| 摘 要： | 全面建设小康社会，从定性上看，全面小康是惠及全国各族人民的经济、政治、文化社会全面发展的小康。从定量上看，它也应有一个指标体系，它包括人均国内生产总值，城镇居民家庭人均可支配收入，农村居民家庭人均纯收入，恩格尔系数等方面。文章从河南和全国情况出发，对此作了比较分析。
