucracy. Errors resulted from formalism lie in that formalism runs against the Party's ideological line of seeking the truth from facts, gives up Marxist stand, view points and methods, and prevents our Party and Government's decisions, instructions, policies and regulations from being implemented to the grassroots. Formalism and bureaucracy are a long-term, complex phenomenon. At current stage, formalism can be overcome only by strengthening ideological education and reforming the system.
